📌 Regional Tuition & Waiver Options

Look at that out-of-state column, then mostly ignore it. Since fall 2023, Emporia State charges the Kansas resident rate to on-campus undergraduates from every one of the 48 continental states. A student from Texas, Ohio or Georgia pays the same tuition as a student who grew up ten minutes from campus. The published non-resident rate applies to residents of Alaska, Hawaii and US territories, and that is it.

This is unusual, and it is the whole reason an out-of-state family should look at ESU at all. Two caveats worth confirming with Student Accounts: the waiver does not extend to Partnership students, and certain accelerated online programs are carved out.

Emporia State asked the Kansas Board of Regents for a zero percent tuition increase for 2026-2027, its third flat year in a row. Measured from 2020, ESU’s cumulative tuition increase is about 7 percent. Every other Kansas public university is between 16 and 27 percent over the same stretch.

Parent translation: at most schools you budget 3 to 5 percent a year in tuition creep. At ESU the recent track record says budget less. Do not assume zero forever, but the pattern here is real and it is worth something over four years.

📅 ESU Scholarship Timeline (Simple Version)

• As soon as senior year starts: apply for admission. Nothing else unlocks until you are admitted, and there is no application fee.
• September 16: the Jones Premier application window opens for tri-county nursing and education students.
• December 1: the deadline that matters. Finish the scholarship portal application to be considered for the most opportunities. The Premedical Fellowship and the Jones Premier close here too.
• Anytime after admission: the Presidential is awarded automatically off your transcript. No action required beyond getting official transcripts in.
• 20th day of your first semester: the hard cutoff for all official transcripts, or the Presidential does not pay.
• April 1: Kansas state aid FAFSA priority date. File well before this using school code 001927.

Parent rule of thumb: at ESU, admission gets you the Presidential and nothing else. December 1 gets you everything else.

Because you qualify on GPA or ACT, a student sitting at a 3.9 with a 27 ACT is being paid on the ACT row unless the GPA row pays more. Look at both. Then look at the gap to the next rung. One more test sitting or one more strong semester is often worth $500 to $750 a year, which is $2,000 to $3,000 across four years. Very few families do this math, and it is the cheapest money on this page.

Why is this section so short?
Because ESU genuinely does not have a centralized competitive scholarship program, and we are not going to invent one. The two real competitions, the Jones Premier and the Premedical Fellowship, are covered in Hidden Gems where families are more likely to actually read them.

Is ESU a National Merit school?
No. ESU does not offer a National Merit Finalist package.

Is ESU a Stamps Scholarship partner?
No.

Is ESU a QuestBridge partner?

Does ESU require the CSS Profile?
No. FAFSA only, school code 001927. That saves you a form and a fee that many private schools charge.

My student has strong stats and wants a full ride. Should we look at ESU?
Honestly, probably not for the full ride specifically, unless you live in Lyon, Coffey or Osage county. Look at ESU for a different reason: the combination of a low sticker price and the 48-state in-state waiver can produce a lower net four-year cost than a big merit award at an expensive school. Compare the bottom-line number, not the size of the scholarship.

Where do the essay-based awards live, then?

🧠 Parent Strategy: One Form Opens Almost Everything

ESU runs a centralized scholarship portal. It is not one scholarship, it is a matching engine that runs your single application against many individual funds, including departmental awards you would never find by browsing. The sequence matters and families get it backwards constantly.

1. Get admitted first. The portal does not open to you until you are an admitted student. There is no application fee, so do this early.
2. Complete the portal application well before December 1. ESU’s own instruction is that finishing by December 1 makes you eligible for the most opportunities.
3. Fill in every optional field. Each answer is what qualifies you for another fund. Two ESU departmental funds state outright that incomplete applications are discarded without review.
4. Then file the FAFSA using school code 001927. Kansas sets an April 1 priority for state aid.
5. Handle the separate ones separately. The Presidential, Legacy, Phi Theta Kappa, athletic and music awards are not in the library and have their own paths.

Parent translation: the families who lose out here are almost never the unqualified ones. They are the ones who assumed the admission application was enough, or who waited until January.

🎺 The Ensemble Loophole Nobody Uses

Read the band, choir and string awards again and check the units. Those are per semester figures, not per year, and every one of them is open regardless of major. A non-music major who played trumpet in high school can be looking at $4,000 to $6,000 a year for a few rehearsals a week. Compare that to the top Presidential tier at $3,000 a year for a 3.95 GPA.

Two specifics worth knowing. The Marching Hornets require no scholarship audition at all, you simply enroll and participate. And string players are genuinely scarce, so a competent high school violist or cellist often walks into money a stronger vocalist would have to fight for.

