📌 Regional Tuition & Waiver Options

The table above shows two columns because that is how most universities price things. ETSU prices in three tiers, and the middle one saves a lot of families real money. Here is the full 2026–2027 picture for tuition and mandatory fees:

• In-state (and approved border counties): $11,468
• Kentucky, Virginia, North Carolina, South Carolina, Georgia: $12,428 — ETSU calls this the reduced out-of-state rate, and it runs about $960 above in-state
• Every other state: $15,818

Parent translation: if you live in one of those five neighboring states, ETSU costs you roughly a thousand dollars a year more than it costs a Tennessee family. That is not a typo, and it is one of the better regional pricing deals in the Southeast. You do not apply for it. It is built into how ETSU bills you once residency is verified.

Students whose permanent residence is in one of these counties can be billed at the in-state rate and become eligible for in-state scholarships, including the merit ladder:

North Carolina: Ashe, Avery, Haywood, Madison, Mitchell, Watauga, Yancey
Virginia: Grayson, Lee, Scott, Washington

This is not automatic. Your student files a Border County Request for In-State Tuition Rate form with admissions, and it has to be in before the census date of the semester you want it applied to. File it late and you wait for the next term. There are also academic criteria attached, so being in the right county is necessary but not sufficient.

📅 The ETSU Scholarship Calendar (Simple Version)

• October 1: The General University Scholarship Application opens. So does the FAFSA.
• Mid-October: The Roan Scholars application typically closes. This is the earliest hard deadline attached to ETSU money.
• January to February: Honors College program applications close, including Changemaker and Quillen Honors Scholars.
• March 1: The General University Scholarship Application closes. This one form feeds hundreds of donor, departmental, and out-of-state awards.
• July 1: FAFSA priority date for a fall start. File after this and your fall aid gets delayed, which can mean paying tuition out of pocket while you wait.
• August 15: Merit recipients starting in the fall must have a service position secured by this date.

Parent rule of thumb: treat mid-October as your real starting line, not March. The awards with the biggest dollar values close first.

Presidential, Provost, and Deans recipients owe ETSU 75 service hours each semester for their first four semesters, roughly five hours a week, all in the same department. Your student has to go find and apply for that position themselves through the university’s student work system, and secure it by August 15 for a fall start.

Miss the hours and the scholarship is lost for all future terms. Not probation. Gone. There is a one-time waiver available if your student is doing a full-time internship, student teaching, or study abroad, but it has to be requested through a form. The Faculty tier at $2,000 has no service requirement, which is worth knowing if your student is going to be carrying a heavy clinical or lab schedule.

Who can apply for the Roan Scholars Leadership Program?
Graduating seniors from Tennessee, Georgia, Kentucky, North Carolina, South Carolina, and Virginia. Students in certain designated counties can be nominated by their high school, but anyone in those six states can apply directly. Applicants need to be competitive for ETSU admission and a U.S. citizen or eligible non-citizen.

What does the Roan actually cover?
Tuition and fees, room and board, and books and supplies for four years. The program’s stated goal is that Roan Scholars graduate debt-free. It also includes an outdoor leadership challenge before freshman year, a summer service internship, and four years of mentoring and cohort programming.

What does the Roan selection process look like?
Application, then a semifinalist interview with the selection committee, then a two-day finalist visit to campus with the steering committee, staff, and current Roan Scholars. The committee picks the class from among the finalists. It is a real competition with a small number of seats.

Is there any other competitive full-tuition award at ETSU?
Not in the traditional sense. The programs that cover full tuition, Promise Plus and Horizon, are last-dollar need-based programs restricted to Tennessee residents, and they require no application at all. They are covered in Hidden Gems because that is functionally where they live.

Is ETSU a Stamps Scholars partner?
No. ETSU is not a current Stamps Scholarship partner institution.

Does ETSU offer a National Merit package?
ETSU does not publish a dedicated National Merit Finalist award. Finalists should look at the APS tiers, the Honors College programs, and the Roan, and confirm directly with admissions whether any additional recognition applies in the current cycle.

My student won an outside scholarship. Does ETSU reduce their aid?
Outside awards are applied through ETSU’s outside scholarship process and count toward total aid, which cannot exceed cost of attendance. They generally do not displace merit, but they can affect need-based components. Report them early rather than late.

🧠 Parent Strategy: The Out-of-State Back Door

This section is the most valuable part of this page if you do not live in Tennessee. ETSU runs three scholarships that pay the entire difference between out-of-state and in-state tuition. They are not on the front page of the admissions site. Most families never find them.

