Maine Scholarships & Grants (2027-28): Maine State Grant, Free College Scholarship & Aspirations Deadlines
Last updated: October 28, 2026 · Facts verified against the Finance Authority of Maine (FAME) (famemaine.com) and the Maine Community College System (mccs.me.edu)
Maine runs almost everything through one form, the FAFSA, and one hard date, May 1. That simplicity hides three changes that land on the Class of 2027 specifically: free community college became permanent but now covers tuition only, it now requires a full year of living in Maine before enrolling, and free early college credits now have a lifetime cap. Most handouts printed before the spring of 2026 are wrong on all three. Start with the rule that costs middle-income families the most.
The one thing to know first
Too much income for a Pell Grant does not mean too much for the Maine State Grant.
The federal Pell Grant stops at a Student Aid Index (SAI) of about 6,655 for 2026-27. The SAI is the number the FAFSA calculates from your income, assets, and family size; lower means more need. The Maine State Grant reaches all the way to an SAI of 10,000. A family between those two numbers gets no Pell, and can still get up to $2,500 a year from Maine. Those are exactly the families most likely to skip the FAFSA because they assume they will not qualify for anything.
And the date: May 1, 2027. Not June 30, 2028.
The FAFSA itself stays open until June 30, 2028, and that is the date many families see first. It is the federal deadline, and it is meaningless for Maine money. For the Maine State Grant, the FAFSA has to be received by May 1, 2027. Miss it and your student has no Maine State Grant for 2027-28. FAME did push the date back in 2024 (to August 31) and 2025 (to July 31), after federal FAFSA problems. Do not plan on it happening again. And if your student is headed to the University of Maine, two dates come earlier still: December 1 and March 1. Here is the full calendar.
⏰ Where we are in the cycle (as of October 28, 2026)
- 2027-28 FAFSA: ✅ Open since September 23, 2026. File it now. Nothing in Maine gets better by waiting.
- Maine State Grant, Class of 2027: ✅ Open. FAFSA must be received by May 1, 2027. FAME has not yet published the 2027-28 maximum award or SAI cap.
- University of Maine Early Action: ✅ Open. A complete admission application by December 1, 2026 is what gets a student considered for the top of UMaine’s in-state merit range.
- Free College Scholarship, Class of 2027: ✅ Eligible. Now permanent. Covers tuition only, and requires a full year living in Maine before admission.
- Aspirations early college, Class of 2027: ✅ Running, but this is the first class with a lifetime cap of 18 tuition-free credits. Check how many your senior has already used.
- Tuition Waiver (Foster Care): ❌ The 2026-27 cycle is closed. The 2027-28 application opens March 1, 2027, and it is first-come, first-served.
- Educators for Maine: ❌ The 2026-27 cycle is closed. FAME has not posted the 2027-28 cycle yet.
If your student is a senior, the two things to do this week are the FAFSA and, for UMaine applicants, finishing the admission application before December 1.

- ✅ File a new FAFSA every year. In Maine it is the application for the state grant, free community college, and most college aid, every year, not just the first.
📌 What to do right now
- Create FSA IDs for both the student and one parent at studentaid.gov/fsa-id. About ten minutes each, and nothing else moves until they exist. New to this? Start with FAFSA 101 for Parents.
- Maine has no separate state portal. The FAFSA is the Maine State Grant application, and the college’s own application is the Free College application. So the account that matters is the student’s FSA ID: set it up with a personal email, the name exactly as it appears on the Social Security card, and the login written where a parent can find it next year.
- Senior (Class of 2027): file the 2027-28 FAFSA now and list every Maine college you are considering. Applying to UMaine? Finish the admission application by December 1, and the FAFSA by March 1.
- Considering community college? Apply to the college and file the FAFSA. There is no scholarship form. If your family moved to Maine recently, count the months now: the Class of 2027 needs a full year living in Maine before admission.
