🏫 Morgan State in Plain English

Morgan is a public HBCU in Baltimore, and here’s something most families don’t realize: about half of its first-year students come from outside Maryland. That makes the out-of-state price tag a real conversation at most kitchen tables. Morgan admits most applicants and is test-optional, so the bigger question usually isn’t “Can my kid get in?” It’s “How much of that out-of-state bill can we knock down?” The answer depends heavily on applying early and filing the FAFSA.

🚨 Easy-to-Miss “Gotchas” at Morgan State (Read This First)

  • December 1 is the real money deadline. The regular fall application deadline is April 1, but the Troy E. Quinn Merit Award goes to December 1 applicants first. Applying by the early deadline is also what makes your student eligible to apply to the Honors College.
  • Spring admits get nothing institutional. Quinn, Bozeman, and Honors scholarships are all fall-only.
  • A full scholarship cancels the others. If your student accepts a full academic or athletic award (like the Jenkins), they can’t keep other Morgan institutional awards.
  • Health insurance is automatic. Full-time undergrads are enrolled in the student plan (about $1,941 a year) unless you file a waiver by the early-September deadline. It isn’t in the tuition number.
  • The FAFSA matters even for “merit” money. Morgan’s institutional awards weigh need, and every scholarship on its AcademicWorks portal requires financial need. Aim for March 1.

💰 Cost of Attendance at Morgan State University: 2026–2027 Rates

Figures verified against official sources in October 2026.

📅 Planning for 2027–2028? These are the 2026–2027 rates, the newest Morgan State University has published. Colleges usually release next year's costs in the spring, and we update this page when they do.

Budgeting tip: costs typically rise 2% to 5% a year. For 2027–2028, plan on roughly $600 to $1,500 more than the in-state total below. $800 to $2,000 more than the out-of-state total below.

In-State: billed cost per year
$29,366
Tuition, fees, housing, and meals for two semesters
Tuition & mandatory fees $8,466
Housing & meals (typical) $20,900
Total billed cost $29,366
Out-of-State: billed cost per year
$40,696
Tuition, fees, housing, and meals for two semesters
Tuition & mandatory fees $19,796
Housing & meals (typical) $20,900
Total billed cost $40,696

That is $11,330 more per year than Maryland residents pay, before any waivers or scholarships.

Average federal net price: $15,476 per year. This is what first-time, full-time students who received grant aid paid after grants and scholarships, for in-state students only, based on the most recent federal data. It counts books and living costs, so it can run higher than the billed total above. Families who got no grants are not in this average, so many middle-income families pay more. New to Net Price & SAI? Read our guide.

Out-of-state families: this average does not include you. Run the college's own net price calculator for a number based on your situation.

📌 Regional Tuition & Waiver Options

Morgan State University is a public HBCU that charges different tuition and mandatory fee amounts for Maryland residents and nonresidents and publishes separate on-campus housing and meal-plan rates. The university does participate in the Academic Common Market (ACM) for select undergraduate majors, allowing approved students from participating SREB states to qualify for in-state tuition with home-state authorization. Outside of ACM-approved programs, official tuition and bursar materials do not describe broad nonresident tuition waivers or general regional reciprocity discount programs for the undergraduate population, aside from limited employment-based tuition benefits.
Out-of-State Savings & Waivers

Morgan participates in the Academic Common Market (ACM) for select majors. If your student lives in a participating Southern state and wants a major their home state doesn’t offer, they may be able to pay Maryland’s in-state rate with certification from their home state. Outside of ACM, Morgan doesn’t offer a broad out-of-state discount. Out-of-state freshmen with financial need are automatically considered for the J.C. Bozeman Need Grant (up to $2,000 a year). DC residents should also look at the DC Tuition Assistance Grant (DCTAG), which Morgan lists among its resident grant options.

FAQ: Cost of Attendance at Morgan State University

What does Morgan actually cost for a full year in 2026-27?
Tuition and mandatory fees run $8,466 for Maryland residents and $19,796 for out-of-state students. Morgan’s own full budget, which adds on-campus housing, meals, books, transportation, and personal costs, comes to about $34,396 in-state and $45,726 out-of-state. Your actual bill from Morgan will be lower than that, because books, travel, and personal spending aren’t billed by the school.

