Strategic Note: National Merit Finalists who list BYU as their first-choice school AND independently qualify for Presidential or Heritage-tier merit. The bar is doubly high — finalist status plus BYU's own top-tier holistic review.

Strategic Note: California seniors with grades well above the 3.75 weighted minimum, demanding course loads, and a long, real record of community service and leadership. The April interview carries weight, so students who can talk comfortably about what they have done and why tend to stand out.

Strategic Note: No more than 12 first-years a year. The committee looks for a real record of service and a pay-it-forward mindset, not just top grades. Essays are read with names stripped out, and finalists interview over Zoom.

Strategic Note: Three incoming Honors students per year — typically Washington residents — who stand out for genuine intellectual curiosity, community engagement, and the kind of essays that suggest the scholarship will meaningfully transform their college experience. EWU isn't just looking for the top GPA; they're picking students whose story and Honors application together make a compelling case.

Strategic Note: First-year Washington residents admitted to Gonzaga who demonstrate high financial need on the FAFSA or WASFA—most commonly families who are Pell-eligible or near-equivalent. No separate application; admission plus a timely FAFSA/WASFA does the work.

Strategic Note: The top one to two percent of applicants. In 2025, roughly 1,434 students applied and only 20 Presidential plus 4 Provost awards were given out — about one in 60. Most winners report 4.0 unweighted GPAs, are ranked in the top 3% of their class, and bring genuine leadership and service stories to their essays and interviews.

Strategic Note: Oregon first-years who are Pell-eligible and file FAFSA on time.

Strategic Note: A very small slice of the strongest admits — students whose academic record, intellectual curiosity, and leadership reflect the qualities SCU's president identifies as central to the university's Jesuit mission.

Strategic Note: Garfield High School students who joined the Change Makers cohort earlier in high school, worked with Seattle U student mentors on academic readiness and community engagement, and demonstrated both academic preparedness and civic engagement throughout high school. The pipeline runs through Seattle University's Center for Community Engagement — and getting in starts with applying to the high school program, not the scholarship itself.

Strategic Note: A very small group of non-resident applicants with 3.9+ unweighted GPAs and 28+ ACT or 1300+ SAT scores. Far fewer awards exist than for the automatic non-resident tiers.

Strategic Note: Colorado residents with a 3.5+ HS GPA, but past recipients have typically been in the top 10% of their class with consistent, multi-year extracurricular involvement and a clear story about excellence and independence. The Kane committee is looking for future campus leaders who will graduate in four years.

Strategic Note: Top Colorado seniors with strong academics and a record of leadership and service. It is highly selective, so treat it as a bonus shot rather than the plan.

Strategic Note: Roughly 16 of Hawaiʻi's strongest graduating seniors each year — students who carry a 3.7+ GPA into the application and pair it with a meaningful, sustained record of giving back to their community. The committee reads holistically, so the activities list and short essay genuinely matter alongside the transcript.

Strategic Note: Traditional first-time freshmen who are Montana residents (per BOR Policy 940.1), come from families with household incomes of $50,000 or less, file the FAFSA, and enroll on-campus with 12+ credits per semester. The promise is essentially universal for those who meet the income, residency, and enrollment criteria — it isn't a competitive scholarship in the GPA-grid sense.

Strategic Note: Nevada-resident undergraduates whose household AGI is under $68,000, who get admitted by priority, and who file the FAFSA plus IAA on time. Eligibility is reassessed every year, so a family that doesn't qualify as a freshman might qualify as a sophomore if the income picture shifts.

Strategic Note: Nevada-resident freshmen with real financial need — Pell-eligible with a Student Aid Index of $7,000 or less. No GPA or test-score minimum beyond standard UNR admission. This is the right path for families where tuition affordability is the central concern.

Strategic Note: Oregon-resident undergraduates working toward their first bachelor's degree who are enrolled citizens of one of the 574 federally recognized tribes. The award is a guaranteed program — every eligible student who applies, maintains satisfactory progress, files FAFSA/ORSAA on time, and enrolls full-time receives full tuition and fees coverage.

Strategic Note: A very small group, about 10 students per entering class, chosen by faculty and staff from the strongest early applicants in an international pool. These are students who would be serious contenders for the top scholarships at any university.

Strategic Note: Pell-eligible Utah residents who meet the GPA threshold and maintain Pell eligibility and satisfactory academic progress.

Strategic Note: A very small number of Washington Honors admits with outstanding academic records, leadership, and interdisciplinary curiosity. Treated as the flagship incoming Honors tuition award and selected internally from the top WA Honors admit pool.

Strategic Note: Enrolled members of the Eastern Shoshone Tribe or Northern Arapaho Tribe who are Wyoming residents, graduated from a Wyoming high school, and enroll full-time at UW as undergraduates. Open to new first-time students, transfers, and continuing students alike.

Strategic Note: Out-of-state academic stars whose unweighted GPA and ACT or SAT score combine to an index of 68 or higher (think 3.8 GPA paired with a 30 ACT, or a 3.9 with a 29). They finish admission by March 1, enroll full time, and hold a 3.5 cumulative GPA each year to renew through 130 attempted credits.

Strategic Note: A very small group of Voiland College admits with near-perfect academic records, advanced math and science rigor, and demonstrated leadership or research experience. Only two students received this in the inaugural year, so plan for it as a stretch goal rather than an expectation.

Strategic Note: Utah resident undergraduates from families with adjusted gross income of about $50,000 or less who are Pell-eligible, have not exceeded 150 attempted credits, and enroll at least half time (usually full time) at Weber State.