1. Public Service Corps Scholarship — brings you to the in-state rate in exchange for living on campus freshman year in a service living-learning community, taking two service courses, and completing 40 service hours plus ten meetings each semester. Most students serve in local elementary schools. Graduate in four years and ETSU covers your first semester of graduate school there too.
2. Creative Arts Scholarship — in-state rate for artistically talented students across all majors, not just arts majors. ETSU’s own materials value this at roughly $19,000 per year for an international student, which tells you how much the tuition differential is worth.
3. STEM Community Outreach Scholarship — in-state rate for students majoring in Computing, Geosciences, Mathematics, or Physics with at least a 3.2 GPA. It has its own separate online application.

Parent translation: file the General University Scholarship Application by March 1. That single form is the entry point for Public Service Corps and hundreds of donor awards. Then remember ETSU’s rule that you may hold only one out-of-state rate reducer. Compare them before you accept.

ETSU runs three sibling programs that require no application whatsoever beyond admission and the FAFSA. The university identifies eligible students automatically and contacts them.

• Promise Plus — in-state freshmen with a 3.5+ GPA who receive both HOPE and the maximum Pell Grant. Covers whatever tuition and fees remain after other aid, plus $1,500 a year for on-campus housing.
• Horizon — the same deal for in-state freshmen with a GPA below 3.5 who receive HOPE and max Pell. Adds structured coaching through the Jordan Center.
• Passport — for max-Pell freshmen who do not qualify for HOPE. Pays $1,000 a year plus $1,500 for housing. Out-of-state and border-county students are eligible for this one.

All three explicitly permit other scholarships on top, which makes them the rare stackable awards at ETSU. The catch is participation: first-year experience course, meetings with a success specialist three times each term for two years, and a written college-success plan.

What is the one form I absolutely cannot miss?
The ETSU General University Scholarship Application. It opens October 1 and closes March 1. One submission puts your student in front of hundreds of endowed and departmental funds, plus the Public Service Corps Scholarship. Apply early; several of these are awarded first-come while funding lasts.

Can an out-of-state student really pay in-state tuition at ETSU?
Yes, through Public Service Corps, Creative Arts, or STEM Community Outreach, or through the Academic Common Market if your home state does not offer your major. All of them come with real obligations, and you may only hold one. Public Service Corps in particular requires living on campus freshman year, buying a meal plan, carrying 15 credits, and maintaining a 2.5 cumulative GPA.

Do I need to apply for Promise Plus, Horizon, or Passport?
No. Get admitted, file the FAFSA, complete verification if you are selected for it, and ETSU will reach out if you qualify. This is why the July 1 FAFSA priority date matters more at ETSU than families realize.

Are these available to spring-start or transfer students?
The Jordan Scholars programs are first-time freshmen only, and students who start in the spring are not eligible. Transfer students have a parallel APS program and their own scholarship pathways. Departmental and donor awards are generally open to continuing and transfer students.

How do departmental scholarships work here?
Individual colleges and departments run their own funds with their own criteria and deadlines. Many follow the March 1 date, but not all. Once your student declares a major, email that department’s scholarship coordinator directly and ask what exists and when it closes. This is the step almost nobody takes.

What happens if my student misses March 1?
For Public Service Corps, applications after March 1 are still considered while funding remains, so it is worth submitting late. For most donor awards, March 1 is the end of the road for that cycle and you try again next year.

How will we find out about an award?
Through the student’s ETSU email and their GoldLink account. Set up email forwarding the week your student is admitted. Award notices and acceptance deadlines get missed constantly because nobody is checking a new school email address in April.

• Changemaker Scholars: $9,000 per year for up to four years, the largest honors award. Built around social innovation and community problem-solving. Requires a 3.5 GPA and a 26 ACT, and admits up to about 50 students a year, making it the most accessible of the big three.
• Quillen Honors Scholars: $5,000 per year for pre-med students, roughly fifteen per cohort. Five scholars in each cohort receive a guaranteed seat at the Quillen College of Medicine after completing their undergraduate requirements, bypassing the MCAT and the multi-school interview circuit. Includes a funded faculty-led study abroad the summer after freshman year.
• Undergraduate Research Honors Scholars: formerly Honors-in-Discipline. Twenty-four departments across campus offer discipline-specific honors coursework that ends in a mentored senior thesis. Open to incoming freshmen, transfers, and current students, which makes it the honors door that stays open longest.
