Here’s the quick lay of the land. USC decides admission mostly on grades, course rigor and class rank, and the bar sits noticeably higher for out-of-state students. The middle half of admitted South Carolina residents scored 1170 to 1340 on the SAT, while admitted nonresidents landed between 1250 and 1380. One nice guarantee for in-state families: South Carolina students ranked in the top 10% of their class who apply by December 1 are admitted to the Columbia campus, though not necessarily into their first-choice major.

- Test-optional for USC money is not test-optional for state money. USC will award its own merit scholarships without SAT or ACT scores, but USC says South Carolina’s state scholarships (like Palmetto Fellows and LIFE) still require them. On the application you choose whether USC considers scores, and you can change that choice until the credentials deadline.
- Out-of-state scholarships are mostly a tuition discount. A USC merit award of $500 or more drops a nonresident’s tuition rate, sometimes all the way to the in-state price. That discount is never paid out as cash, doesn’t follow your student to a non-USC study abroad program, and disappears if the scholarship is lost.
- Academic Common Market and merit don’t fully stack. Students approved for ACM keep only the cash value of their USC scholarship, not the scholarship tuition discount, and USC’s ACM list is short and state-specific. Run the numbers both ways before certifying.
- November 15 is the only door to USC’s biggest awards. Stamps, Carolina, McNair, 1801 and Horseshoe Scholars all come from the Honors College application, and the recommendation letter has to be in by December 1.

Out-of-state students who receive a USC merit scholarship worth at least $500 are billed a reduced tuition rate, and the size of the cut depends on the award. Top Scholars (Stamps, McNair, Horseshoe), Provost Scholars and the top Academic Scholar tiers pay the in-state rate. USC also participates in the Academic Common Market, but only for a short, state-specific list of majors, and ACM students receive the cash value of their scholarships without the tuition reduction.

Why does one out-of-state student pay $38,100 in tuition while another pays $12,288?
USC ties its nonresident tuition rate to scholarships. A USC merit award of at least $500 moves your student to a lower rate, and the biggest awards (Stamps, McNair, Horseshoe, Provost and the top Academic Scholar levels) move them all the way down to the in-state price. That’s how two out-of-state students living on the same hall can have tuition bills about $25,000 apart.
Does the in-state tuition figure include every fee?
No. Full-time students also pay a $400 technology fee and $600 a year in athletics and student union fees, and most majors add program fees on top (USC budgets an average of $1,580). Books, transportation and personal expenses aren’t billed by USC, so they’re not in the direct cost total either.
Is there an extra charge for the Honors College?
Yes. The South Carolina Honors College charges $750 per semester, or $1,500 a year. USC says the fee pays for its 500+ honors courses and helps fund student research, internships and study abroad. Capstone Scholars pay a smaller $150 per semester fee during their first two years.
Can out-of-state students get in-state tuition through the Academic Common Market?
Sometimes, but the door is narrow. USC’s Academic Common Market list only covers specific majors for students from specific states. There’s also a catch: students approved for ACM keep only the cash value of their USC scholarship, not the scholarship tuition discount. For a student who would already earn a large merit award, compare both options before certifying.
Is the average net price really around $21,730?
That’s the federal average of what families paid after grants and scholarships. It blends in-state and out-of-state students, and families with strong academics or real financial need often pay less. A family paying full out-of-state price with no aid will pay far more, which is why the tuition ladder above matters so much.
Can scholarships and grants add up to more than the cost of attendance?
Not really. USC caps the combined value of its general university awards at the resident on-campus cost of attendance budget, and the state reduces Palmetto Fellows if a student’s total gift aid would exceed cost of attendance.
Does the out-of-state tuition discount last all four years?
Yes, as long as your student keeps the scholarship (full-time enrollment and a 3.0 cumulative USC GPA). Awards are limited to eight terms, and summer terms where the award is used count toward that total. Once the terms run out, the full nonresident rate applies. The value of the discount is never paid out as cash.
When are next year’s tuition rates set?
USC doesn’t set tuition and fees until mid-July each year, so plan on seeing new numbers over the summer before each fall semester.

