If you live in Missouri and your FAFSA shows your student is Pell Grant-eligible, Truman will cover whatever tuition and average fees are left after every other grant and scholarship is applied. It’s for first-time freshmen going full time, it renews for up to eight semesters, and the only real step is filing the FAFSA by February 1. For a lot of Missouri families, that turns Truman into a tuition-free option they didn’t know they had.

🚨 Easy-to-Miss “Gotchas” at Truman State (Read This First)
December 1 is the real deadline. Admission is rolling, but Pershing, Kirk and the Harry S. Truman Leadership Scholarship are only for students whose application, essay, activities list and test score are all in before December 1.
Test-optional has two meanings here. TruMerit now runs on GPA alone, so no score is needed for that. The big three competitive awards do need an ACT or SAT. One older Truman page still says otherwise, so if your student has a decent score, send it.
Renewal is a sliding scale, not a cliff. A 3.25 college GPA keeps 100% of the award. It drops to 90%, 80%, then 70% as the GPA falls toward 3.00, and your student has to pass 24 credits a year.
Bigger awards come with service hours. Students getting more than $1,500 a semester owe 36 hours of service a semester starting their third semester, or they can keep half the award and skip it.
Truman money doesn’t pay fees. Scholarships cover tuition and on-campus room and board. The roughly $1,170 in yearly fees and the one-time $350 orientation fee are on you.
Out-of-state discounts don’t stack. Out-of-State TruMerit, MSEP and the military waiver all target the same out-of-state gap, and your student gets only the biggest one.
FAQ
Is this college test-optional? Yes, for admission. Truman State University is test-optional for admission, but scholarships can work differently (see the next question).
Do you need test scores for scholarships at Truman State University? TruMerit is now based on weighted high school GPA only. Pershing, Kirk and the Harry S. Truman Leadership Scholarship need an ACT or SAT score, an essay and an activities list in by December 1.
What is the middle 50% ACT/SAT? ACT: 25-31; SAT: 1170-1370.
Average net price? About $12,317/year after aid.
Does this school use waivers/reciprocity?
Yes. It participates in MSEP.
💰 Cost of Attendance at Truman State University: 2026–2027 Rates
Figures verified against official sources in November 2026.
📅 Planning for 2027–2028? These are the 2026–2027 rates, the newest Truman State University has published. Colleges usually release next year's costs in the spring, and we update this page when they do.
Budgeting tip: costs typically rise 2% to 5% a year. For 2027–2028, plan on roughly
$500 to $1,200 more than the in-state total below.$700 to $1,700 more than the out-of-state total below.
In-State: billed cost per year
$24,862
Tuition, fees, housing, and meals for two semesters
Tuition & mandatory fees
$11,828
Housing & meals (typical)
$13,034
Total billed cost
$24,862
Out-of-State: billed cost per year
$34,501
Tuition, fees, housing, and meals for two semesters
Tuition & mandatory fees
$21,467
Housing & meals (typical)
$13,034
Total billed cost
$34,501
That is $9,639 more per year than Missouri residents pay, before any waivers or scholarships.
Average federal net price: $12,317 per year.
This is what first-time, full-time students who received grant aid paid after grants and scholarships, for in-state students only, based on the most recent federal data. It counts books and living costs, so it can run higher than the billed total above. Families who got no grants are not in this average, so many middle-income families pay more. New to Net Price & SAI? Read our guide.
Out-of-state families: this average does not include you. Run the college's own net price calculator for a number based on your situation.
📌 Regional Tuition & Waiver Options
Out-of-state tuition at Truman is $20,297 for 2026-27 versus $10,658 for Missouri residents, a $9,639 gap. Most out-of-state students with a 3.00 or higher weighted GPA never pay that whole gap, because Out-of-State TruMerit ($7,000 to $10,000 a year) is aimed right at it.
