Jax State does not run a traditional regional reciprocity program, but it has two out-of-state pricing paths that are unusually easy to reach.
A scholarship or grant gets you the in-state rate. Any out-of-state student who receives a Jax State merit-based scholarship or grant has the out-of-state portion of tuition waived and pays the remaining balance at the in-state rate, for as long as the renewal terms in the award letter are met. Because the $1,000 Gamecock Grant goes to admitted students who do not qualify for any other merit award, most admitted out-of-state freshmen end up on the in-state rate.
Georgia border counties. Students who live in Bartow, Carroll, Chattooga, Coweta, Douglas, Floyd, Haralson, Heard, Paulding, or Polk County, Georgia are granted in-state tuition outright.
Transfer students who receive a Jax State transfer merit scholarship qualify for the same in-state rate treatment.
Jax State’s own published cost of attendance for 2026-2027, using in-state tuition, on-campus housing, and a meal plan, lands at $29,476 once books, transportation, and personal spending are added in. FAQ – Cost of Attendance at Jacksonville State University
Is the out-of-state price really double the in-state price?
On paper, yes. Out-of-state tuition runs $21,600 a year against $10,800 in-state. In practice almost nobody pays it. Jax State waives the out-of-state portion for any student who receives a merit scholarship or a grant, and the $1,000 Gamecock Grant exists specifically to catch admitted students who did not qualify for anything else. We live in Georgia. Do we pay out-of-state?

What is block rate tuition and does it save us money?
Jax State charges one flat tuition price for anything between 12 and 18 credit hours. A student taking 12 hours pays exactly what a student taking 18 hours pays. Since graduating in four years takes about 30 hours a year, a student loading 15 or 16 hours a semester gets several free courses over four years compared to one coasting at 12. This is the single easiest way to cut the total cost of a Jax State degree.
Why does the fee line look high for a school with low tuition?
Jax State’s general university fee is $760 per semester for anyone taking six or more hours, plus an athletics fee capped at $276 a year and an $18 per credit hour digital instruction fee. Averaged out, Jax State budgets $2,860 a year in fees. Some majors add course fees on top, and a few are significant: all Business and Industry majors pay $150 a semester, and nursing and athletic training courses carry per-course lab fees. Ask about program fees for your student’s specific major before you finalize a budget.
Does the scholarship amount stay flat while tuition goes up?
Yes, and this catches families every year. Jax State merit awards are fixed dollar amounts, not percentages of tuition. A $10,500 award is $10,500 in year four even though tuition will likely be a few hundred dollars higher by then. Plan for the gap to widen modestly each year.
Are freshmen required to live on campus?
Yes, first-year students must live on campus, with limited exemptions. That means the housing and food lines are not optional for most freshmen. Housing applications open in mid-October and the priority deadline is April 1. Applying after April 1 does not disqualify a student, but it does cost them the ability to choose their own assignment.
Can leftover scholarship semesters be used for grad school?
They can, and very few schools allow this. If a student graduates early and has unused semesters of merit aid left, Jax State will let those semesters apply to graduate tuition as long as the student enrolls in a graduate program within one year of graduating and notifies the Financial Aid Office. Full-time and GPA requirements still apply.

This is the part that trips people up. Jax State does not have one merit chart. It has two, and your student is evaluated on both.

Jax State pays whichever ladder produces the bigger number. That is why submitting a score has no downside here. A 3.8 student with no test gets $6,000. The same student with a 26 ACT gets $8,000. With a 29 ACT, $10,500. A weak score simply gets ignored in favor of the GPA-only result.
Note: Jax State does not superscore. The highest single composite score on file is what counts. For fall enrollment, scores must arrive by May 1 to be considered for a scholarship increase. For spring enrollment, December 1.
🔁 Transferring In? There Is a Separate Ladder for You
The transfer awards above are a completely different chart from the freshman one, and they are also automatic. Jax State recalculates the transfer GPA itself, so the number on the community college transcript is not always the number that counts. A few things worth knowing:
- Any accredited college counts, not just community colleges. Students transferring from another four-year school qualify too.
- A completed associate degree substitutes for the 45 hour requirement, which can move a student up a full tier.
- Phi Theta Kappa is the one award that stacks. Everything else in the transfer ladder replaces everything else. PTK adds $1,000 a year on top, but only if proof of membership is uploaded through MyJaxState by July 1. Funding is limited and first-documented, so late filers lose it even when eligible.
- Spring transfers are not shut out. The Spring Supplemental pays $250 to $1,500 for a January start and does not use up eligibility for the regular fall transfer award.
Automatic Merit – FAQs (Jacksonville State University)
Do we have to apply for these?
No. Get admitted and Jax State evaluates every first-time freshman automatically. The only thing that requires action on your part is submitting a test score if you want to be considered on the test-based ladder.
Which GPA does Jax State use?
The highest cumulative GPA shown on the high school transcript at the point of admission, taken from a transcript complete through junior year. Students are admitted provisionally until the final transcript arrives, and Jax State reviews the GPA again at that point.
Can my student stack two automatic awards?
No. One automatic award, the highest they qualify for. But that award can be combined with competitive JaxApp foundation scholarships and with talent scholarships in music, band, theatre, and film, up to the cost of attendance. It cannot be combined with the Honors or Leadership Scholarships, which replace it entirely.
What happens if the ACT score comes back after we have already been admitted?
Send it anyway. Jax State will re-evaluate for an increase as long as the score arrives by May 1 for fall enrollment. This is worth doing even in April.
How long do these last?
Four years, or eight semesters. Students need to earn 24 institutional credit hours per academic year, stay enrolled in at least 12 hours each semester, and hold the GPA written into their scholarship contract, which varies by award. Scholarships pay in fall and spring only, never summer.
Our student got into Jax State but no scholarship. Is that possible?
Effectively no. If an admitted student does not qualify for any of the merit awards, Jax State awards the $1,000 Gamecock Grant instead. The one caveat is that some institutional grants, including this one, may not apply to students receiving athletic aid.
Is there a scholarship for international freshmen?
Yes, a flat $5,000 a year, $20,000 over four years, for admitted international freshmen. Like the domestic awards, it is evaluated automatically and does not stack with other Jax State merit levels.