- Junior or sophomore? Ask the counselor how many Aspirations early college credits your student has used. The Class of 2027 and later get 18 tuition-free credits in total, so choose courses that will transfer. Here is how to spend them well.
- Want free help? FAME offers free one-on-one FAFSA support. Start at FAME’s Get Support page, or call 800-228-3734.

How Maine State Aid Actually Works
In Maine, the FAFSA is the application. There is no second state form, no state portal, and no essay for the main programs. That is good news, and it is also why families lose money: when one form does everything, skipping it or filing it late costs everything at once.
Door 1: The FAFSA
Due to Maine by May 1, every year. Received, not started.
Drives: Pell, the Maine State Grant, the last-dollar math behind the Free College Scholarship, and most colleges’ need-based aid.
Door 2: The college itself
The admission application is often the scholarship application.
Covers: Free College at the seven community colleges (apply to the college, no scholarship form), and automatic merit at four-year schools such as UMaine, which keys off the admission date.
🔒 FSA ID setup (Maine’s only login that matters)
- Use a personal email the student will still have after graduation. School-issued addresses get shut off, sometimes mid-cycle.
- Enter the student’s name exactly as it appears on the Social Security card. Mismatches hold up processing.
- Write both logins where a parent can find them. You will refile every year for four years.
- You’re allowed to ask for help. FAME runs free FAFSA support statewide, by phone, Zoom, and in person. Asking for it is not a sign you are behind.
What changed in 2026, and why old advice is wrong now
Maine passed no single reform act, but the Class of 2027 is landing on four changes at once. If a handout is more than a year old, assume it is wrong on these:
- Free community college is permanent now. Through 2025 it was renewed one class at a time, and in mid-2025 it looked like the Class of 2025 would be the last. A supplemental budget signed April 10, 2026 made it permanent for the Class of 2026 and beyond.
- But it covers less. For 2026 graduates and later it pays tuition only. Mandatory fees, which it used to cover, are no longer included.
- And it has a residency clock. The student must have lived in Maine for a full year immediately before admission, and must keep living in Maine while enrolled. Earlier classes only had to live in Maine while enrolled.
- Free early college has a lifetime cap. Starting with the Class of 2027, the Aspirations program covers 18 tuition-free credits in total, down from 12 a year with no lifetime limit.
One thing that did not change: a 2025-26 bill that would have extended free tuition to Pell-eligible students at every University of Maine System campus (LD 700) failed in April 2026. If you heard that the public universities are now free for all Pell students, that bill is where the rumor came from.
Three Maine myths that cost real money
- Myth: “We won’t get Pell, so the FAFSA is pointless.”
Reality: The Maine State Grant reaches families with an SAI up to 10,000, well past where Pell stops. No FAFSA, no grant. - Myth: “Free community college covers everything.”
Reality: For the Class of 2026 and later it covers tuition. Fees, books, housing, and transportation are on the family, unless Pell and the state grant cover them first. - Myth: “The FAFSA deadline is in June.”
Reality: The federal deadline is. Maine’s is May 1, by date received, and UMaine’s own need-based program wants it by March 1.
The Maine State Grant Reaches Past the Pell Line
File the FAFSA by May 1, land at or below the SAI cap, enroll at least half time at a Maine college, and the grant follows. There is nothing else to apply for. Your student qualifies if all of these are true:
- A Maine resident working toward a first undergraduate certificate, associate, or bachelor’s degree.
- Enrolled at least half time at an eligible school: any Maine public or private college, university, or technical school that handles federal aid.
- An SAI at or below 10,000 (the 2026-27 cap; FAME sets it each year based on funding and can change it at any time).
- A FAFSA received by May 1.
More families talk themselves out of this grant than are turned down for it. A middle-income family with an SAI of 8,000 is a common profile, and it is exactly the family that gets nothing from Pell and up to $2,500 from Maine.