Students from Indiana, Kansas, Minnesota, Nebraska, North Dakota, Ohio and Wisconsin who fall below the TruMerit line get the Midwest Student Exchange Program (MSEP) rate instead, worth about $4,310 for 2026-27. Military families, and students whose non-custodial parent lives in Missouri, can have the full out-of-state portion waived.
These out-of-state awards do not stack. Truman gives your student the single biggest one they qualify for.
The Out-of-State Math That Makes Truman Interesting
Out-of-state tuition is $20,297 and in-state is $10,658, so the out-of-state premium is $9,639. An out-of-state student with a 3.75 weighted GPA gets $10,000 a year in Out-of-State TruMerit, which wipes out the whole premium and then some. That student pays about $10,297 in tuition, which is less than Truman’s own in-state sticker price. Families from MSEP states (Indiana, Kansas, Minnesota, Nebraska, North Dakota, Ohio and Wisconsin) with a GPA under 3.00 still get a smaller discount through the Midwest Student Exchange Program.
FAQ: Cost of Attendance at Truman State University
Is Truman really cheaper for out-of-state students than their own state school?
Often, yes. With a 3.00 or higher weighted GPA, an out-of-state student gets $7,000 to $10,000 a year off automatically, which brings Truman’s out-of-state tuition down to roughly $10,000 to $13,000. Compare that with the in-state tuition at your home flagship before you decide Missouri is too far to be affordable.
Does Truman take the Midwest Student Exchange Program (MSEP)?
Yes, for students from Indiana, Kansas, Minnesota, Nebraska, North Dakota, Ohio and Wisconsin. MSEP caps tuition at 150% of the in-state rate, worth about $4,310 for 2026-27. It only goes to students who don’t qualify for Out-of-State TruMerit, which in practice means a weighted GPA under 3.00.
Do freshmen have to live on campus?
Yes. Truman requires first-year students to live on campus with a meal plan unless they meet one of four exceptions (living with family nearby is the common one). Budget about $13,034 a year for housing and food, which is based on an average room and the 21-meal plan. A smaller meal plan or a cheaper hall brings that down.
What costs do scholarships not cover?
Truman’s own scholarships pay tuition and on-campus room and board only. Plan to pay the average fees (about $1,170 a year), the one-time $350 orientation fee, a $135 parking sticker if your student brings a car, plus books and personal costs out of pocket or with other aid.
Is the average net price really around $12,300?
That’s the federal average of $12,317 for students getting federal aid, after grants and scholarships. Families earning $30,000 to $48,000 paid about $5,694, and families over $110,000 paid about $17,509. Truman’s Net Price Calculator will give you a closer number for your own family.
Will tuition go up after freshman year?
Probably. Truman tells fall 2027 families to add about 5% to the posted tuition for a realistic estimate, and its Board of Governors sets new rates each spring. Truman’s scholarship amounts don’t grow with tuition, so the gap widens a little each year. The good news is that full-time students pay one flat rate for anything from 12 to 17 credit hours.
August 1: The application opens. Automatic awards come with the admission decision, usually within two weeks.
December 1: Application, essay, activities list and test score must be in for Pershing, Kirk and Harry S. Truman Leadership consideration.
February 1: FAFSA priority date. This is what unlocks the Truman Pathway Grant for Pell-eligible Missouri students.
Every February after that: Foundation scholarships open for current students in TruView.
Parent rule of thumb: finish everything by Thanksgiving of senior year. Applying in March still gets you TruMerit, but it takes the bigger money off the table.
Automatic Merit Scholarships at Truman State University
Truman’s main automatic award, TruMerit, now comes straight off your student’s weighted high school GPA. There is no test score and no separate form. Missouri students get $3,000 to $6,000 a year, and out-of-state students get $7,000 to $10,000 a year because their award is built to offset out-of-state tuition. Smaller automatic awards like Bulldog Legacy, NEMO, IB, TruMusic and Girls/Boys State sit on top.

