Here is the thing most families get backwards about Jackson State. Getting in is not the hard part. With an acceptance rate around 93 percent, a student with a solid transcript is very likely to be admitted. The hard part is the money, and the money runs on a completely separate calendar with completely separate rules.
JSU is Mississippi’s urban research university and one of the country’s best known HBCUs, carrying a Carnegie “high research activity” designation. It is also genuinely inexpensive by public university standards, and unusually forgiving to out-of-state families because the non-resident surcharge is only $2,000 per semester instead of the $15,000 to $25,000 gap you see at most flagships. That combination makes JSU one of the more realistic sticker prices in the Southeast.
But there is no automatic merit here. Not one award on this page is granted just for hitting a number on your transcript. Every single one requires your student to log into a portal and apply, by a deadline that lands in the middle of senior year.

📌 Jackson State University at a Glance
- There is no automatic merit at JSU. None. Every academic scholarship, from the $2,000 Medallion up to the full-ride Presidential, requires a separate application through the scholarship portal. Being admitted does not put your student in the running. This is the single biggest difference between JSU and the big automatic-merit schools families usually compare it to.
- Test-optional for admission does not mean test-optional for money. Your student can be admitted without an ACT or SAT. But every published merit tier is defined by a test score band. Skip the test and you are ineligible for all four freshman awards, full stop.
- JSU superscores for admission but not for scholarships. Admissions accepts your student’s best combined section scores. The scholarship office explicitly does not. Only the single best test date counts when the money is decided. Same university, same student, two different rulebooks.
- JSU publishes two different sets of scholarship numbers. The Financial Aid office and the scholarship microsite disagree on the Presidential cutoff (ACT 32 versus ACT 28), on what the Provost award actually covers (tuition only versus tuition plus room and board), and on the application window. We use the Financial Aid figures on this page because that is the office writing the checks. Call 601-979-0930 and confirm before you plan around any single number.
- Apply by January 15, not February 1. Two JSU pages say the window closes January 15, one says February 1. Treat January 15 as your real deadline and you are covered either way.
- “Campus charges only” is the phrase that costs families money. The big awards cover housing and meals through the JSU V.I.B.E. program, which means on campus only. Move off campus and that portion of the award does not follow your student.
- There are two portals, not one. Academic scholarships and Development Foundation awards live in different systems. Applying in one does not enter your student in the other.
- You get seven business days to say yes. Award offers arrive by JSU student email and expire. Freshmen are notified by February 15, transfers by June 15. Have your student check that inbox daily, not weekly.

At most public universities, being from out of state adds $15,000 to $25,000 a year. At Jackson State it adds $4,000. That is it. JSU charges a flat Non-Resident Fee of $2,000 per semester on top of the same tuition every Mississippi student pays. There is no separate, higher out-of-state tuition rate.
JSU also participates in the Academic Common Market (ACM), which can waive that non-resident portion for students from SREB states pursuing a major their home state does not offer. Worth doing if you qualify, but be realistic about the size of the prize here. ACM saves you $4,000 at JSU, not $20,000. For most families the bigger lever is the scholarship application, not the residency paperwork.
FAQ – Cost of Attendance at Jackson State University
Why is the out-of-state column so close to the in-state column?
Because JSU does not charge a separate out-of-state tuition rate. Everyone pays the same $4,704 per semester in tuition. Non-residents simply add a $2,000 per semester Non-Resident Fee. That is the entire difference. It is one of the smallest residency gaps at any public university in the country.
What exactly is in the “mandatory fees” number?
Five fees, charged every semester: technology ($50), capital improvement ($60), student activity ($75), health and wellness ($75), and printing ($10). That is $270 a semester, or $540 a year, on top of tuition. They are not optional and they are not waived by most scholarships.
Are housing and meal costs the same for every student?
No, and the spread is wider than families expect. A standard double runs $3,130 to $3,544 per semester depending on the hall, while apartment-style options at University Pointe or One University Place can reach $6,337. Meal plans range from $2,489 for the 5-day Silver plan to $2,742 for the unlimited Platinum. Our figures assume a standard double and a mid-range plan. Single occupancy costs meaningfully more.
Can out-of-state students get the non-resident fee waived?
Sometimes. The Academic Common Market is the formal route for students from SREB states in an approved major. Separately, the Presidential Academic Scholarship explicitly covers non-resident state fees, and Phi Theta Kappa transfer students get the same treatment. So the highest merit tiers effectively erase the residency gap on their own.
What does “campus charges only” mean on my award letter?
It means the scholarship pays charges that post to your JSU student account and nothing else. Housing and meals are covered through the JSU V.I.B.E. program, which is on-campus housing. If your student signs a lease off campus, the room and board portion of the award does not convert to a check. This catches sophomores and juniors constantly.
Will these costs go up before my student graduates?
Almost certainly. JSU’s fee sheet carries the standard note that rates are subject to change upon approval of the Mississippi Board of Trustees of State Institutions of Higher Learning. Budget for modest annual increases. Scholarship coverage that is defined as “full tuition” rises with tuition, but flat-dollar awards like the $2,000 Medallion do not.