Be honest about the time cost before you count the money. These require ensemble participation every semester, and most require an annual re-audition or placement.

📍 If You Live in Lyon, Coffey or Osage County

Stop and read this part twice. Three separate Jones Foundation awards are restricted to your three counties, and they do different jobs. The Premier is the full ride for nursing and education students. The Success Scholarship is broader and easier, up to $7,000 over four years with a forgiving 2.25 renewal GPA. The Undergraduate Education Grant is need-based and driven by your FAFSA rather than your transcript.

They stack. A tri-county family with real financial need should be pursuing all three at once rather than picking one. Two traps: the Success Scholarship requires you to start at ESU the fall immediately after high school, so a gap year forfeits it, and the Education Grant does not auto-renew. You must reapply every single year, and year two is where families lose it.

ESU also lists several scholarships it describes as non-ESU awards, meaning they are administered outside the university but are relevant to its students: the Rudd Scholarship, the Kansas County Clerks’ and Election Officials Scholarship, and the Headrick Scholarship. We have not profiled them here because the terms are set by the outside sponsors and change independently. ❓ Hidden Gems FAQ

Can these stack with the Presidential Scholarship?
Yes. ESU explicitly permits stacking, and the only ceiling is that total financial aid plus stackable scholarships cannot exceed the total cost of attendance. This is a real advantage over schools that make you choose your single highest award.

Which one should we chase first if we can only do one thing?
Complete the portal application. It is one form, it matches you against many funds at once, and it is the only step that can pay off in several directions simultaneously. Everything else is a single lottery ticket.

My student is only a freshman. Is anything worth knowing now?
Yes, two things. The Shepherd Scholarship is ESU’s top award for enrolled students, up to $4,522 for up to 12 students, but it requires 60 credit hours and two semesters remaining, so the practical window is spring of junior year. It also requires a sample of your best college work and two faculty letters sent under separate cover. Tell your freshman to save good papers and go to office hours. Those relationships are the whole application.

Several awards do not list a dollar amount. Why?
Because ESU does not publish one. That is true of the Music Talent Scholarship, the HPER departmental funds and the Jones Undergraduate Education Grant. Anyone quoting you a range for those is guessing. Call the department or Financial Aid rather than budgeting off a number you found on a scholarship aggregator site.

Is the UNBOUND Gravel scholarship only for HPER majors?
No, and this is the quirk that makes it worth an application. It sits on the Health, Physical Education and Recreation department page, but ESU’s wording says it goes to eligible ESU students generally. The only stated requirement is a 2.75 GPA. It is about $500 across roughly three awards, which will not change your aid picture, but it costs you nothing extra if you are already filing the portal application.

How will we know if we won something?
Notifications come through your ESU student email and the Hornet 365 portal. Some awards require you to formally accept, and departmental awards often have additional steps after the announcement. Check both regularly through the spring.

What if a deadline is not published?
Call the Office of Financial Aid, Scholarships and Veterans Services rather than assuming. The Jones Success Scholarship in particular has no published deadline on ESU’s page, and guessing is how families miss it.

Gate one is getting into the Honors College, which is the ACT or GPA threshold plus the essays. Gate two is the money, which is a separate form you file every April to keep it. ESU’s admissions page describes the scholarship as coming automatically with Honors acceptance, while the Honors College page describes an annual application. Plan for the application. Assuming otherwise is how a family loses $1,000 in year two.

A 3.5 GPA or 26 ACT already puts your student in the $2,000 to $3,000 Presidential tiers, so Honors adds $1,000 to a package they were largely getting anyway. ESU also words the award carefully: amounts are based on available funding and on your Honors activity and GPA, so it is not the locked-in four-year guarantee the Presidential is.

Do not enroll in Honors for the check. Enroll for the smaller classes, the honors contract courses, the faculty mentoring and the leadership programming, and treat the $1,000 as a rebate. At a school ESU’s size, faculty access is the actual product, and it compounds later into things like Shepherd Scholarship recommendation letters.

Winners of the Jones Premier Nursing + Education Scholarship receive automatic acceptance into the Honors College. If your student is a tri-county nursing or education applicant, that single application is doing double duty.

This is the most important academic gotcha at the school. ESU admits nearly everyone who applies, but the nursing major is a separate, competitive admission at the junior level. Students complete prerequisites first, then apply to the nursing program itself. ESU admits up to about 50 students per cycle, applications for fall entry are due March 1, and the TEAS standardized pre-admission exam is required as part of the application.

Parent translation: if your student’s plan depends on nursing, ask admissions directly what happens if they are not accepted into the major, and have a second major in mind before you commit. The same general caution applies to any health-related track with a secondary admission gate.