Kitchen-table math: what TruMerit does to the bill
Missouri student, 3.80 GPA: $10,658 tuition minus $6,000 TruMerit leaves about $4,658 in tuition.
Ohio student, 3.80 GPA: $20,297 tuition minus $10,000 Out-of-State TruMerit leaves about $10,297.
Ohio student, 2.90 GPA: no TruMerit, so MSEP takes about $4,310 off and leaves about $15,987.
Housing, food and fees come on top of these numbers. A Bulldog Legacy or other small award would lower them further.
Automatic Merit FAQs (Truman State University)
Does my student need an ACT or SAT score for TruMerit?
Not anymore. Truman’s current TruMerit chart uses weighted cumulative GPA only. Test scores still matter for Pershing, Kirk and the Harry S. Truman Leadership Scholarship. One of Truman’s older pages still shows a test-score grid, so confirm with your admission counselor if your student is right on a GPA line.
What GPA do you need for each TruMerit level?
A 3.75 or higher earns $6,000 (Missouri) or $10,000 (out of state). A 3.50 to 3.74 earns $5,000 or $9,000. A 3.25 to 3.49 earns $4,000 or $8,000. A 3.00 to 3.24 earns $3,000 or $7,000. Below a 3.00 there is no TruMerit.
Who counts for the Bulldog Legacy Scholarship?
Children, stepchildren and grandchildren of Truman alumni, and also any student whose brother or sister currently attends or graduated from Truman. It’s $1,000 a year for Missouri residents and $2,000 for out-of-state students. It’s also the one award that survives a Kirk or Harry S. Truman Leadership win.
What is the Truman Pathway Grant and who gets it?
It starts with the 2027-28 freshman class. Missouri residents who are Pell Grant-eligible, starting their first bachelor’s degree and enrolling full time get any remaining tuition and average fees covered after other grants and scholarships. File the FAFSA by February 1, and it renews for up to eight semesters at the freshman-year amount.
Which counties qualify for the NEMO Scholarship?
Graduates of high schools in Adair, Putnam, Schuyler, Scotland, Knox, Macon, Linn, Sullivan, Clark, Lewis, Shelby and Marion counties. It’s $2,000 a year living on campus or $1,000 off campus. Truman’s main table only lists the first eight counties, so if you’re in Clark, Lewis, Shelby or Marion, mention it to your counselor.
How do renewals work?
Truman checks your student’s cumulative Truman GPA each spring. A 3.25 or higher keeps 100% of the award, 3.20 keeps 90%, 3.10 keeps 80% and 3.00 keeps 70%. Your student also has to pass at least 24 credits a year. Bulldog Legacy, MSEP, NEMO and the military waiver renew with normal satisfactory academic progress instead.
Can Missouri state aid stack with these?
Yes. Access Missouri (need-based) and Bright Flight (for top Missouri test scorers) come from the state and generally sit on top of Truman’s awards. See our Missouri aid guide for the rules.
Truman has three big competitive awards, and there is no separate scholarship application for any of them. Truman reviews everything your student sends with the admission application. That means the essay and the activities list are the scholarship application, so treat them that way. All three need an ACT or SAT score, a 1 to 3 page essay and an activities list in before December 1. Selections happen from December through early February.

Here’s the part to understand before you dream about Pershing: the bar is very high. Truman says top candidates are usually in the top 3% of their class with test scores in the top 3% nationally. Who Actually Wins
Missouri students whose leadership in class, school or community stands out. This is the competitive award where the activities list can carry more weight than the very top test score.