What the Maine State Grant pays
| Enrollment | 2026-27 maximum | How it is paid |
|---|---|---|
| Full time | $2,500 a year | Sent directly to the college as a credit on the student’s account |
| Less than full time, at least half time | Up to $1,250 a year | Same |
| Below half time | Not eligible | Drop below half time and the grant stops |
FAME has not yet published the 2027-28 maximum or SAI cap. We show 2026-27 figures and will update this table when the 2027-28 numbers post. We will not publish a guess.
Who decides, and how it renews
- The college decides, not FAME. Your school’s financial aid office reviews your enrollment status and SAI and puts the grant in your aid offer. If it is missing and you think you qualify, ask the financial aid office directly. You’re allowed to ask.
- It does not carry over automatically. You file a new FAFSA every year by May 1, and the school decides again each year.
- It mostly stays in Maine. Maine residents at out-of-state colleges are not eligible, with one possible exception: students enrolled through the Tuition Break program run by NEBHE (the New England Board of Higher Education) at another New England public college may qualify. Ask FAME or the college.
Your move: when the FAFSA Submission Summary arrives, find the SAI number on it. If it is 10,000 or below, look for “Maine State Grant” on every Maine aid offer your student receives. If it is not there, email the financial aid office and ask why. That is a two-line email that can be worth $2,500.
The Free College Fine Print (What Changed for the Class of 2027)
Free community college in Maine is real, permanent, and tuition only. The words “free college” are doing a lot of work on posters, and the version your senior is eligible for is narrower than the one their older friends had.
The rules for 2026 graduates and later, in plain English:
- It pays 100% of tuition. Mandatory fees are no longer covered. Classes of 2024 and 2025 still get fees covered; the Class of 2027 does not.
- It is last-dollar. “Last-dollar” means federal and state grants (Pell and the Maine State Grant) are applied first, and the scholarship covers whatever tuition is left. For a low-income student, that can mean the scholarship itself pays $0 because the grants already covered tuition. That is a win, not a rejection.
- It requires a full year of living in Maine. The student must have lived in Maine for a full year immediately before admission, and must live in Maine while enrolled. The student does not need to be a Maine high school graduate.
- It has a clock. 150% of normal program time, which is three years for a two-year associate degree. Earlier classes had 200%.
- One associate degree. It can fund two stackable certificates, or a certificate that leads into an associate degree, but never more than one associate degree.
What has not changed: there are no income or age limits, part-time students qualify, a HiSET or GED counts the same as a diploma, and there is no scholarship application. Apply to one of the seven community colleges, file the FAFSA, and accept any federal and state grants you are offered. Full-time tuition was $2,880 a year as of April 2026, so the tuition-only change matters less in dollars than it does in expectations. Fees, books, and transportation are the gap.
⚠ The enrollment window is not settled for the Class of 2027
The Maine Community College System’s April 2026 announcement says students must enroll no more than two years after graduating. Its own FAQ, updated in August 2026, gives the Class of 2026 until Summer 2029, which is three summers. No date has been published for the Class of 2027. If your student is thinking about a gap year, confirm the window with MCCS at 207-629-4000 before deciding, because the two published versions give different answers.
Your move: if your family moved to Maine within the last year, write down your move-in date and ask the community college admissions office, before applying, whether your student meets the full-year residency rule for the term they plan to start. Starting in spring instead of fall can be the difference.
Major Maine Programs
Maine’s state aid is mostly need-based, and its biggest merit dollars come from the colleges themselves. These are the state programs a Class of 2027 family should know by name.
Maine State Grant (Need-Based)
- Award: up to $2,500 a year full time, up to $1,250 at least half time (2026-27)
- Who it’s for: Maine residents seeking a first undergraduate credential at an eligible Maine college, with an SAI at or below the cap (10,000 for 2026-27)
- Deadline: FAFSA received by May 1, every year
- Trap: families above the Pell line assume they are above this line too, and skip the FAFSA
Maine Free College Scholarship
- Award: 100% of tuition at any of Maine’s seven community colleges, last-dollar, for the Class of 2026 and later
- Who it’s for: recent high school graduates (diploma, HiSET, or GED) who have lived in Maine a full year before admission. No income or age limit. Part time is allowed.
