West Virginia Scholarships & Grants (2027-2028): PROMISE, Higher Education Grant & WV Invests Deadlines
Last verified October 29, 2026 · Facts checked against the West Virginia Higher Education Policy Commission and College Foundation of West Virginia (cfwv.com), state law, and HB 5212 of 2026
This page is for families of the Class of 2027: high school seniors starting college in fall 2027. The money they use is called 2027-28 aid, which means the school year it pays for, not the year you fill out the forms. Most of it gets decided this winter. West Virginia changed several rules in 2026, so if your handout is older than August 2026, assume parts of it are wrong.
✅ The rule most handouts still get wrong
PROMISE for the Class of 2027 takes a 3.0 overall GPA and either a 21 ACT on English, reading and math, or a 1080 SAT. Superscores count. The 19-in-every-section rule is gone.
The old rules required a 19 on each of four ACT sections (or 510 on each SAT section) and a separate 3.0 in core courses. For the Class of 2027 the state dropped all three: there are no section minimums, science is out of the ACT math, and only the overall GPA counts. A student who was told “she missed by one point in science” may already qualify.
⏰ The date that decides most of the money
March 1, 2027. The PROMISE application, the FAFSA, the WV STEM Scholarship and the Underwood-Smith preliminary application are all due that day. You do not need the test score yet. Apply anyway.
Families miss PROMISE two ways. Some wait for a qualifying score and let March 1 pass, even though ACT scores count through July 2027 and SAT scores through June 2027. Others treat April 15 as “the FAFSA deadline” because that is the date for the Higher Education Grant. For PROMISE, a FAFSA filed after March 1 is too late for fall.
Where the 2027-28 Cycle Stands (as of October 29, 2026)
Class of 2027 (seniors starting college in fall 2027)
- ✅ The 2027-28 FAFSA is open at studentaid.gov. For PROMISE it is due March 1, 2027.
- ✅ The PROMISE application is open in your WVSAM account. Due March 1, 2027.
- ✅ Underwood-Smith Teaching Scholars and the WV STEM Scholarship open each October 1. Both are due March 1, 2027.
- ✅ Higher Education Grant: the FAFSA is the application. File by April 15, 2027.
- ✅ WV Invests: separate application at cfwv.com plus the FAFSA. The state used April 15 as the priority date for 2026-27 and took applications after it.
- ✅ Test window still open: the last qualifying ACT is July 2027, the last SAT is June 2027.
Class of 2028 (juniors)
- ❌ Cannot apply for PROMISE yet. CFWV posts each class’s requirements by October 1 of senior year.
- ✅ Can start testing. PROMISE combines a student’s best section scores across ACT dates or across SAT dates.
- ⚠️ Moving into West Virginia? Student and parent must live in the state for 12 straight months before the March 1, 2028 deadline.
Current PROMISE scholars (Class of 2026, now college freshmen)
- ⚠️ The first renewal check comes after summer 2027: 30 earned credit hours and a 2.75 GPA for the academic year. Twelve hours a semester is not enough. Why ↓

- ✅ Standing tip: write the WVSAM login and the FSA ID logins somewhere a parent can find them. You will need them every year your student files a FAFSA.
📌 What to do right now
Everyone: create an FSA ID for the student and for one parent at studentaid.gov/fsa-id, then create a WVSAM account (the state’s student aid portal) at cfwv.com.
Seniors (Class of 2027):
- File the 2027-28 FAFSA and submit the PROMISE application in WVSAM before March 1, 2027, with or without a qualifying score.
- Ask the counselor to confirm a 3.0 overall GPA through the sixth or seventh semester, and remember it has to hold through the eighth.
- Below a 21? Register for a spring ACT or SAT now. Use ACT code 4539 or SAT code 3456 so the state gets the scores.
- Thinking about teaching math, science, elementary or special education? Start the Underwood-Smith application before March 1.
Juniors (Class of 2028): take the ACT or SAT in the spring, and count only English, reading and math when you check the score against 21. Keep the overall GPA at 3.0 or above.
Sophomores and younger: dual credit is useful, but every college grade counts in the PROMISE renewal GPA later. Take dual credit seriously or skip it.
Already in college on PROMISE: map a 30-hour year, fall through summer. Details ↓

How West Virginia State Aid Actually Works
West Virginia aid comes through two front doors: the FAFSA and the state’s WVSAM portal. Walk through both by March 1.
