🧭 The Short Version for Parents

UToledo is a large public university about an hour south of Detroit, and its money story is refreshingly simple. Three things decide what your family pays: your student’s GPA, which state you live in, and whether your student goes after the one big competitive award. Test scores barely enter the picture. Residency matters a lot, and for Michigan families it just changed in a big way.

🚨 Easy-to-Miss “Gotchas” at the University of Toledo (Read This First)

  • Michigan families now pay Ohio tuition. Starting with new students in Fall 2026, every Michigan resident automatically gets the out-of-state surcharge covered. No form, and it lasts until your student finishes the degree. This used to be a Monroe County perk only.
  • GPA drives merit, not test scores. UToledo does not look at the ACT or SAT when awarding merit. The one exception on this page is Levis Leadership, which requires a 20 ACT or 1020 SAT.
  • UToledo’s own pages disagree on the merit date. The current admissions page says January 19 for students starting in 2027. Some financial aid pages still show last year’s December 15. Get the application and transcript in by December 15 and you’re covered either way.
  • The Presidential Scholarship replaces, it doesn’t add on. If your student wins it, it takes the place of other UToledo scholarships, including merit and (for out-of-state students) the $8,000 Rocket Nation award.
  • The tuition guarantee has a hole for out-of-state families. Tuition, housing, and meal plan rates are locked for four years, but the out-of-state surcharge is not and can change each year.
  • Living more than 25 miles away? Your student is required to live on campus for the first two years. Budget for it.

💰 Cost of Attendance at University of Toledo: 2026–2027 Rates

Figures verified against official sources in September 2026.

📅 Planning for 2027–2028? These are the 2026–2027 rates, the newest University of Toledo has published. Colleges usually release next year's costs in the spring, and we update this page when they do.

Budgeting tip: costs typically rise 2% to 5% a year. For 2027–2028, plan on roughly $600 to $1,500 more than the in-state total below. $800 to $2,000 more than the out-of-state total below.

In-State: billed cost per year
$30,660
Tuition, fees, housing, and meals for two semesters
Tuition & mandatory fees $13,799
Housing & meals (typical) $16,861
Total billed cost $30,660
Out-of-State: billed cost per year
$40,020
Tuition, fees, housing, and meals for two semesters
Tuition & mandatory fees $23,159
Housing & meals (typical) $16,861
Total billed cost $40,020

That is $9,360 more per year than Ohio residents pay, before any waivers or scholarships.

Average federal net price: $17,844 per year. This is what first-time, full-time students who received grant aid paid after grants and scholarships, for in-state students only, based on the most recent federal data. It counts books and living costs, so it can run higher than the billed total above. Families who got no grants are not in this average, so many middle-income families pay more. New to Net Price & SAI? Read our guide.

Out-of-state families: this average does not include you. Run the college's own net price calculator for a number based on your situation.

📌 Regional Tuition & Waiver Options

Michigan residents: Starting with new students in Fall 2026, every Michigan resident automatically receives a scholarship that covers UToledo's out-of-state surcharge (up to $4,680 per semester). That means Michigan families pay the same tuition as Ohio families, and the award continues until the student finishes an undergraduate degree. No extra form is required.

Everyone else out of state: The surcharge is about $9,360 per year. First-time freshmen with a 3.0+ GPA automatically receive the $8,000 Rocket Nation Scholarship, and it is paid on top of any merit scholarship. Note that the out-of-state surcharge is not locked by UToledo's four-year tuition guarantee and can change year to year.
🔒 The Toledo Tuition Guarantee: Why the Freshman-Year Price Matters

Whatever your student pays freshman year for tuition, the general fee, and the student services fee stays the same for four years. On-campus housing and meal plan rates are locked too, as long as your student keeps the same meal plan level. What is not locked: the out-of-state surcharge, college and course fees, upper-level program fees, and technology fees. Majors that run past 126 credit hours, like engineering with its required co-ops, get a one-year extension on the guarantee.

FAQ: Cost of Attendance at the University of Toledo

We live in Michigan. Do we really pay Ohio tuition now?
Yes, if your student is a new undergraduate starting Fall 2026 or later. UToledo automatically applies a scholarship that covers the out-of-state surcharge (up to $4,680 per semester), and it keeps going until your student finishes the degree. Your student is still eligible for regular merit scholarships on top of it.

We’re out of state but not in Michigan. How much of the surcharge can we knock out?
Most of it. The surcharge runs about $9,360 a year. A 3.0+ GPA gets your student the $8,000 Rocket Nation Scholarship automatically, which leaves roughly $1,360. Regular merit is paid on top of that, so a strong student can end up paying close to in-state prices.