No. FAFSA only. JSU’s school code is 002410. Note also that JSU treats institutional scholarships as last-dollar awards, meaning need-based aid is applied to the account first and institutional money fills what is left. File the FAFSA early regardless of your income.

Automatic Merit Scholarships – Jackson State University
There is no tier chart where a 3.5 GPA and a 26 ACT automatically produce an award letter. Every academic scholarship at JSU, including the ones that cover full tuition, room, and board, requires your student to submit a separate application through the scholarship portal by a deadline. Admission alone gets you nothing.
We are leaving this section on the page rather than hiding it, because the absence is the point. Families comparing JSU to schools like Alabama, Arkansas, or Mississippi State are used to a published grid where the money is guaranteed if you hit the numbers. JSU does not work that way, and assuming it does is how students end up enrolling with no scholarship at all.
What JSU has instead is a four-tier competitive ladder for incoming freshmen. The criteria are published and score-based, so it feels automatic, but selection is limited by available funding each year and nobody is considered without an application on file.

📅 JSU Scholarship Timeline (Simple Version)
- Junior spring / summer before senior year: Take the ACT or SAT. Remember that JSU does not superscore for scholarships, so you want one strong sitting, not a patchwork.
- Mid-October: Apply for admission. Your student must be admitted before the scholarship portal will let them apply.
- October 15 to January 15: The freshman scholarship window. All four academic tiers live here.
- By February 15: Freshman award decisions go out by JSU student email. Seven business days to accept or decline.
- March 15 to June 1: The separate window for community college transfer awards.
- By June 15: Transfer award decisions go out, same seven-day response clock.
Parent rule of thumb: put January 15 on the family calendar in September. One JSU page says the window runs to February 1, but two others say January 15. Aim at the earlier date and the disagreement stops mattering.
Automatic Merit – FAQs (Jackson State University)
Is any JSU scholarship truly automatic?
No. Not one. If your student meets the Presidential or Provost criteria and never opens the portal, they receive nothing.
Then why do the criteria look like a stat chart?
Because they are published and score-based, which makes JSU’s awards far more predictable than a true holistic review. If your student clears a tier’s GPA and test threshold and applies on time, they are a genuine contender. It is just not a guarantee, because each tier is capped by available funding.
Does JSU superscore the ACT or SAT?
For admission, yes. For scholarships, no. The scholarship instructions say plainly that JSU does not superscore. Your student’s single best test date is what the money is decided on.
My student is applying test-optional. Are they still eligible?
For admission, yes. For any academic scholarship, no. All four freshman tiers require an ACT or SAT score. This is the most expensive misunderstanding on this page.
Can these awards stack on top of each other?
No. Your student receives one academic tier, not several. And because JSU caps total institutional aid at campus charges, adding other institutional money on top will not push the package past that ceiling.
Are they renewable?
Yes, for three additional years, but only if your student maintains the tier’s GPA and completes 30 credit hours per academic year. That 30-hour requirement trips up students who drop a class each semester.

JSU currently publishes two different versions of the Presidential and Provost criteria. The Financial Aid office lists Presidential at ACT 32 or SAT 1420, and lists Provost as covering tuition only. The scholarship microsite lists Presidential at ACT 28 or SAT 1300, and says Provost also covers room and board. We use the Financial Aid figures here because that office administers the awards, but the gap is wide enough to change your family’s plan. Confirm directly at 601-979-0930 before you commit.

The practical version: at JSU, stacking is not the strategy. Winning the highest academic tier you can qualify for is the strategy. That single decision is worth more than every other award on this page combined.

What is the deadline for JSU’s academic scholarships?
Applications open October 15 and close January 15. One Financial Aid page lists the window as November 1 to February 1, so if your student is running late it is worth applying anyway. But plan on January 15.
What separates the Presidential from the Provost award?
Test scores, and what the award pays for. Presidential is JSU’s top tier and covers tuition, fees, room, and board, including the non-resident fee for out-of-state students. Provost sits below it and, per the Financial Aid office, covers tuition only. That difference is worth roughly $12,000 a year in housing and meals, so it is not a small step down.
My student has a 3.6 GPA and a 29 ACT. Which tier are they in?
Under the Financial Aid criteria, a 29 falls short of the Presidential ACT 32 threshold but clears Provost comfortably at ACT 25 and up. Under the microsite criteria, a 29 would clear Presidential. This is exactly why the discrepancy matters and why we tell families to call before assuming. Apply either way, since your student is placed into the highest tier they qualify for.
Does my student need essays, interviews, or recommendation letters?
Not for the four academic tiers. These are decided on college preparatory GPA and a single test date score. That is unusually clean compared to most competitive scholarships, and it means a strong transcript and one good test sitting is genuinely the whole game. How will we know if we won?
By JSU student email, no later than February 15. Your student then has seven business days to accept or decline. Missed emails are lost awards, so activate that account the moment admission comes through.
Does the Presidential award cover the out-of-state fee?
Yes. Non-resident state fees are explicitly included, which means an out-of-state Presidential recipient pays essentially the same as an in-state one.
Is JSU a Stamps Scholarship or National Merit partner?
No to both. JSU does not offer a National Merit package and is not a Stamps partner institution.