- Deadline: no scholarship deadline. Apply to the college and file the FAFSA.
- Trap: fees are no longer covered, and a recent move to Maine can fail the residency clock
Aspirations Program (Early College)
- Award: tuition-free college courses in high school, up to 12 credits a year and, starting with the Class of 2027, 18 credits in total
- Who it’s for: students at publicly funded Maine high schools and registered home-instruction students. Students paying tuition to a private high school are not covered but get a reduced rate.
- Apply: through the high school counselor and the partner college (UMaine System or a community college)
- Trap: credits spent on courses that will not transfer to the student’s eventual major are credits gone
Tuition Waiver (Foster Care)
- Award: the full tuition charge, waived, at any UMaine System campus, community college, or Maine Maritime Academy. Renewable up to five years of full-time study.
- Who it’s for: students who, at high school graduation, were in Maine foster care, were adopted from it with a subsidy from the Maine Department of Health and Human Services (DHHS), or were the minor ward of a permanency guardian receiving a DHHS subsidy
- Deadline: the 2027-28 application opens March 1, 2027. First-come, first-served.
- Trap: mailed applications only, judged by postmark. Ask the post office counter for a hand postmark.
Tuition Waiver (Public Servant)
- Award: the full tuition charge, waived, at the same public institutions, renewable up to five years
- Who it’s for: children (under 21 at the time of death) and spouses of Maine firefighters, law enforcement officers, and EMS providers killed in the line of duty
- Deadline: none
- Note: requires a notarized statement from a local official confirming the death was in the line of duty, so start the paperwork early
Educators for Maine (Forgivable Loan)
- Award: $5,000 a year for undergraduates in 2026-27, renewable up to eight semesters
- Who it’s for: Maine residents with a 3.0 GPA heading toward teaching, speech pathology, school counseling, or child care. Full time.
- Deadline: May 1, 2026 for 2026-27. The 2027-28 cycle has not been posted.
- Trap: it is a loan until you work in Maine. Skip the service and you repay it at 5% interest.

The 18-Credit Early College Cap (Spend Them Like Money)
The Class of 2027 is the first Maine class with a lifetime limit on free early college credit: 18 credits, about six courses. Students who graduated before 2027 could take up to 12 a year, every year. The 12-a-year limit still applies, so the new cap only bites for students who keep taking courses, but it bites hardest on the students who are best at this.
- Find out how many your student has used. The Aspirations academic year runs May 1 to April 30, and summer courses count toward the following year. Ask the counselor for the count.
- Spend the rest on courses that transfer. General education courses that count at the community colleges and UMaine System campuses (composition, college math, intro sciences) are the safest buy.
- Pair them with the Free College Scholarship. Early college credits shorten the community college degree, which matters more now that the Free College clock is 150% of program time.
- Get every course onto the high school transcript and a college transcript. Credits that are not recorded do not help anyone.
The honest caveat. Courses beyond the cap are not forbidden, just not free. Community colleges and
UMaine System campuses charge high school students a reduced early college rate for credits the state does not
cover, so check that rate before assuming a seventh course costs full tuition.
Your move: ask the counselor this semester, not in the spring, so next fall’s schedule uses the
remaining credits on purpose.