- Door 1, the FAFSA (studentaid.gov): the federal form. A FAFSA that lists West Virginia as the state of residence is automatically the application for the West Virginia Higher Education Grant. It also feeds Pell and every college’s need-based aid. It produces your SAI (Student Aid Index), the number colleges use to measure need.
- Door 2, the state’s site (cfwv.com): students file the PROMISE application in a WVSAM account (the state’s student aid portal) and the separate WV Invests, Underwood-Smith and WV STEM applications through cfwv.com. The FAFSA alone does not apply for any of these four.
- Two agencies, one help line. The Higher Education Policy Commission runs PROMISE and the Higher Education Grant; the Community and Technical College System runs WV Invests. The financial aid help line for all of them is (877) 987-7664.
- Residency is 12 months. For PROMISE, the student and the parent on the FAFSA must have lived in West Virginia for 12 straight months before the March 1 deadline. The Higher Education Grant and WV Invests also require a year of residency.
🔐 Set up WVSAM so it still works in two years
- Use a personal email, not a school email that disappears at graduation.
- Enter the student’s legal name exactly as it appears on the Social Security card, matching the FAFSA.
- Store the login where a parent can find it. PROMISE status, missing-document notices and document uploads all run through this account.
What changed in 2026
| What older handouts say | What is true for the Class of 2027 | Source |
|---|---|---|
| PROMISE needs 19 on every ACT section (510 on each SAT section) | No section minimums. ACT composite of 21 from English, reading and math; SAT 1080 | CFWV requirements page |
| PROMISE needs a 3.0 in core courses and overall | 3.0 overall only. The core GPA and core course list are gone | CFWV requirements page |
| Higher Education Grant is for full-time students | Full-time or part-time undergraduates | HB 5212; rule 133CSR42 (June 2026) |
| HEAPS grant for part-time adults | Part-time students now use the Higher Education Grant; short training programs use the Future Workforce Grant | HB 5212 |
| Underwood-Smith due December 31 | Preliminary application opens October 1 and is due March 1 | CFWV, updated October 6, 2026 |
| WV Invests: no lifetime limit stated | Up to six full-time-equivalent semesters, with a 2.0 GPA to renew | HB 5212, §18C-9-5 |
💸 Myths that cost West Virginia families real money
- “She needs a 19 in science.” Not anymore. Science is out of the PROMISE math for the Class of 2027, and there is no section minimum at all.
- “No qualifying score by March 1 means no PROMISE.” Wrong. Apply by March 1; scores from the June SAT or July ACT still count.
- “PROMISE pays full tuition.” It did for students who started before 2010. Now it pays up to $5,500 a year toward tuition and mandatory fees, which is less than tuition at the larger universities.
- “We make too much to bother with the FAFSA.” PROMISE is not income-tested, but it still requires a FAFSA by March 1. No FAFSA, no PROMISE.
PROMISE Scholarship: The Requirements for the Class of 2027
PROMISE takes a 3.0 overall GPA, a 21 ACT or 1080 SAT, a year of West Virginia residency, and two applications by March 1. Nothing else. More families talk themselves out of PROMISE than are turned down for it, usually because they are working from the old four-section rule.
| Requirement | Class of 2027 rule |
|---|---|
| GPA | 3.0 overall on a 4.0 scale, using the county’s grading policy (weighted grades allowed). A sixth- or seventh-semester GPA can qualify, but it must hold through the eighth semester or the award is revoked. |
| ACT | 21 composite calculated from English, reading and math. No section minimums. Science does not count. |
| SAT | 1080 total (Evidence-Based Reading and Writing plus Math). No section minimums. |
| Superscores | Allowed. The state combines best section scores across ACT dates or across SAT dates. ACT and SAT cannot be mixed. |
| Last test dates | ACT: July 2027. SAT: June 2027. |
| Applications | PROMISE application in WVSAM and the 2027-28 FAFSA, both by March 1, 2027 |
| Residency | Student and FAFSA parent in West Virginia for 12 consecutive months before March 1, 2027. Graduate from a West Virginia public or private high school and earn at least half of the credits in the state (homeschool, commuter and military rules differ) |
| Enrollment | Full-time, first-year student at an eligible West Virginia college in the first term after selection. Apply within two years of high school graduation. |
The award: one flat amount, not a ladder
| What PROMISE pays (2027-28) | Detail |
|---|---|
| Annual award | $5,500 or the college’s tuition and mandatory fees, whichever is less |
| Where | Eligible public and private two- and four-year colleges in West Virginia |
| What it covers | Tuition and mandatory fees only. Not housing, meals, books or program fees |
| How long | Up to 8 semesters for a bachelor’s degree; up to 4 semesters for an associate degree |
| Renewal | 2.75 college GPA and 30 earned credit hours each academic year |
PROMISE has no income test and no need-based top-up of its own. The need-based layer is the West Virginia Higher Education Grant, which the same student can hold at the same time (see how aid stacks). At WVU, families with an adjusted gross income (AGI) of $65,000 or less get a third layer through the WVU Guarantee (see colleges).