This is the most misunderstood award at Jax State. The Leadership Scholarship is for students with a 20 to 28 ACT or a 1030 to 1320 SAT and a 3.0 or higher GPA. That is a band, not a floor. A student with a 30 ACT is not a stronger Leadership candidate, they are outside the target range entirely, and Jax State expects them to apply for the Honors Scholarship instead.

What is JaxApp and do we have to use it?
JaxApp is Jax State’s single scholarship application. One form covers more than 250 alumni, foundation, and departmental awards. It opens September 1 and closes February 1, and winners hear back by the end of April through their MyJaxState email. Every admitted student should complete it, every year, including current students.
Does the Leadership Scholarship require an interview?
The application asks for a resume, a leadership and service record, and an essay. Jax State selects winners on academics, a sustained pattern of school and community involvement, and the essay. Is the Presidential Transfer Leadership Scholarship worth chasing?
Only if your student is at an Alabama Community College System partner school. Jax State awards exactly one per year, it is full tuition for four semesters, and the recipient is nominated by faculty and staff at the community college rather than applying directly to Jax State. Requirements include a 3.5 recalculated transfer GPA, 45+ ACCS hours, and a commitment to serve as a Transfer Student Mentor. Deadlines are set by each community college and range from early February to March 1, so talk to a transfer advisor there, not to Jax State.
Does Jax State participate in National Merit or QuestBridge?

Honors College at Jacksonville State University
The Jax State Honors College is a genuine honors college with its own dean, its own curriculum, and priority registration for honors sections. Membership itself is a separate application from admission. But the reason this section matters financially is narrower than that: attached to the Honors College is the single largest scholarship Jax State awards, and it is a full ride.

If your student sits between 1360 and 1369, apply anyway and email honors@jsu.edu to confirm rather than assuming you are out. Ten SAT points should not cost a family a $90,000 scholarship.
Jax State publishes its Honors Scholar rosters going back more than a decade, and the pattern is consistent. Winners come overwhelmingly from Alabama high schools and from just across the Georgia line, with schools like Oxford, Pell City, Alexandria, Glencoe, and Cleburne County appearing again and again. This is a regionally recruited award. A strong student from north Alabama or northwest Georgia is competing in a pool that is smaller than the raw numbers suggest.

What does the Honors Scholarship application require?

This is a demanding award. Recipients must complete two 3-hour academic honors courses and one 1-hour University Honors participation course in their first two semesters, finish three University Honors participation courses by the end of the fourth semester, maintain a 3.25 GPA, carry at least 12 hours a semester, complete 30 or more hours of honors credit before graduating with a grade of B or better in each, attend required meetings, log 7 service hours every semester, and live on campus in premium double-occupancy housing. Can a student join the Honors College without winning the scholarship?
Yes, and most Honors College members do exactly that. Honors membership brings small classes, priority registration for honors sections, dedicated advising, study away opportunities, and recognition at graduation. The scholarship is a separate and much narrower competition.
Does the Honors Scholarship stack with automatic merit?
No. It replaces it. Since it covers tuition, housing, meals, books, and fees, that replacement is heavily in your favor.

Jax State sits in the Appalachian foothills roughly halfway between Birmingham and Atlanta, and it has spent 140 years doing a specific job well: training people for jobs that communities actually need filled.