Why is housing so hard to pin down?
Because the range is huge. A standard double in Blount or Rawlings runs about $8,235 a year. A one-bedroom suite at One Calvert runs about $18,500. Morgan’s budget uses $14,025 for housing and $6,875 for meals, so if your student picks an older double and a smaller meal plan, you can come in well under that.

Is the student health insurance really required?
Full-time undergrads are automatically enrolled and billed (about $781.95 for fall and $1,159.05 for spring) unless they submit an approved waiver. If your student is already covered on your family plan, file the waiver before the fall deadline in early September so the charge comes off.

What do families really pay after grants?
The most recent federal number (2023-24) shows an average net price of $15,476 for in-state freshmen who received grant aid. By income, that ranged from about $9,585 for families earning under $30,000 to about $21,323 for families over $110,000. These are in-state figures, so out-of-state families should expect to pay more.

Can my out-of-state student use the Academic Common Market at Morgan?
Possibly, but it depends on your state and your student’s major. You have to live in a participating Southern Regional Education Board state, the major has to be approved for your state, and your home state’s ACM coordinator has to certify you. North Carolina doesn’t participate, and Florida and Texas only participate at the graduate level. Check the SREB program search before counting on it.

Are books included in the bill?
Partly. Undergrads are automatically placed in Morgan’s Bear Books program, which delivers course materials on the first day of class for a per-credit charge ($23.25 per credit in 2026-27). Your student can opt out if they’d rather buy books on their own.

📅 Morgan Scholarship Timeline (Simple Version)

  • December 1: Priority date for the Troy E. Quinn Merit Award and the Bozeman Need Grant. Applying by now also opens the Honors College door.
  • Early winter: Admitted students who qualify get an email invitation to apply to the Honors College (Jenkins and Honors Associate scholarships).
  • March 1: Morgan’s FAFSA priority date, and Maryland’s state scholarship priority date.
  • May 15 and June 1: AcademicWorks fall scholarship cycle opens, followed by ScholarshipUniverse for admitted students.

Parent rule of thumb: treat December 1 as your deadline, even if your student is still deciding where to go.

Automatic Merit Scholarships at Morgan State University

Morgan doesn’t use a published GPA and test score chart. Every first-time, full-time fall freshman is automatically considered for the Troy E. Quinn Merit Award (up to $6,000 a year) based on the record they submit with the admission application. Out-of-state students with financial need are also automatically considered for the J.C. Bozeman Need Grant. No separate application is required, but applying by December 1 makes a real difference.

One award, not a pile. Colleges apply your student's single best automatic award. Automatic scholarships almost never stack with each other, though some stack with housing, departmental, or outside money. The stacking notes on each card tell you which.

🕵
Who Actually Wins
Most winners: Out-of-state fall freshmen with financial need who apply by December 1 and file the FAFSA.
Data last verified Oct 12, 2026.* GPA/test bands are estimates based on official selectivity and prior cohort profiles. "Who Actually Wins" insights are pulled from external peer-sourced data where students and parents have reported real-world award results. Because colleges can change funding thresholds and deadlines at any time, always verify these details with the institution before finalizing your application strategy.

Note: Morgan says test-optional applicants are still considered for merit scholarships. Award amounts depend on funding each year, and anyone applying after December 1 is considered only if money remains.

Automatic Merit FAQs (Morgan State University)

How much is the Troy E. Quinn Merit Award?
Up to $6,000 a year. Morgan doesn’t publish the cutoffs that decide who gets the full amount, so treat it as a range rather than a guarantee.

What does my student have to do to keep Quinn?
Take at least 12 credits every fall and spring semester (Morgan encourages 15) and keep a 2.0 cumulative GPA. It can renew for up to 8 consecutive semesters, and Morgan reviews it every semester.

Who gets the J.C. Bozeman Need Grant?
Only students from outside Maryland. It’s need-based, worth up to $2,000 a year, and requires a new FAFSA every year. The amount can change from year to year based on your family’s Student Aid Index.

Can my student get both Quinn and Bozeman?
Yes, an out-of-state student can receive both. The catch is that if your student accepts a full award like the Martin D. Jenkins Scholarship, it replaces the other Morgan institutional awards.