Homeschool and private school families: homeschooled applicants submit a Grade Verification Form, a transcript, and a county letter showing homeschool registration during 11th and 12th grade (Hope Scholarship families need the Hope IIP documentation). Private high schools report grades through the state’s new reporting system, which the state says will be available by December 2026. Your move: ask the counselor or administrator now who is submitting grades and by when.
The Fine Print: The 30-Hour Year
PROMISE renews only if a student earns 30 credit hours in each academic year. Twelve hours a semester, the standard definition of full-time, leaves a student six hours short.
This is the rule that quietly costs West Virginia families the most money, because colleges call a 12-hour schedule “full-time” and the student assumes that is enough. It is not. The state measures each academic year from fall through the following summer and wants 30 earned hours, meaning passed, not just attempted. It also wants a 2.75 college GPA.
- Summer can rescue the hours, but PROMISE will not pay for it. A student short on hours may use summer classes, at the family’s expense, to reach 30 before the fall term starts.
- Dual credit is a one-way street. Every college grade earned in high school counts in the renewal GPA, whether or not the college accepts the credit. None of those hours count toward the 30.
- The second chance has a price. A student who misses renewal can use Second Chance Promise Renewal one time after making up the hours and GPA. Each term spent catching up counts as one of the eight semesters. A second miss ends the scholarship permanently.
- The final year is the exception. In the last academic year of eligibility, a student does not have to be full-time or meet the 30-hour rule.
Your move: before registration each fall, have your student write down 15 + 15 (or 12 + 12 + 6 in summer) and check it against the course plan. If a class is dropped, find the replacement hours that same year, not the next.

⚠️ Two WV Invests rules we are not publishing as settled
Drug screening. The state’s 2026-27 fact sheet and the WV Invests drug-screening page still say a paid drug screen is required before the first term each year. The WV Invests statute as rewritten by HB 5212 (in effect June 12, 2026) no longer lists the drug test among the eligibility requirements, and the program rule has not been updated. Until the Community and Technical College System says which governs, follow the award letter. Do not schedule a screen before the award letter arrives; the state itself says not to.
Community service. The statute calls for at least 8 hours during the student’s time of study; the CFWV page says 2 hours every term an award is received. Do the 2 hours each term and you satisfy both.
Confirm both with the financial aid help line at (877) 987-7664 or wvinvests@wvctcs.edu, because the 2027-28 rule may change either one.
The Retest Window: Apply First, Test Later
The PROMISE application closes March 1, 2027, but the test window stays open until the July 2027 ACT and the June 2027 SAT. A student who files on time gets four more months to find the score.
The state links new scores to the application on file once the official scores arrive. That makes spring and summer of senior year a real second chance, and the Class of 2027 rules make it easier than ever:
- Only three ACT sections count. Add English, reading and math, divide by three, and compare to 21. Skip the science section if it is optional for your test date; it no longer helps or hurts PROMISE.
- Superscores combine dates. A strong math score from February and a strong reading score from June add up.
- Send scores the right way. West Virginia test takers’ scores reach the state automatically, but ACT scores take 4 to 6 weeks and SAT scores arrive in batches (August through December tests in late January; February through June tests in August). Use ACT code 4539 or SAT code 3456 to speed it up, and send individual reports, not a superscore report.
Your move: if your student is at a 19 or 20, look at the three section scores, find the weakest, and book a spring test date now. Then file the PROMISE application in WVSAM anyway.
