Merit is GPA only. Western never looks at ACT or SAT scores for merit. A 3.35 high school GPA gets your student on the scholarship chart, and test scores can’t move them up or down.
Merit and WUE don’t stack. Out-of-state students get either a merit scholarship or the WUE/Central Plains discount, never both. At a 3.35 or higher, merit is the bigger number ($8,000 vs. $6,692).

Western offers two regional tuition discounts for out-of-state students who do not qualify for merit: the Western Undergraduate Exchange (WUE) for 14 western states and Central Plains (CP) for 11 midwestern states. Both charge 150% of in-state tuition, worth $6,692 a year in 2026-27 including a $2,000 Western Assist award. Merit scholarships and WUE/CP cannot be combined; students get one or the other. Students from the neighboring states of Arizona, Kansas, Nebraska, New Mexico, Oklahoma, Texas, Utah and Wyoming who show financial need are also considered for a $1,000-a-year Neighboring States grant that can be added to WUE, CP or merit. What is COF, and why does my Colorado student’s tuition depend on it?
The College Opportunity Fund is a state stipend that pays part of every eligible Colorado resident’s tuition at public colleges. Your student signs up once at cof.college-assist.org and authorizes it each term. With COF, Western’s in-state tuition is $7,632 a year. Without it, it’s $11,112. It’s free money, but it isn’t automatic, so put it on the checklist.
Does Western participate in WUE?
Yes. Students from 14 western states pay 150% of in-state tuition through the Western Undergraduate Exchange, and students from 11 midwestern states get the same deal through Central Plains. For 2026-27 that’s worth $6,692 a year, including a $2,000 Western Assist award. There’s no separate application. The catch: it only goes to students who don’t qualify for a merit scholarship.

What does the Mountaineer Promise actually cover?
For Colorado families with an adjusted gross income of $70,000 or less (or a Pell-eligible student), Western guarantees that standard tuition and mandatory fees are covered with grants and scholarships. It does not cover housing, meals or books, which run about $11,371 a year for housing and a meal plan alone. So “free tuition” is real, but it isn’t a free year.
If my out-of-state student loses merit, do they go back to WUE pricing?
No. Western’s merit page says plainly that students who lose a merit scholarship for falling below a 2.75 GPA do not default to their state’s tuition discount. That means full nonresident tuition. If your student is a borderline college student, talk this through before the first semester.
Is the Engineering Partnership priced the same as other majors?
Not the whole way through. Students in the Western-CU Boulder Engineering Partnership switch to CU Boulder enrollment for the later years while still living and studying in Gunnison, and they pay CU’s tuition for those years. The Mountaineer Promise does not cover that difference. Western’s posted differential figures were last listed for 2025-26, so call the program office for current numbers.
Are housing and meal costs the same for in-state and out-of-state students?
Yes. The $11,371 figure is a double room plus a 15-meal plan, and it’s the same no matter where you’re from. Only tuition changes with residency.
At admission: Automatic merit is placed on the offer as soon as your student is admitted. There’s no merit deadline to chase.
Mid-December: The general scholarship application opens on AcademicWorks.
March 1: Priority date for the AcademicWorks general application and the FAFSA or CASFA. The incoming Presidential Honors Scholarship has typically closed around this date too.
April 15: Engineering Partnership students must be admitted and declared by this date to get the higher Rady merit chart.
June 1: Last day to file the FAFSA or CASFA and still be considered for the Mountaineer Promise as a new student. Also the nomination deadline for the Mountaineer Alumni Recommendation award.