What exactly does the tuition guarantee lock in?
In-state tuition, the general fee, the miscellaneous student services fee, on-campus housing, and meal plans, all for four years. It doesn’t cover the out-of-state surcharge, college-specific fees, course fees, or health insurance. Your semester bill can still move if your student’s credit hours change.

Is the average net price really around $17,800?
That’s the most recent federal figure ($17,844 for 2023–24) for in-state freshmen who received grant or scholarship aid. It ran from about $13,400 for families earning $30,000 to $48,000 up to about $22,000 for families earning over $110,000. Out-of-state families should start from the higher sticker price and subtract Rocket Nation and merit.

Does my student have to live on campus?
If you live more than 25 miles from campus, yes, for the first two years. Anyone living on campus also needs a meal plan. Students who live closer can commute, which is the single biggest way to cut the bill.

Are there extra fees depending on major?
Yes, and they aren’t covered by the guarantee. Engineering charges a $475 fee for each co-op semester plus a per-credit infrastructure fee. Pharmacy and nursing have upper-division fees, and Honors adds $25 per semester. Check the tuition table for your student’s college before you finalize a budget.

Automatic Merit Scholarships at the University of Toledo

These awards are automatic. Apply for admission by the January 19 priority date with at least a 3.0 high school GPA and your student is considered. There are no essays, no letters, and no test scores involved. Out-of-state students stack an extra $8,000 on top, and Michigan students get the surcharge wiped out.

Most winners: Children of veterans with a 60%-plus VA rating who apply during the May-to-May window before the age cutoff. The age limit is the trap: it is an application-age limit, not an enrollment-age limit, so a 24-year-old who waits loses it.

Note: Merit amounts ($1,250 to $8,000 per year) are for students starting in 2027. UToledo doesn’t publish exactly which GPA lands which amount, so treat the top of the range as the target for students near a 4.0. After the priority date, awards go out only while funds last.

Automatic Merit FAQs (University of Toledo)

How much automatic merit can my student get?
Between $1,250 and $8,000 a year for students starting in 2027, renewable for up to eight semesters. It’s based on high school GPA, and the minimum to be considered is a 3.0.

Do ACT or SAT scores help?
Not for merit. UToledo says outright that it doesn’t consider test scores when awarding merit scholarships. If your student’s scores are average but their GPA is strong, this is a school where that works in your favor.

Why do I see December 15 on some UToledo pages and January 19 on others?
The admissions page, updated for the class starting in 2027, lists January 19. Some financial aid pages still show last cycle’s December 15. Finishing by December 15 keeps you safe under either date.

How does the Rocket Nation Scholarship work?
Out-of-state freshmen (outside Ohio and Michigan) with a 3.0+ GPA automatically receive $8,000 a year toward the out-of-state surcharge. UToledo states it’s paid in addition to any merit scholarship.

What about Michigan students?
Michigan residents starting in Fall 2026 or later are billed at the in-state rate through an automatic scholarship covering the surcharge. They don’t get Rocket Nation because they don’t pay the surcharge, but they do stay eligible for regular merit.

What does it take to keep these awards?
Less than most families expect. Merit and Rocket Nation renew automatically if your student keeps a 2.0 cumulative GPA, completes at least 67% of attempted credits, and stays full-time. They run for up to eight consecutive semesters.

Can my student lose automatic merit by winning something bigger?
Yes. The Presidential Scholarship replaces other UToledo scholarships. Other tuition-only awards can also reduce the merit amount or shift it toward room and board, so read the award letter carefully.

🏆 Flagship Scholarships (Competitive Scholarships)

UToledo has one big competitive award, the Presidential Scholarship: $28,000 a year for four years, plus a one-time $3,000 for research, an internship, or study abroad. It’s the school’s highest honor, and the application also counts as your student’s Honors College application. Just know going in that it replaces your other UToledo scholarships instead of adding to them.

💵 What $28,000 Actually Covers

Student Direct Costs (tuition, fees, housing, food) After Presidential
Ohio or Michigan resident, on campus about $30,660 about $2,660 left
Other out-of-state, on campus about $40,020 about $12,020 left

Based on UToledo’s 2026–27 cost of attendance estimate. The Presidential applies to tuition, the general fee, on-campus housing, and meals. For out-of-state students it replaces Rocket Nation, so compare it against merit plus Rocket Nation before you celebrate.