Does applying test-optional hurt my student’s chances at merit money?
Morgan says no. Test-optional applicants are considered for merit scholarships and the Honors College. If your student has strong scores, sending them can’t hurt, but leaving them off doesn’t disqualify anyone.

What if my student starts in the spring?
Then Quinn and Bozeman are off the table. Both are only for students who start in the fall as full-time, degree-seeking freshmen.

🏆 Flagship Scholarships (Competitive Scholarships)

Morgan doesn’t run a big, essay-and-interview scholarship competition for incoming freshmen outside the Honors College. Its one full ride, the Martin D. Jenkins Scholarship, lives in the Honors section below. Most other competitive money comes through Morgan’s AcademicWorks portal, where donor-funded scholarships are matched to students, and every one of those requires financial need.

✅ Can You Stack Scholarships at Morgan?

Aid Type Stacks? Morgan Parent Translation
Quinn + Bozeman Yes An out-of-state freshman with need can receive both.
Full awards (Jenkins, full athletic) No, they replace A full academic or athletic award means no other Morgan institutional awards. If you’re offered two full awards, you pick one.
Honors Associate / Richardson Yes These partial Honors awards go on top of other aid, up to the cost of attendance.
AcademicWorks donor funds Usually These are the gap fillers. They require financial need and stack up to the cost of attendance.
ScholarshipUniverse “Special Assistance” Not with Quinn, Bozeman, or Jenkins Students holding those three awards can’t get this one, but they can still win other ScholarshipUniverse awards.

One more rule worth knowing: your total aid can’t go over Morgan’s cost of attendance. If it does, Morgan trims loans first, then university money, and then outside scholarships. So report outside scholarships to the financial aid office early, before they cause a surprise adjustment.

❓ Flagship / Competitive Scholarship FAQs

Does Morgan have a full-ride scholarship?
Yes, the Martin D. Jenkins Scholarship. It can cover full tuition, fees, approved on-campus room and board, and up to $500 per semester for books. It’s only open to incoming freshmen admitted to the Clara I. Adams Honors College, and very few students receive it. The details are in the Honors section below.

When do AcademicWorks scholarships open?
The fall cycle opens May 15 and the spring cycle opens January 2. Admitted incoming freshmen can apply, so your student doesn’t have to wait until they’re on campus.

Do these scholarships require essays?
Most AcademicWorks funds match your student automatically once they finish the General Application. Some funds marked “Apply” ask for extra materials, so check after signing in. Our Essay Toolkit and Brag Sheet Builder help with those.

Does Morgan offer Army ROTC scholarships?
Yes. Morgan’s financial aid office says four-year Army ROTC scholarships cover tuition, books, and lab fees plus a monthly allowance, and they come with a service commitment. High school seniors apply between July 1 and December 1. Current students can compete for three-, two-, and one-year awards.

Is Morgan a QuestBridge or Stamps partner?
No. Morgan’s big merit play is the Honors College, not a national partner program.

🧠 Parent Strategy: Morgan’s “Two Portal” Rule

Morgan runs two separate scholarship systems, and most families only find one of them. Once your student is admitted, they should sign into both with their MSU login.

  1. AcademicWorks: Complete the General Application once and it matches your student to Morgan’s donor funds automatically. Fall cycle opens May 15.
  2. ScholarshipUniverse: Fill out the profile to get matched to vetted outside scholarships plus some Morgan awards. Opens June 1.
  3. Have the FAFSA on file. Every AcademicWorks scholarship requires financial need.
  4. Screenshot confirmations and check your student’s Morgan email for award notices and thank-you letter requests.

Parent translation: the automatic award is the floor. These two portals are where the extra $500 here and $1,000 there come from.

💎 Hidden Gem Scholarships

Some of Morgan’s donor funds are surprisingly specific: a hometown, a high school, a major, even the choir or the campus radio station. If your student fits one of these, they’re competing against a much smaller pool. Amounts are listed as “varies,” and most require financial need.

❓ Hidden Gems FAQ

Are there Morgan scholarships for out-of-state students?
Yes. The Anthony C. Wade Endowment is for out-of-state students with financial need. Others name specific places: the Carolyn B. Theodore fund is for New York City residents, and the Ambrose Legacy Achievement Fund covers residents of Prince George’s County, Maryland, the state of Mississippi, or the West Indies.