West Virginia State Aid Deadlines
Two dates carry almost everything: March 1 for PROMISE and the competitive scholarships, April 15 for the need-based grant. A priority deadline is the date by which you must apply to be first in line; programs that use one may still take later applications, but only while money lasts.
Dates that repeat every year
| Date | What happens | Program |
|---|---|---|
| October 1 | Applications open for the coming school year | PROMISE, Underwood-Smith, WV STEM |
| March 1 | PROMISE application and FAFSA due; Underwood-Smith preliminary application and WV STEM due | PROMISE, Underwood-Smith, WV STEM |
| April 15 | FAFSA due for the Higher Education Grant; WV Invests priority date (2026-27 pattern) | Higher Education Grant, WV Invests |
| April to May | First round of Higher Education Grant awards | Higher Education Grant |
| June / July | Last SAT (June) and ACT (July) that count for PROMISE | PROMISE |
| July 1 | Rolling applications open, first come, first served | Future Workforce Grant |
| After November 1 | Any new Higher Education Grant award covers spring only | Higher Education Grant |

How West Virginia Aid Stacks
West Virginia counts federal grants first, PROMISE second, and the Higher Education Grant and WV Invests after that. Each later program shrinks to fit what is left.
These rules are written into the state’s program rules, not left to each college:
- Pell first. Federal grants such as Pell count before any state money.
- PROMISE before the other state grants. When a student has PROMISE plus the Higher Education Grant or WV Invests, PROMISE counts first.
- Higher Education Grant caps. It cannot be larger than tuition and required fees, and it cannot push total grants above the student’s financial need. Financial need is the COA (cost of attendance: tuition, fees, housing, food, books and travel) minus the SAI.
- WV Invests is last-dollar. A last-dollar program pays only what is left after other grants and scholarships. A student whose Pell already covers tuition can receive little or nothing from it.
- Hard ceiling. PROMISE plus all other aid cannot exceed the college’s cost of attendance.
- One or the other. A student cannot hold the Higher Education Grant and the Future Workforce Grant at the same time.
Example 1: four-year public university, living on campus (illustrative)
| Line | Amount |
|---|---|
| Tuition and mandatory fees | $10,000 |
| Housing and food | $11,000 |
| Books, travel, personal | $3,000 |
| Cost of attendance | $24,000 |
| Pell Grant (illustrative amount for a lower-income family) | −$4,000 |
| PROMISE (3.0 GPA, 21 ACT) | −$5,500 |
| Higher Education Grant (HEPC’s 2026-27 estimate, used as a stand-in) | −$3,400 |
| Left to cover | $11,100 |
The grants more than cover tuition; the $11,100 left is almost exactly housing and food. That is the honest shape of West Virginia aid: tuition is reachable, the dorm is not. Note what happens at WVU for a family under the $65,000 AGI line: the WVU Guarantee covers leftover tuition and university fees, but in this example there is nothing left over, so it adds $0. Last-dollar guarantees pay the most to students with the fewest other grants. All figures illustrative; your college’s aid office applies the order.
Example 2: community and technical college, living at home (illustrative)
| Line | Student A: no Pell | Student B: Pell-eligible |
|---|---|---|
| Tuition, mandatory and approved program fees | $5,000 | $5,000 |
| Pell Grant | $0 | −$5,000 toward the bill |
| WV Invests (last-dollar) | −$5,000 | $0 (nothing left) |
| Tuition left to pay | $0 | $0 |
| Books, transportation, supplies | Family pays | Remaining Pell may help |
Both students attend tuition-free, but WV Invests does very different work for each. For the middle-income student it is the whole tuition bill; for the Pell student it is nothing, because Pell got there first. A student who also qualifies for PROMISE at a community college would see PROMISE counted before WV Invests. All figures illustrative.
Common Ways Aid Gets Lost
Almost every lost West Virginia award comes from a process problem, not a weak student. These are the six we see most:
The March 1 FAFSA
Families who file the FAFSA in April, thinking April 15 is the deadline, lose PROMISE for fall. The FAFSA and the PROMISE application are both due March 1.
The 12 + 12 schedule
Two 12-hour semesters earn 24 hours. PROMISE needs 30 a year. The fix is a 15-hour plan or a paid summer session.
The dual credit grade
A low grade in a high school dual credit class follows the student into the PROMISE renewal GPA, even if the college never accepted the credit.
