🚨 Easy-to-Miss “Gotchas” at the University of Rochester (Read This First)
December 1 is the real scholarship deadline, and it’s not binding. The final application deadline is January 5, but Rochester gives top merit consideration to applications in by December 1. Those applicants also hear back in late February instead of April 1, and still have until May 1 to decide. (Early Decision I on November 1 is the binding option.)
Only one Rochester merit scholarship per student. If your student lands a bigger award like a High School Award scholarship or the Handler, it replaces Meliora instead of stacking on top.
An ROTC scholarship replaces Rochester merit. If your student contracts with ROTC, Rochester pulls its merit and most other aid and swaps in ROTC money. Pell Grants are the exception.
The High School Awards start in junior year. A counselor or teacher has to nominate your student by June 15 of junior year. You can’t nominate yourself, and the scholarship can’t be used at the Eastman School of Music.
Aid form deadlines depend on how you apply. The CSS Profile and FAFSA are due December 1 for Early Decision I, January 5 for Early Decision II, and February 15 for Regular Decision. Handler hopefuls should file both by December 1 no matter what.
Test-optional really means it here, merit included. Only about 16% of enrolled first-years submitted an SAT. If the score doesn’t help, leave it off.

What’s Different About Rochester’s Bill
Textbooks are already in tuition. Through the UR Essentials program, required textbooks and select course materials are covered by full-time tuition, which is why books show up as $0.
Full-time tuition covers 12 to 24 credits a term. Students who want to pile on extra courses aren’t charged more per credit inside that range.
Meal plans follow housing. Your student’s dorm assignment sets the cheapest meal plan available, and financial aid is calculated off that minimum plan.

Do New York residents pay less at Rochester?
No. Rochester is private, so tuition is the same for everyone: $71,750 plus $1,622 in mandatory fees for 2026-2027. Your aid package, not your zip code, is what changes the price.
What is the full cost of attendance for 2026-2027?
For a student living on campus, Rochester’s full estimate is $96,022. That includes tuition, fees, housing, food, a $300 travel allowance and about $1,022 for personal expenses. Living off campus drops the estimate to $87,080, and living at home brings it to $81,364.
Why does the cost sheet show $0 for books?
Because they’re already paid for. Rochester’s UR Essentials program rolls required textbooks and select course materials into full-time tuition, so families don’t get a separate bookstore bill.
Does Rochester really meet full financial need?
Rochester says it meets full demonstrated need for incoming students. In its latest Common Data Set, first-year students with need had about 97% of it met on average. Keep in mind Rochester measures need with the CSS Profile, so its number for what you can pay may not match the FAFSA’s Student Aid Index.
Is the average net price really around $40,000?
That’s the federal figure, about $40,462 for students who received grant aid. When will we see our financial aid offer?
Early Decision applicants usually get their package in late December, about a week or two after the admission decision. Other applicants who file everything on time get their award letter shortly after admission. Late filers may not see it until after the May 1 deposit deadline, which is a tough spot to be in.
Will the cost go up every year?
Plan on it. Tuition went from $69,030 to $71,750 between 2025-2026 and 2026-2027, about a 4% jump. Merit scholarships renew each year with good grades and full-time enrollment, but Rochester doesn’t promise they grow with tuition, so expect the gap to widen a little each year.

Rochester hosts Naval ROTC on campus. Army and Air Force ROTC run through nearby Rochester Institute of Technology. For Navy and Army scholarship students, Rochester covers on-campus housing and the meal plan on top of what the military pays. Air Force students get no extra help from Rochester. Either way, ROTC money replaces Rochester merit and most other aid, except Pell, so compare the full packages before your student signs a contract.