❓ Flagship / Competitive Scholarship FAQs
What does the Pershing Scholarship cover?
Full-time tuition and the average cost of room and board, plus a one-time $4,000 study abroad stipend. It doesn’t cover fees. It’s named for General John J. Pershing, who studied at Truman before going to West Point, and it has been Truman’s top award since 1974.
How much is the Kirk Scholarship?
$17,000 a year for Missouri residents or $23,000 for out-of-state students, plus a one-time $3,000 internship stipend. Either amount covers full tuition and a good share of room and board.
Can out-of-state students win the Harry S. Truman Leadership Scholarship?
No, it’s for Missouri residents only. It pays $15,000 a year, which covers tuition with money left over for housing. It weighs leadership in school and the community heavily, so the activities list matters a lot.
Does my student need a test score even though Truman is test-optional?
For these three, yes. Truman’s 2026 scholarship pages require an ACT or SAT score for competitive consideration. An older test-optional page says otherwise, but we’d send a score rather than risk it.
Is there an interview or a separate form?
Truman doesn’t list one. Everything comes from the admission application, essay and activities list. That’s why the essay deserves real time. Our Essay Toolkit and Brag Sheet Builder can help your student get both done before December 1.
How many of these awards are given?
Truman doesn’t publish a number. Treat Pershing as a small group each year and Kirk and Harry S. Truman Leadership as somewhat larger.
🧠 Parent Strategy: Protect the Award, Then Add to It
At Truman, most of the money is decided at admission. The hidden-gem work happens after your student arrives:
Keep a 3.25 college GPA so TruMerit renews at 100%. Each step below that costs real money.
Every February, log into TruView and complete the Foundation Scholarship Application. It lists every donor scholarship your student qualifies for.
If your student gets more than $1,500 a semester, find a service position on TruPositions early. Research for a professor counts and looks great on a resume.
If your student is an incoming man, look at the fraternity scholarships below. Most don’t require joining.
Parent translation: Foundation scholarships are often how students make up for a TruMerit cut after a rough freshman year.

Donor scholarships generally layer on top of Truman's automatic awards, which helps students whose TruMerit dipped on the renewal scale.

Strategic Detail
Donor-funded scholarships for students already enrolled at Truman. Most open in February through TruView (Scholarships, Financial Aid and Loans Tool, then Foundation Scholarship Application); the system shows every scholarship your student qualifies for. Full-time enrollment is needed for the full amount. Incoming freshmen are considered through the admission application; this is the money to chase in later years.

Current Truman students who actually log in each February and apply. Most families never hear about it after the freshman award letter.

Money the college does not control. Federal programs, city promise funds, foundations, and employers. The college may help you apply, but someone else writes the check, and these almost always stack with the college's own awards.