The Du Bois-Harvey Honors College at Jackson State
The W.E.B. Du Bois – Maria Luisa Alvarez Harvey Honors College was founded in 1980 and is one of the older honors colleges at any HBCU. It is built around smaller classes, research and discovery, and a living-learning community, and it is home to chapters of Alpha Kappa Mu, Alpha Chi, Mortar Board, and Phi Theta Kappa.
Unlike honors colleges at some larger publics, JSU’s Honors College does not publish a separate scholarship award with its own dollar figure and application. There is no standalone honors stipend to apply for. The money at JSU comes from the four academic tiers in the Flagship section above, and those are decided by Financial Aid, not by the Honors College. If someone tells you there is a large four-year honors scholarship at JSU, ask them to show you the page, because we could not find one.
The practical read: apply for the Presidential or Provost award for the money, and pursue Honors admission for the experience, the advising, and the graduate school positioning. They are two separate tracks that happen to attract the same students.
How Students Actually Get Into Honors
JSU uses a two-door system, and one of the doors is by invitation only.
- Admit: Completed college preparatory curriculum, ACT 26 or higher (or SAT equivalent), high school GPA of 3.0 or higher, and admitted to JSU.
- Invite: College preparatory curriculum, ACT 23 to 25 (or SAT equivalent), GPA of 3.0 or higher, plus evidence of community service or leadership. The invitation comes from Honors College staff, so this is not something you apply for directly.
- Current first-year students: Earn 30 credit hours with a 3.5 GPA or higher during your first year and you will be invited in. This is the door most families overlook, and it is a real second chance.
- Transfer students: Admittance is by invitation only. Transfers must be Phi Theta Kappa members with a completed associate’s degree. Students transferring from a four-year school who were in an honors program, hold a 3.5 GPA, and have earned fewer than 60 hours may apply.

Honors College – FAQs (Jackson State University)
Does Honors admission come with money?
Not directly. JSU’s Honors College does not publish a separate scholarship award. The financial upside is indirect: honors students tend to be the same students who win the academic tiers, and honors participation strengthens applications for graduate fellowships and national awards later.
Is there a separate honors application?
For the Admit pathway, students meeting the ACT 26 and 3.0 GPA thresholds should contact the Honors College directly at honorscollege@jsums.edu or 601-979-2107. The Invite pathway is initiated by Honors staff, not by the student.
My student’s ACT is a 24. Are they shut out?
No. A 23 to 25 with documented service or leadership puts them in the Invite pool. And if that does not come through, 30 credit hours at a 3.5 GPA during freshman year triggers an invitation regardless of test scores.
Can transfer students join?
Yes, but only by invitation and only with Phi Theta Kappa membership plus a completed associate’s degree. Notice how this lines up with the PTK scholarship in the Hidden Gems section. For a community college student, staying active in PTK unlocks both the best transfer scholarship and the honors pathway at the same time.
Are honors courses harder?
They are structured around inquiry, discussion, and research rather than extra volume. The Honors College’s stated mission emphasizes creativity, intellectual discovery, and critical and analytical thinking. Expect more writing and more discussion, not simply more pages.

⭐ College Specialty
Jackson State is Mississippi’s urban university and carries a Carnegie “high research activity” designation, which is unusual for a school of its size and rare among HBCUs. That research footprint is the thread running through most of what JSU does well. Students here get access to lab work, grant-funded projects, and faculty mentorship at a scale that normally requires a much larger and much more expensive institution.
Public Health and the Health Sciences – JSU’s work in public health and health disparities research is the program that puts the university on the national map. Sitting in Jackson gives students access to community health research, clinical partnerships, and population health work that a rural campus simply cannot offer. For students headed toward medicine, public health, or health policy, this is the strongest reason to look at JSU.
- College of Business: The most popular undergraduate destination on campus, with clear pipelines into accounting, finance, and management. JSU’s location in the state capital puts students within a short drive of state government, regional banking, and corporate headquarters for internships.
- Science, Engineering, and Technology: Home to civil engineering, computer science, and industrial systems and technology, with named departmental scholarships for students in those majors. Several of these awards ask for a 3.0 GPA and demonstrated need, which puts them within reach of far more students than families assume.
- Education and Human Development: A major teacher pipeline for Mississippi, and a participant in the Thurgood Marshall College Fund’s Teacher Quality and Retention Program. If your student wants to teach, this college has funded pathways that most families never hear about.
- Criminal Justice: A large and long-established program, also offered through JSU Online, which makes it a flexible option for students who need to work while they study.
- Social Work: A well-established program feeding into Mississippi’s social services, healthcare, and nonprofit sectors, with strong regional placement.
- The Sonic Boom of the South: Not a major, but you cannot describe Jackson State without it. The marching band is a national institution in its own right, and there is real scholarship money attached to it. For a serious musician, the Boom is both a cultural experience and a funding source.
One more thing worth saying plainly. JSU’s campus carries names like Walter Payton, whose legacy is stamped on the recreation center students use every day. That sense of institutional history is part of what families are buying here, and it is not something you can put in a cost table.