USC’s own awards for South Carolina students are modest on purpose, because they’re designed to sit on top of the state’s lottery scholarships. Palmetto Fellows is worth up to $6,700 the first year and up to $7,500 each year after. LIFE is worth $5,000 a year, and HOPE is $2,800 for freshman year. Automatic Merit FAQs (University of South Carolina)
What’s the deadline for automatic merit scholarships?
Apply by December 1. Regular-deadline credentials, including any test scores you want considered, are due January 15. Honors College applicants have an earlier credentials deadline of December 1.
Does USC require SAT or ACT scores for merit?
No. USC is test-optional for admission and its own merit scholarships through the 2027 terms. If your student opts in, USC superscores the SAT and the ACT (English, Math and Reading sections) across every test taken. State scholarships are different: USC says students must submit test scores to receive them.
My student is a Palmetto Fellow. What does USC add?
Palmetto Fellows receive at least the $3,500 Dean’s Scholars Award. Add another $1,000 Presidential Scholars Award if they scored at least a 1450 SAT or 33 ACT, and a one-time $3,300 STEM Supplement if they enroll in a STEM-eligible major.
Can USC merit awards be stacked?
Only a little. Everyone gets one general university award. South Carolina residents can add Provost, Presidential and the STEM Supplement, plus one state lottery scholarship. Out-of-state students can add only the Provost Scholars Award.
How does the Valedictorian Scholars Award work?
Class rank is the only criterion. Your student must be ranked first at the end of junior or senior year at a South Carolina high school with a graduating class of at least 20 students. It’s worth $3,000 a year.
How do National Merit Finalists get the Provost Scholars Award?
By listing USC as their first-choice school through the National Merit program before its deadline. South Carolina residents receive up to $10,000 a year. Out-of-state Finalists receive $6,000 a year, and USC’s bursar schedule bills Provost Scholars at the in-state tuition rate. The award value includes $500 from the National Merit Corporation, if applicable.
What does it take to keep these scholarships?
A cumulative 3.0 USC system GPA, checked after each spring semester, and full-time enrollment. Students who slip below can attend summer school at a USC system campus to get back to 3.0 before losing the award. Provost Scholars who fall below the GPA keep at least $500 a year.
Is there a catch with the STEM Supplement?
Yes. It’s freshman year only, and if your student switches to a non-STEM major during that year, USC takes it away immediately.
Which out-of-state band will my student land in?
USC doesn’t publish cutoffs, only last year’s averages: about 1450 SAT for the top band, 1390 for the middle and 1300 for the entry band. Awards depend on each year’s applicant pool and funding, so treat those numbers as a rough guide.

When is the deadline for USC’s Top Scholar awards?
The Honors College application is due November 15, and the recommendation letter must arrive by December 1. There’s no separate Top Scholar application.
How many Top Scholar awards does USC give?
Ninety-five a year. South Carolina residents compete for 5 Stamps, 20 Carolina and up to 25 1801 Scholars. Out-of-state students compete for 5 Stamps, 20 McNair and up to 20 Horseshoe Scholars.
Is the interview required?
Yes. Semifinalists are invited to a virtual interview in late January, and finalists must attend the in-person Top Scholar Weekend. Presence and follow-through matter as much as the transcript at this stage.
Is a Stamps Scholarship at USC a full ride?
Close, but not quite. An in-state Stamps Scholar’s $20,000 covers tuition with money left toward housing, and Palmetto Fellows can help close more of the gap. An out-of-state Stamps Scholar pays the in-state tuition rate and receives about $25,810 a year on top. Either way, plan for some remaining cost on housing, food and fees, plus the $15,000 enrichment fund for research or study abroad.
What does “tuition reduction to in-state rate” mean for McNair and Horseshoe?
Your student is billed South Carolina’s tuition price instead of the out-of-state price, a difference of about $25,800 a year. That reduction is the biggest part of the award, which is why Horseshoe’s $11,000 a year adds up to a published four-year value above $147,000.
What if my student isn’t named a Top Scholar?
They’re still considered for automatic merit as long as they applied by December 1. And every student admitted to the Honors College receives a merit scholarship from USC, with offers released by mid-March.
Can leftover scholarship eligibility be used for graduate school?
Sometimes. Students who finish early can use remaining eligibility at USC if they start graduate study right after their bachelor’s degree. McNair Scholars need approval from the donor first, and that approval isn’t guaranteed.
Is USC a Stamps Scholarship school?
Yes. USC names five Stamps Scholars from South Carolina and five from out of state each year, all through the Honors College application.

South Carolina Honors College and Carolina Elite
USC groups its programs for high-achieving students under one name, Carolina Elite, and there are really three levels. The Top Scholar Program sits at the top, the South Carolina Honors College is the middle tier most strong applicants aim for, and the Capstone Scholars Program is an automatic-consideration community for students just below Honors range. Honors admission is not automatic: students must apply separately, and admission is competitive.

USC doesn’t run a separate Honors-only scholarship list for incoming freshmen. Is Honors College admission automatic?
No. Students must say “Yes” on the USC application and then submit the separate Honors application by November 15. Only Capstone Scholars is automatic.
Do Honors College students get scholarships?
Yes. Every student admitted to the South Carolina Honors College receives a merit-based scholarship from USC Admissions. Offers are released by mid-March.
If my student comes off the Honors waitlist, does their scholarship go up?
Not necessarily. USC says admission from the waitlist doesn’t guarantee any change to the general university scholarship decision.
Can we appeal an Honors College decision?

What is Capstone Scholars, and is it worth it?
It’s a community for high-achieving students focused on learning beyond the classroom, with Capstone sections of University 101 and freshman English and an optional living-learning community. Students are considered automatically, there’s a $150 per semester fee, and spots are confirmed with the regular May 1 enrollment deposit.
Can current USC students join the Honors College later?
Yes. Students in their second semester at USC with at least a 3.6 GPA may apply as transfers into the Honors College, though admission is very competitive.

Here’s the simplest way to think about USC: it runs two completely different scholarship machines depending on your address. If you live in South Carolina, USC’s own merit awards are small by design, and the real money comes from stacking one of them on top of Palmetto Fellows or LIFE, with the Commitment Grant, Gamecock Guarantee and Access Grant quietly waiting for families who file the FAFSA on time. If you live out of state, USC’s generosity mostly shows up as a lower tuition rate, which means the award letter’s tuition line matters more than its scholarship line, and a stronger test score can move your student up a band worth thousands.
Either way, the family that wins at USC is the one that treats November 15 as the real deadline, files the FAFSA by April 1, and completes the AcademicWorks application every year.