Maine State Aid Deadlines
Maine has one state date that matters, May 1. The dates that come before it belong to the colleges.
| Program | Deadline | Where you apply |
|---|---|---|
| Maine State Grant | May 1, FAFSA received. May 1, 2027 for the Class of 2027. | FAFSA only |
| Free College Scholarship | No scholarship deadline. Enrollment window for the Class of 2027 not yet published. | Community college application + FAFSA |
| Tuition Waiver (Foster Care) | Opens March 1. First-come, by postmark. | Mailed FAME application + FAFSA + acceptance letter |
| Tuition Waiver (Public Servant) | No deadline | Mailed FAME application + FAFSA |
| Educators for Maine | May 1 in the 2026 cycle. 2027 cycle not yet posted. | FAME application + FAFSA |
| Aspirations (early college) | Set by the partner college, tied to course registration | High school counselor and the partner college |
The Class of 2027 milestone chain
Read this top to bottom. The college dates come first, and they are where Maine families lose the most.
| When | What has to happen |
|---|---|
| Now | File the 2027-28 FAFSA, open since September 23, 2026. List every Maine college under consideration. |
| December 1, 2026 | University of Maine Early Action. A complete admission application by this date is what gets a student considered for the top of the in-state merit range. Later applicants are capped lower. |
| March 1, 2027 | UMaine’s FAFSA date for INSPIRE Maine, its need-based full-tuition program. Also the day the Foster Care Tuition Waiver application opens. |
| May 1, 2027 | Maine State Grant: FAFSA must be received. Also a common college commitment date, so compare aid offers before this. |
| Every year after | A new FAFSA by May 1 for the state grant, and by March 1 for UMaine’s INSPIRE renewal. Stay at least half time for the state grant and full time for INSPIRE. |
Verify current dates with FAME and each college before relying on them. Colleges set their own scholarship and priority dates, and those usually come first.

How Maine Aid Stacks With College Money
Grants first, then the last-dollar programs, then whatever the college adds. Maine does not write a single stacking order into law the way some states do, but its two last-dollar programs, Free College at the community colleges and INSPIRE Maine at UMaine, both wait for Pell and the Maine State Grant to be applied before they pay. That is why they so often show a small number, or zero, on an aid offer.
- The Maine State Grant is flat. It pays the same at every eligible college, which is exactly why the college you choose moves your final number far more than the state does.
- Total aid cannot exceed the Cost of Attendance (COA). The COA is the college’s official estimate of a full year: tuition, fees, housing, food, books, and transportation. When outside money arrives, a college can reduce something else to stay under it.
- Housing is mostly on you. No Maine state program in this guide pays for housing directly. Only Pell and state grant money left over after tuition, plus the college’s own need-based aid, reach it.
Example A: freshman year, four-year public, on campus, middle income, SAI of 8,000 (illustrative)
| Tuition & mandatory fees | $12,500 |
| Pell Grant (SAI too high) | $0 |
| Maine State Grant | − $2,500 |
| College’s automatic merit award | − $4,000 |
| Tuition owed | $6,000 |
| Housing & meals | + $12,000 |
| What the family actually faces | $18,000 |
Skip the FAFSA and this family loses the $2,500 grant line and faces $20,500. That is the whole case for filing when you are sure you are “too high” for aid. At UMaine specifically, a family in this income range may also clear the line for INSPIRE Maine, which changes the math entirely. See the college section.
Example B: community college, commuting, Class of 2027, SAI of 14,000 (illustrative)
| Tuition (full time) | $2,880 |
| Mandatory fees | $900 |
| Pell and Maine State Grant (SAI too high for both) | $0 |
| Free College Scholarship (tuition only) | − $2,880 |
| Tuition owed | $0 |
| Fees, books, and gas still owed | about $2,000 |
Tuition is the full-time rate MCCS published in April 2026; the fee line is illustrative. The same student graduating in 2025 would have had the fees covered too. Flip the income and the picture flips: a Pell-eligible student usually sees Free College at $0, because Pell and the state grant cover tuition first and the leftover grant money goes toward fees, books, and transportation.
The CRP move: do not stop at state aid. Open each college’s scholarship page and see what the institution adds on top, then compare schools side by side in the CRP Scholarship Search Tool. Our guide to comparing aid offers walks through reading the letters side by side.
Common Ways Maine Aid Gets Lost
None of these are about grades. They are process problems, and process problems are fixable.