❓ Hidden Gems FAQ
When do Foundation scholarships open?
Most open in February for the following school year through TruView (the Scholarships, Financial Aid and Loans Tool). Your student can edit the application until the deadline, and a confirmation email arrives within 24 hours. If it doesn’t, the application didn’t go through.
Can freshmen apply for Foundation scholarships?
Incoming students are considered through the admission application, so there’s no extra step senior year. The February application is for students already at Truman.
Do I have to join a fraternity to get those scholarships?
Mostly no. Sigma Phi Epsilon’s Balanced Man and Beta Theta Pi’s Men of Principle say no affiliation is required. Lambda Chi Alpha’s Ideal Man pays up to $3,000. Each has its own form linked from Truman’s Other Scholarships page.
What’s the scholarship service requirement?
Students with more than $1,500 in scholarships a semester owe 36 hours of service each semester, about four hours a week, starting their third semester. If your student skips it, they keep either half the award or $1,500, whichever is more.
Will outside scholarships reduce Truman’s aid?
Usually not. Truman may adjust only when non-federal grants and scholarships reach or pass the full cost of attendance for a Pell-eligible student.
Truman doesn’t have an honors college you apply into. It has the Honors Scholar Program, which works differently from most honors setups. Any Truman student can join by filling out an interest form. There’s no test-score cutoff, no essay and no separate admission. What makes someone an Honors Scholar is what they do once they’re there.
How to join: Complete the interest form and build a plan with an Honors Scholar advisor.
What it takes: Five approved honors courses spread across math, science, humanities and social science, mostly outside your major.
GPA: A 3.50 overall and a 3.50 in those five courses, with only A’s and B’s counting toward the course average.
What you get: A medallion at graduation, a certificate and a transcript notation.
Honors Scholarships & Fellowships
This institution does not offer designated Honors College scholarships at this time.
Where the “honors money” really is: Truman’s Honors Scholar Program doesn’t come with its own scholarships. At Truman, top-student money is decided at admission through Pershing, Kirk and the Harry S. Truman Leadership Scholarship. If your student is honors material, the December 1 essay and activities list matter far more than any honors application.
Why it can still be worth doing
Pre-health students: A transcript notation for breadth outside science helps a med school application tell a fuller story.
The 3.50 bar sits above the 3.25 scholarship line: A student keeping honors standing is also protecting 100% of their renewal.
Small seminar courses: Honors sections are a natural way to get to know faculty, which leads to research and letters of recommendation.
Honors FAQs (Truman State University)
Is there an honors application for incoming freshmen?
No. Any enrolled Truman student can join the Honors Scholar Program through an interest form. There’s no cutoff to get in.
Does the Honors Scholar Program come with a scholarship?
No. Truman doesn’t attach money to it. The top competitive awards (Pershing, Kirk and Harry S. Truman Leadership) are where high-achieving students get funded.
Do AP or dual-credit classes count toward honors?
No. High school credit, including AP, CLEP and dual enrollment, doesn’t count toward the five honors courses. Study abroad or transfer credit counts only with committee approval ahead of time.
Can courses in my major count?
Generally no, since the program is about breadth. There are exceptions for required support courses and for double majors.
Truman is Missouri’s public liberal arts and sciences university, and that shapes everything about it. It’s small (about 3,500 undergrads), it’s in Kirksville, a college town in the northeast corner of the state, and it runs more like a private liberal arts college than a big state school. Classes are small, professors teach the courses, and students take a broad core no matter what they major in. U.S. News has ranked it the No. 1 public university in the Midwest regional category for nearly three decades.
Nationally Known Strength: Pre-health: Truman says its graduates get into medical school at a rate well above the national average, and its admitted students’ GPAs and MCAT scores beat national averages. Kirksville is also home to A.T. Still University, the first school of osteopathic medicine, so pre-med students have a medical school down the road for shadowing and connections.
Business and Accounting: Business administration is Truman’s largest major, and accounting students can stay for a master’s to reach the 150 credit hours CPA licensure needs.
Nursing: One of Truman’s biggest programs. Nursing is the one major where your student must apply with a test score.
Psychology and Biology: Both rank among Truman’s five largest majors and feed straight into grad school and health careers.
Exercise and Health Sciences: A popular route to physical therapy, athletic training and other health graduate programs.
Teacher Education: Truman trains teachers through a five-year path that ends with a Master of Arts in Education, so graduates start their careers with a master’s degree.

Truman is the school a lot of families overlook because it’s small and it’s in Kirksville. That’s a mistake. You get a private-college feel (small classes, professors who know your student’s name, a strong pre-med track record) at a public price, and the scholarship rules are simpler than most. A 3.00 GPA gets guaranteed money with no test score. A 3.75 out-of-state student pays less in tuition than Truman’s own in-state sticker. And starting in fall 2027, Pell-eligible Missouri students can have their tuition and fees covered outright.
The catches are about timing and follow-through. Get everything in by December 1 if your student has any shot at Pershing, Kirk or the Harry S. Truman Leadership Scholarship, and send a test score for those. File the FAFSA by February 1. Once your student is on campus, a 3.25 GPA is the number that keeps the full award coming, and February is when the Foundation money opens up. Do those few things and Truman is one of the best values in the Midwest.

Your kid did everything right. That does not mean the money follows.
Most families build a college list first and think about scholarships second, which is backwards. This free four-part series shows you where the money actually comes from, and how to build a list around it.

I started CollegeReadyParent while working through college costs for my own kid, and quickly figured out that the number a school advertises and the number a family actually pays are two very different things. Since then I’ve gone school by school pulling apart award letters, scholarship pages, and cost sheets to find what families are supposed to just know. This site is the version of that research I wish someone had handed me. More about Leo →