We live in Baltimore. Is there anything just for us?
Several. The Turnipseed fund is for East Baltimore residents with a 2.8+ GPA. The Celia O. Hudson Jenkins and Ronald B. Hudson scholarship is for Baltimore City high school graduates majoring in Business Administration. The Blanch Hudson Colbert Payne scholarship is for Baltimore City graduates in STEM who are U.S. citizens.

Does my student have to apply to each one separately?
Usually not. Most AcademicWorks funds consider your student automatically once the General Application is complete. That’s why filling it out carefully (major, hometown, high school, activities) matters so much.

My student is an architecture major. Anything extra?
Yes. The School of Architecture and Planning ran its own fund for 2026-27 with 60 awards from $250 to $1,000 and a June 30 deadline. It uses a separate internal application, and late submissions aren’t accepted.

Can my student get these every year?
AcademicWorks awards are made cycle by cycle, so plan on reapplying each fall and spring rather than counting on automatic renewal.

Honors College FAQs (Morgan State University)

What does the Jenkins Scholarship cover?
Up to full tuition, fees, approved on-campus room and board, and up to $500 per semester for books, for up to four consecutive years. It’s Morgan’s only full ride for incoming freshmen, and very few students receive one.

Can my student get Honors money without test scores?
Yes. Morgan says test-optional applicants are still considered for the Honors College. The 3.8 GPA and the extra high school credits carry the weight.

If my student wins Jenkins, do they lose Quinn?
Yes. Jenkins is a full award, and students with full awards can’t keep other Morgan institutional awards. The Honors Associate award is different: it’s added on top of other aid, up to the cost of attendance.

How does my student apply?
They can’t apply on their own ahead of time. After being admitted to Morgan through the early deadline, eligible students receive an email invitation to apply to the Honors College. Make sure your student is checking the email account on their application.

Can transfer students get in?
Yes. Transfer and continuing students apply through a separate process and are considered for the Earl S. Richardson Scholarship, not Jenkins or Honors Associate.

⭐ College Specialty

Morgan is Maryland’s largest HBCU and a doctoral research university, currently classified R2 (high research activity). It’s openly pushing for R1, the top research tier, with the next Carnegie review in 2028. For your student, that push shows up as more research labs, more faculty, and more chances to get involved early. Morgan also offers something many HBCUs don’t: a full lineup of professional programs, including business, engineering, architecture, education, social work, and hospitality, all on one campus.

Nationally Known Program:
School of Architecture & Planning: This is a real differentiator. Morgan offers architecture, construction management, and design and planning, and its architecture bachelor’s degree has appeared on the Academic Common Market list, which can mean in-state tuition for students from some Southern states. It also has its own scholarship fund for current students.
  • Earl G. Graves School of Business and Management: Morgan’s biggest producer of bachelor’s degrees, with accounting, finance, marketing, entrepreneurship, and information systems.
  • Clarence M. Mitchell School of Engineering: Civil, electrical and computer, industrial, mechatronic, and transportation engineering, all tied into Morgan’s research growth.
  • School of Global Journalism & Communication: Multimedia journalism, production, and strategic communication, with Morgan’s own radio station, WEAA, right on campus.
  • School of Social Work and School of Education & Urban Studies: Both run from the bachelor’s level up to the doctorate, with a strong focus on serving urban communities.
  • Music and the MSU Choir: Morgan’s choir has a national reputation and tours widely, and there are donor scholarships for choir members.

✅ Wrapping It Up

Big picture? Morgan State is a school where timing does a lot of the heavy lifting. There’s no secret test score chart to chase. Instead, the families who come out ahead apply by December 1, file the FAFSA by March 1, and have their student fill out both scholarship portals once they’re admitted. That’s how Quinn, Bozeman, and the donor funds start stacking up.

If you’re coming from out of state, like about half of Morgan’s freshmen, be honest about the gap between $19,796 in tuition and what your aid letter covers. The Academic Common Market, the Bozeman grant, and those hometown-specific funds are your best tools for closing it. If your student is a true standout, the Honors College and the Jenkins full ride are worth chasing. And if your student is drawn to architecture, journalism, engineering, or business inside a historic HBCU community in a big city, Morgan offers a combination that’s hard to find anywhere else.