1. A FAFSA received May 2
The Maine State Grant deadline is by date received. Extensions in past years were emergency fixes for federal problems, not a pattern to count on.
2. Following the state’s calendar at UMaine
UMaine’s merit range shrinks after December 1, and its need-based full-tuition program wants the FAFSA by March 1. A family that treats May 1 as the only date misses both.
3. Budgeting for “free” community college
For the Class of 2027, Free College covers tuition only. Budget for fees, books, and transportation, or confirm that Pell and the state grant cover them.
4. A move inside the residency year
Free College now requires a full year of living in Maine before admission. Families who moved recently should check the start term against the move-in date before applying.
5. Dropping below half time
The Maine State Grant requires at least half-time enrollment, and UMaine’s INSPIRE program requires full time. Ask the financial aid office before dropping a class.
6. Not refiling the FAFSA
Nothing in Maine renews on its own. The state grant, Free College’s last-dollar math, and INSPIRE all need a new FAFSA every year.
Who Benefits Most (Reality Check)
Low-income families
The strongest position in Maine. Pell plus the Maine State Grant typically covers community college tuition and fees with money left for books, before Free College even applies. At the four-year level, UMaine’s INSPIRE Maine program covers tuition and mandatory fees for Pell-eligible Maine residents who file by March 1. Guard the dates and the enrollment level, not the eligibility.
Middle-income families
The group Maine helps more than it gets credit for. The state grant reaches an SAI of 10,000, Free College has no income limit at all, and UMaine’s INSPIRE program has a second route for families under an income-and-assets line that sits well above Pell. The cost of skipping the FAFSA is highest here, because this is the family that assumes it will not qualify.
High-achieving students
Maine has no state merit scholarship. High-achiever money in Maine comes from the colleges, which makes application dates and college choice the whole game. At UMaine, the Maine Top Scholar Award (full tuition and fees, separate application due in mid-December) and the National Merit Award are the top tier. Early Action matters for everyone else.
Students who test poorly
No Maine state program requires a test score. The Maine State Grant, Free College, and the Tuition Waivers ignore scores entirely, and UMaine’s in-state merit program is test-optional, built on GPA and course rigor. If testing is your student’s weak spot, Maine is one of the least punishing states in the country.
Adult and returning students
This one is for the parents reading. The Maine State Grant is open to undergraduates “of all ages” seeking a first credential, part-time students at least half time can get up to $1,250, and Free College requires a recent graduation, so it is mostly for younger students. FAME has run a one-time grant for adults who miss the May 1 date in past cycles; it does not appear on FAME’s current State Grant page, so ask FAME whether it is running before you plan on it. Start with FAME’s adult learner page.
First-gen families
Same eligibility as everyone else, higher risk of losing it to a missed date. Maine aid is simple on paper and unforgiving on the calendar: one form, one hard date, and colleges that move earlier than the state. If you feel behind, you are not. You need a checklist, not a miracle. Start with our First-Gen Parent Guide and the grade-level checklists.
Colleges That Stack Best With Maine Aid
The Maine State Grant pays the same amount at every eligible college. So the real question is not where state aid goes furthest. It is which college adds the most on top, and what it asks of you to get it. Our database currently has verified award data for one Maine college, the University of Maine in Orono, so this section is honest about what we know and what we do not.
The finding most Maine families never hear
At the University of Maine, the calendar decides the money as much as the grades do.
UMaine’s two biggest automatic programs for Maine residents both run on dates earlier than the state’s. Its in-state merit award considers students for the top of its range only if the admission application is complete by December 1; later applicants are capped lower, for the life of the award. And its need-based full-tuition program, INSPIRE Maine, wants the FAFSA by March 1, two months before the state’s May 1. A family that follows Maine’s own calendar can be admitted to the flagship and still miss both.