What’s the Rady Merit Scholarship?
It’s a higher merit chart for students in the Western-CU Boulder Engineering Partnership. With a 3.5 or higher GPA it pays $3,500 to $6,500 a year in-state and $9,000 to $12,000 out-of-state. Your student must be admitted and declared in the partnership by April 15.
How do transfer students qualify?
By college GPA. A 3.0 to 3.49 earns the Advantage Award ($2,500 in-state, $5,000 out-of-state), and a 3.5 or higher earns the Scholars Award ($3,500 / $7,000). Phi Theta Kappa members get the top award regardless of GPA: $4,500 in-state or $8,000 out-of-state.
Are Western’s merit awards renewable?
Yes. First-year awards last up to eight semesters and transfer awards up to six. It can. The Alumni Legacy Scholarship gives incoming children and grandchildren of alumni $1,000 plus half off the orientation fee, and applications are open year-round. Later, the Future Alumni Scholarship offers another $1,000 to juniors and seniors with a 3.2 or higher college GPA. We live in the Gunnison Valley. What’s available just for locals?
Two big programs. The Gunnison Valley Promise covers standard tuition for 2026 and later graduates of Gunnison High School, Crested Butte Community School, Lake City Community School, and local homeschool programs, with no income limit. Are there awards for students who were in foster care or experienced homelessness?

Deadline Note: The incoming Presidential Honors Scholarship has recently closed around March 1, and the continuing-student version in late March. Both are posted on AcademicWorks. Joining the Honors Program doesn’t automatically come with money, so the merit chart is still where most Honors students’ scholarship dollars come from.
Does Western have an Honors College?
No. Western has an Honors Program within the university. The experience is similar (smaller classes, research, priority registration), but it isn’t a separate college with its own admissions office.
Is there Honors scholarship money for incoming freshmen?
A little. The Presidential Honors Scholarship gives one incoming first-year student $1,000 each year. It needs a 3.5 or higher GPA, a cover letter tied to the program’s values, two recommendation letters, a transcript and a resume.
What about once my student is in the program?
Five continuing Honors students a year receive $2,000 Presidential Honors Scholarships. They need a 3.0 or higher GPA and a leadership role on the Honors Student Advisory Board, so getting involved early pays off.
Can my student join after starting at Western?
Yes. Current first- and second-year students with a 3.3 or higher GPA are eligible, and upper-division students are considered case by case.
Does Honors housing cost more?
Western’s Honors page lists Honors housing as a benefit but doesn’t post a separate price. Ask Residence Life before you budget.
Western is a small public university of about 3,100 undergrads in Gunnison, a mountain town in the middle of Colorado’s backcountry. It’s not trying to be a big research campus. Its strengths line up with where it sits: the outdoors, the environment, and hands-on learning in small classes (the student-to-faculty ratio is 17 to 1). Colorado also recognizes Western as a First-Gen Serving institution, which shows in how much of its aid is aimed at families paying for college for the first time.
Nationally Unusual Program: Western-CU Boulder Engineering Partnership. Students earn a CU Boulder degree in mechanical, aerospace or biomedical engineering, or computer science, without ever leaving Gunnison. They spend the first two years as Western students, then switch to CU Boulder enrollment for the rest of the degree while staying on Western’s campus. Classes are small, there’s a dedicated makerspace, and there’s a richer merit chart (Rady). The tradeoff is CU Boulder tuition in the later years, so plan for that jump.
Environment & Sustainability: Home of the Clark Family School of Environment & Sustainability, with field-based majors and accelerated paths into a Master of Environmental Management.
Recreation & Outdoor Education: One of Western’s signature majors, plus an Outdoor Industry MBA that business and recreation students can fold into an accelerated bachelor’s-to-MBA track.
Business Administration: A practical business program with an outdoor-industry angle you won’t find at most schools.
Exercise & Sport Science: A popular pathway for future coaches, trainers and pre-physical-therapy students, with an accelerated master’s option.

Western Colorado University is one of the most predictable deals in Colorado. If your student has a 3.35 or better, you can look up the merit award before you even apply, and test scores don’t matter at all. Out-of-state students get either merit or WUE/Central Plains, with merit usually the bigger number. Colorado families earning $70,000 or less get tuition and fees covered through the Mountaineer Promise just by filing the FAFSA on time.
The things to watch are small but real. File the FAFSA and the AcademicWorks application by March 1. Authorize COF if you’re in-state. Keep that 2.75 college GPA, because there’s no WUE fallback. And if your student wants an engineering or computer science degree with CU Boulder’s name on it, a small mountain campus with smaller classes is a pretty unusual way to get there.
Your kid did everything right. That does not mean the money follows.