What is a Research and Innovation Grant?
It’s a $3,500 research grant Rochester gives to select admitted students in any subject. It can pay for research work, conference travel, unpaid internships or research abroad. You can’t apply for it. It’s decided during admissions, and students find a faculty sponsor once they’re on campus.
Who qualifies for the Rochester Promise?
Rochester City School District graduates who live in the city, spent their last two years at a city public or charter high school, and have household income under twice the Monroe County average. Eligible students attend tuition-free, and transfer students qualify too.
Does Say Yes to Education cover housing?
No. Say Yes covers full tuition for qualifying students with family income of $100,000 or less, including graduates of the Syracuse and Buffalo City School Districts. Housing and food go through the regular need-based aid package.
Is the Haudenosaunee Nations Scholarship full tuition?
Yes. It’s for academically excellent students from the Mohawk, Oneida, Onondaga, Cayuga, Seneca or Tuscarora nations, and proof of tribal enrollment is required.
How much does the GRADE program save on a teaching degree?
GRADE students get, at minimum, the Harrison Scholarship, which covers one-third of tuition for four undergraduate years. On top of that, Rochester gives a 50% tuition scholarship for the master’s year at the Warner School. It’s a five-year path to a bachelor’s and a master’s in education.
Can transfer students get merit money?
Yes. Transfer applicants are considered for merit, and Phi Theta Kappa members can receive $10,000 to $35,000 a year. Apply by March 15 for fall or October 15 for spring.
Is there scholarship money after freshman year?
Some. Rochester offers a continuing student scholarship plus a couple of memorial awards, and unlike the freshman scholarships, these require a separate application.

Don’t mix these up: the Humanities Center Meliora Scholars program is a research community, not the Meliora Scholarship that admissions awards to incoming students.
Take Five is tuition-free, not cost-free. The extra term costs nothing in tuition, but housing, food and health insurance still apply. Some Take Five students become resident advisors to cut the housing bill. Budget for it now if your student might go for it.
Combined Degree Programs (Apply as a Senior)
REMS (BA/BS plus MD): an eight-year medical path. Apply by November 15. It admits about 2% of applicants, and international students aren’t eligible.
GEAR, GRADE, HEAL and the Business Master’s Pathway: five-year bachelor’s plus master’s tracks. These follow the regular Early Decision and Regular Decision deadlines.
Dual Degree at Eastman: combine music with an academic degree. Apply by January 5, and note this track runs its own review.

No. Rochester uses a flexible curriculum with no general education requirements, and its “honors” opportunities come through programs like Take Five, research grants, and combined degree tracks.
What is Take Five?
It lets students add a tuition-free semester or year to explore something outside their major. Students apply after at least one semester at Rochester, with a written proposal and two recommendation letters. More than 1,100 students have done it since 1986.

Do test scores matter for REMS?
They’re optional. Rochester says strong scores can reinforce a REMS application, but every candidate gets the same full review with or without them.
Rochester is a mid-sized research university that punches way above its size in a few fields. It also has one of the most flexible undergraduate setups anywhere. There’s no required core. Students take a writing course, finish their major, and pick short course “clusters” in the other areas. That freedom is why so many Rochester students double major, add a minor, or squeeze in music lessons and research.
Nationally Known Program: The Institute of Optics. Founded in 1929 with backing from Kodak and Bausch + Lomb, it was the first optics program in the country. It has granted roughly half of all optics degrees ever awarded in the United States. If your student loves physics and wants to work with lasers, imaging or photonics, this is one of the places.
Eastman School of Music: one of the best-known music schools in the world. Students outside Eastman can still take lessons there, and the Dual Degree program lets a student combine music with an academic major.
Biology and pre-health: about one in four bachelor’s degrees here is in biology or the health professions. With a major medical center on campus, plus the eight-year REMS path to an MD, this is a serious pre-med school.
Brain and cognitive sciences: a signature Rochester strength that sits where psychology, neuroscience and computing meet.
Engineering, especially biomedical engineering: engineering makes up about 10% of degrees, and the GEAR program adds a master’s in five years.
Business through Simon: about 11% of bachelor’s degrees are in business, with a pathway into Simon’s master’s programs in finance, analytics and accounting.
Computer and data science: close to 8% of graduates, and growing.

Here’s the deal with Rochester. The sticker price is big, but this is a school that hands merit to about three out of four admitted students and promises to meet full need for incoming students. That combination can bring the real cost way down. The catch is that almost everything rewards families who move early: High School Award nominations in junior year, Handler nominations in the fall, and that non-binding December 1 deadline that gets your student top scholarship consideration and an answer by late February.
Remember three things: one merit scholarship per student, test scores are truly optional, and an ROTC contract changes the whole package. If your student is the curious type who wants to mix optics with music, or biology with philosophy, Rochester is built for them. And if they fall in love with something late, Take Five gives them a tuition-free extra year to chase it.