Automatic full tuition (need-based)
- University of Maine (Orono): INSPIRE Maine covers tuition and mandatory fees for Maine residents who are Pell-eligible, and has a second route for families under an income-and-assets line set by UMaine, which reaches into middle-income territory. No separate application; the FAFSA is the trigger, and the date is March 1, every year. Full-time enrollment is required. UMaine’s own pages describe the middle-income route differently (one says it covers all of tuition and fees, an older page says half to all, and they list different GPA requirements), so confirm the current terms with UMaine Student Financial Services before you budget on it.
The clean automatic grid
- University of Maine: the Maine Scholarship Commitment is automatic in-state merit, based on GPA and course rigor, test-optional, with no separate application and a 2.5 GPA floor. The amount is set at admission and held for up to eight semesters, so the December 1 Early Action date matters for all four years, not just the first. Awards are adjusted for students taking fewer than 15 credits a semester.
Competitive full tuition
- University of Maine: the Maine Top Scholar Award covers full tuition and mandatory fees for Maine residents, with a separate application due in mid-December after a December 1 admission application, and a 3.3 GPA to renew. Recipients do faculty-mentored research and join the Honors College. The UMaine National Merit Award also covers full tuition and fees for any National Merit Finalist who applies by December 1.
Not yet in our database. Maine has many more colleges than we have verified, and we are not going to publish numbers for them. The Maine State Grant applies at every Maine public and private college that handles federal aid, so check each college’s own scholarship page directly. Publics we have not added: University of Southern Maine (Portland and Gorham), University of Maine at Farmington, University of Maine at Augusta, University of Maine at Fort Kent, University of Maine at Presque Isle, University of Maine at Machias, Maine Maritime Academy (Castine), and the seven community colleges. Privates we have not added: Bowdoin, Bates, Colby, Husson University, University of New England, Saint Joseph’s College of Maine, Thomas College, Unity Environmental University, College of the Atlantic, and the Maine College of Art & Design. One worth a call now: UMaine at Machias runs the Downeast Promise for Pell-eligible Maine residents, and several other UMaine System campuses have run Pell promise programs. Ask each campus what it offers for 2027-28. We would rather leave these without numbers than publish a guess.
The two-year and transfer pathway
For a Class of 2027 student, the cheapest bachelor’s degree in Maine often starts at a community college. Free College covers the tuition, the Maine State Grant pays on top for eligible families, and Aspirations credits from high school shorten the route. The Maine State Grant can follow the student to a four-year Maine college, with a new FAFSA by May 1 each year. FAME limits the grant to a student’s initial undergraduate credential and to eligibility FAME has not already used up, so ask FAME (800-228-3734) before the transfer whether the grant continues after a finished associate degree. The Maine Community College System and the UMaine System publish transfer agreements; FAME keeps a list on its Maine Transfer Agreements page.
Three cautions. The Free College clock is now 150% of program time, three years for an associate degree. Free College funds one associate degree, never two, so do not switch programs casually. And UMaine’s need-based and merit programs are built around first-year students; transfer awards are separate, so ask the four-year college about transfer scholarships before the first community college semester ends.
If you live outside Maine, the University of Maine is worth pricing. Its Flagship Match program brings the cost for students from a list of states down to what their home state’s flagship would charge. Our database lists these states for Fall 2027: California, Colorado, Connecticut, Illinois, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, Pennsylvania, Rhode Island, Vermont, and Virginia. Students from other states, including Mississippi, Tennessee, and Arkansas, are considered for a separate out-of-state merit award instead. New England families should also look at NEBHE Tuition Break, which gives reduced tuition at other New England public colleges for programs not offered at home.
Tip: confirm your Maine programs here, then open each college’s scholarship page to see what the school adds. You can also compare schools side by side using the CRP Scholarship Search Tool, or look up your student’s numbers in the scholarships-by-GPA guide.