The superscore report
Sending a superscore report instead of individual score reports can stall the state’s records. Send individual reports with code 4539 (ACT) or 3456 (SAT).
The gap year
PROMISE initial awards go only to full-time first-year students, who must enroll the first term after selection unless the state approves a leave. Ask before planning a gap year.
The move after WV Invests
Moving out of West Virginia within two years after finishing or leaving a WV Invests program triggers repayment. Serving in the military or continuing school at least half-time does not count against you.
You’re allowed to ask. If an award disappears, the student has 15 days from the notice to appeal a PROMISE or Higher Education Grant decision in writing. Credit-hour and grade questions go to the college’s financial aid office first.
Who Benefits Most
Low-income families
The most layers stack here: Pell, the Higher Education Grant, PROMISE if the student qualifies, and at WVU the WVU Guarantee for families at or under $65,000 AGI. Tuition at a public college can reach zero. Housing is the gap to plan for.
Middle-income families
PROMISE is the big one, because it has no income test. The Higher Education Grant uses an SAI cutoff the state sets each year and does not publish in advance, so file the FAFSA and let the state decide. WV Invests can make a community and technical college program tuition-free for students who get little or no Pell.
High-achieving students
PROMISE is a floor, not a ceiling. Underwood-Smith ($40,000 over four years for future teachers) and the WV STEM Scholarship are both due March 1. College honors awards matter more at this level; WVU’s Bucklew and Foundation scholarships are competitive and require admission by January 19, 2027.
Students who test poorly
The Class of 2027 rules help most here. Only three ACT sections count, superscores combine dates, and the test window runs into July 2027. A student with no qualifying score can still get the Higher Education Grant (2.0 GPA and need) and WV Invests (no test score at all).
Adult and returning students
PROMISE is closed to most adults: students must apply within two years of high school graduation (veterans have a longer window). The Higher Education Grant now takes part-time students, WV Invests has no age cap for adults, and the Future Workforce Grant covers short training programs.
First-generation families
Same eligibility, more places to trip. The two-door system (FAFSA plus WVSAM) catches families who think one form covers everything. If you feel behind, you’re not: two applications and one date, March 1, cover most of it. The state’s free help line is (877) 987-7664, and our First-Gen Parent Guide walks through the rest.
Colleges That Stack Best With West Virginia Aid
PROMISE pays the same flat amount at every eligible college, so the college’s own money is what moves your bill. The question is which college adds the most on top for your student’s transcript and income.
🔎 What our database shows at WVU
At WVU’s Morgantown campus, the automatic Climb Higher scholarship pays a West Virginia resident $1,500 a year at a 3.0 GPA and $5,000 at its top tier (3.8 GPA plus a 30 ACT or 1360 SAT). The same four tiers pay an out-of-state student $8,000 to $17,000. WVU’s automatic merit money is built to recruit nonresidents.
For West Virginia families, the bigger WVU number is the WVU Guarantee. Residents with a family AGI of $65,000 or less who file the FAFSA have their leftover University Tuition, University Fees and College Tuition covered after Pell, SEOG, the Higher Education Grant, PROMISE and WVU scholarships. It does not cover housing, meals, books, or lab and program fees, and income is not rechecked at renewal. It applies at Morgantown, WVU Tech and Potomac State, but not to fully online students.
Sources: CRP database (WVU rows verified September 11, 2026) and WVU Financial Aid. Our database tracks automatic awards; WVU’s Guarantee is need-based and automatic once the FAFSA is filed.
A different model: a tuition guarantee for residents, big automatic merit for nonresidents
- West Virginia University: automatic Climb Higher tiers from a 3.0 GPA (admission and transcript by August 1 for fall), the WVU Guarantee for residents at or under $65,000 AGI (FAFSA by March 1 for fall 2027 entry), and competitive Bucklew and Foundation scholarships for residents admitted by January 19, 2027. WVU superscores, like the state.
Not yet in our database
We have not yet verified the scholarships at these West Virginia colleges, and we would rather leave them without numbers than publish a guess. Every one of them accepts PROMISE if it is an eligible institution; check the college’s own scholarship page for its automatic awards and deadlines.
- Public universities: Marshall University, Shepherd University, Fairmont State University, Concord University, Glenville State University, West Liberty University, West Virginia State University (HBCU), Bluefield State University (HBCU)
- WVU System campuses: WVU Institute of Technology (Beckley), WVU Potomac State College (Keyser)
- Private colleges: University of Charleston, West Virginia Wesleyan College, Bethany College, Davis & Elkins College, Wheeling University, Salem University, Appalachian Bible College
- Community and technical colleges (WV Invests schools): Blue Ridge, BridgeValley, Eastern WV, Mountwest, New River, Pierpont, Southern, WV Northern, WVU at Parkersburg, plus Potomac State
Old brochure? Check that the school is still open. Alderson Broaddus University in Philippi closed in 2023 after the Higher Education Policy Commission revoked its authority to grant degrees. State grant rules exclude colleges that are no longer operating, so no state aid can be used there.
The two-year and transfer pathway
A student can start at a community and technical college and still use PROMISE, but the clock is tighter: an associate degree student gets PROMISE for no more than four semesters, and must meet the full renewal rules (30 earned hours, 2.75 GPA) to carry PROMISE into a bachelor’s program. WV Invests does not transfer into a bachelor’s degree; it covers certificate and associate programs only. Higher Education Grant transfers between colleges need the state’s approval. Map courses with the state’s general transfer and course equivalency tool before enrolling.
For families just across the state line
West Virginia state aid follows West Virginia residents, but WVU’s nonresident Climb Higher awards are much larger than its resident awards (see the finding above), and the database shows reduced metro rates for some nonresidents at WVU Tech and Potomac State. West Virginia residents headed out of state should look at the Academic Common Market for in-state tuition in specialized majors, and our tuition reciprocity guide.

West Virginia State Aid FAQs
Does West Virginia require an ACT score for the PROMISE Scholarship?
Yes. The Class of 2027 needs a 21 ACT composite built from English, reading and math only, or a 1080 SAT. There are no longer minimum scores on individual sections, and science no longer counts. Scores count through the July 2027 ACT and the June 2027 SAT, so a student should still apply by March 1, 2027 without the score.
How much is the PROMISE Scholarship?
PROMISE pays $5,500 a year or the cost of tuition and mandatory fees, whichever is less, for up to eight semesters of a bachelor’s degree. It does not pay for housing, meals or books. At a college where tuition and mandatory fees run under $5,500, the award equals that lower cost.
What is the PROMISE Scholarship deadline for 2027?
March 1, 2027. Both the PROMISE application in the state’s WVSAM portal and the 2027-28 FAFSA must be submitted by that date. A student who misses it can only be considered for a late award starting in spring 2028, and only if money remains.
Can you lose the PROMISE Scholarship?
Yes. To keep it, a student must hold a 2.75 college GPA and earn 30 credit hours each academic year, counted from fall through the following summer. A student who misses either one can earn it back once through Second Chance Promise Renewal, but every term spent catching up counts against the eight-semester limit. A second loss is permanent.
Does the PROMISE Scholarship accept superscores?
Yes. Students applying for 2027-28 may combine their best section scores from different ACT test dates, or from different SAT test dates, and the state calculates the superscore automatically. Students cannot mix ACT and SAT scores. Send individual score reports to the state (ACT code 4539, SAT code 3456), not a superscore report.
Can you get both the PROMISE Scholarship and the West Virginia Higher Education Grant?
Yes. A student who qualifies for both can receive both. PROMISE is counted first, and the Higher Education Grant cannot push total grant aid above the student’s financial need or exceed the college’s tuition and required fees. The FAFSA filed by April 15, 2027 is the only application for the grant.
Does West Virginia state aid cover housing?
PROMISE does not: it pays tuition and mandatory fees only. The Higher Education Grant may be applied to any part of the cost of attendance, but the award itself can never be larger than the college’s tuition and required fees. WV Invests covers tuition and approved fees only. For most families, housing is the bill that state aid leaves behind.
Are there West Virginia scholarships for a 3.0 GPA?
Yes. A 3.0 overall high school GPA plus a 21 ACT or 1080 SAT qualifies a student for PROMISE, and the Class of 2027 no longer needs a separate 3.0 in core courses. The Higher Education Grant asks only for a 2.0 GPA, admission, and financial need. At West Virginia University, the automatic Climb Higher scholarship starts at a 3.0 GPA.