Smaller Maine Programs Worth Checking
These do not apply to everyone, but when one applies to your family it is usually worth the phone call.
| Program | Who it’s for |
|---|---|
| Student Loan Repayment Tax Credit | The payoff for staying. Maine residents repaying student loans from their degree can claim a refundable credit of up to $2,500 a year, $25,000 lifetime, on their Maine income tax return. You must live in Maine and file Maine taxes, with a minimum level of earned income; the job itself can be out of state. Run by Maine Revenue Services. |
| Alfond Grant | $500 for college, automatic for Maine resident babies born in 2013 or later. Most of the Class of 2027 was born before that, so it applies only if a NextGen 529 account was opened before the child’s first birthday. Check at myalfondgrant.org. It must be used by age 28, at any accredited college eligible for federal aid, in or out of Maine. |
| NEBHE Tuition Break | Maine residents studying at a public college in another New England state, in a program Maine’s public colleges do not offer, pay reduced tuition. These students may also qualify for the Maine State Grant. See our NEBHE guide. |
| FAME Maine Scholarship Search | A free directory of local and private Maine scholarships run by the state agency. Small awards from Maine foundations and town funds add up, and many have spring deadlines. |
| Doctors for Maine’s Future | A FAME scholarship for Maine students in medical school who plan to practice in Maine. Not for undergraduates, but worth knowing about for a pre-med student planning the full cost. |

Maine State Aid FAQs
How much is the Maine State Grant?
For 2026-27, the Maine State Grant pays up to $2,500 a year to full-time students and up to $1,250 to students enrolled at least half time. The money goes directly to the college as a credit on the student’s account. FAME sets the amount each year and had not published the 2027-28 figures as of October 2026.
What is the Maine State Grant deadline for 2027-28?
The 2027-28 FAFSA must be received by May 1, 2027. The FAFSA is the only application, and there is no separate state form. The federal FAFSA deadline of June 30, 2028 does not apply to Maine money. FAME extended the deadline in 2024 and 2025 because of federal FAFSA problems, but families should not plan on an extension.
Do you have to be Pell eligible to get the Maine State Grant?
No. The Maine State Grant uses a higher cutoff than Pell. For 2026-27, Pell stopped at a Student Aid Index of about 6,655, while the Maine State Grant reached an SAI of 10,000. A family with an SAI between those two numbers gets no Pell but can still receive the Maine State Grant.
Is community college free in Maine for the Class of 2027?
Tuition is. The Maine Free College Scholarship was made permanent in April 2026 for the Class of 2026 and later, and it covers 100% of tuition at Maine’s seven community colleges after federal and state grants are applied. The student must have lived in Maine for a full year immediately before admission and must live in Maine while enrolled. There are no income or age limits, and part-time students qualify.
Does the Maine Free College Scholarship cover fees and housing?
Not for the Class of 2026 and later. For those graduates it covers tuition only, while 2024 and 2025 graduates still have mandatory fees covered too. It has never covered housing. Students who qualify for maximum federal and state grant aid often have grant money left over for fees, books, and other costs.
Can you get both the Maine State Grant and the Free College Scholarship?
Yes. Free College is a last-dollar scholarship, so Pell and the Maine State Grant are applied first and Free College covers whatever tuition remains. For a low-income student that can mean the Free College line shows $0 because the grants already covered tuition, with the leftover grant money going toward fees and other costs.
Can you use the Maine State Grant at an out-of-state college?
Generally no. The Maine State Grant is for eligible Maine public and private colleges, universities, and technical schools. The one possible exception is a student enrolled through NEBHE’s Tuition Break program at a public college in another New England state, who may qualify. Ask FAME or the college’s financial aid office.
How many free early college credits do Maine high school students get?
Starting with the Class of 2027, students in Maine’s Aspirations program can earn 18 tuition-free college credits in total, with no more than 12 in a single academic year. Students who graduated earlier could take up to 12 a year with no lifetime limit. Students at publicly funded high schools and registered home-instruction students qualify, and partner colleges typically charge a reduced early college rate for courses beyond the cap.