❓ Flagship / Competitive Scholarship FAQs

When is the Presidential Scholarship deadline?
November 1. That’s for both the scholarship application and the admission application, and transcripts must be postmarked by November 1 too. The application opens August 1, and decisions come in mid-December.

Who can apply?
Students with at least a 3.8 cumulative high school GPA who are U.S. citizens or eligible non-citizens.

What goes into the application?
A résumé covering activities, honors, work, and volunteering, plus a personal essay and three short essays, each capped at 300 words. Short essays reward students who get to the point, so plan drafts early. Our Essay Toolkit and Brag Sheet Builder can help your student organize it.

Does the Presidential stack with merit or Rocket Nation?
No. UToledo’s terms say it replaces any university scholarships previously awarded. For an Ohio or Michigan student that’s still a big upgrade. For other out-of-state students, run the numbers against merit plus the $8,000 Rocket Nation award.

How hard is it to keep?
It renews with a 2.0 cumulative GPA and 67% of attempted credits completed, for up to eight semesters.

What is Levis Leadership, and does it need test scores?
It’s a four-year leadership program for up to 40 freshmen a year that pays $1,000 the first year and $750 each year after. It’s one of the few UToledo awards that requires a test score: a 20 ACT or 1020 SAT, plus a 3.0 GPA. Students take a leadership class each semester of freshman year and stay active in at least two student organizations.

🧠 Parent Strategy: Beat the Crowd in Scholarship Manager

Automatic merit shows up on its own. Everything else lives in UToledo’s Scholarship Manager, and timing matters. If your student applies by the priority date, they compete only against other new students. Wait until the final deadline and they’re up against every continuing student too.

  1. Once admitted, log in after October 1 and complete the general application.
  2. Apply to every additional award the portal recommends for your student’s major and background.
  3. Ohio STEM students: submit the Choose Ohio First application too.
  4. Finish by the January 19 priority date, and screenshot every confirmation.

Parent translation: the general application takes one evening, and it’s the difference between competing with a few hundred freshmen and competing with the whole campus.

💎 Hidden Gem Scholarships

These aren’t automatic, but most of them stack with merit and help close the gap on housing and fees. The best one for Ohio families is a state-funded STEM award that most people never hear about.

Not a scholarship, but it pays: engineering co-ops. UToledo requires engineering students to complete three paid co-op placements. The college reports an average co-op wage of about $22.64 an hour, and students graduate with roughly a year of paid work experience. That money can cover a real share of later-year costs.

❓ Hidden Gems FAQ

What is Choose Ohio First, and who qualifies?
It’s a state program UToledo runs for Ohio residents in science, technology, engineering, math, and health majors. COD3ES pays up to $5,700 a year and needs a 2.5 GPA. ASCENT pays up to $7,000 a year for engineering students with a 3.75+ GPA. Only about 22 new awards are made each year, so applying matters more than stats.

Can these stack with merit?
Choose Ohio First explicitly can. Most donor awards also stack, but awards restricted to tuition can reduce your merit amount or move it to room and board. Always compare the before and after on your award letter.

When do donor and department scholarships open and close?
Applications open October 1. The priority date for new students is January 19, and most donor awards close by March 1. Some departments set their own dates, so check the portal listing for each one.

Are there paid research opportunities for undergrads?
Yes. The Office of Undergraduate Research funds summer projects (typically $3,000), a first-year summer program, and semester research (about $1,500). Your student needs a faculty mentor, so the earlier they start knocking on doors, the better.

How will we know if my student won something?
Decisions go to your student’s UToledo email, and donor scholarships are typically awarded by June 1. Have your student actually check that inbox during spring of senior year.

Jesup Scott Honors College at the University of Toledo

The Jesup Scott Honors College gives strong students smaller Honors courses, priority registration, and optional Honors housing, all inside a large public university. It isn’t automatic. Your student applies separately, and the application leans heavily on activities and leadership, not just grades.

  • GPA: 3.5 high school GPA. Students just below that are encouraged to apply and explain their circumstances.
  • What they look at: leadership, work experience, awards, and community involvement.
  • Priority date: January 3.
  • Shortcut: the Presidential Scholarship application (due November 1) doubles as the Honors application.
  • Cost: a $25 Honors fee per semester. Honors Academic Village housing rates are covered by the tuition guarantee.

Honors College FAQs (University of Toledo)

Does getting into Honors come with a scholarship?
No. Honors admission is about the academic experience. Money comes from automatic merit, the Presidential Scholarship, and the internal Honors funds once your student is enrolled.

Is there a test score requirement?
No. UToledo lists a 3.5 GPA and extracurricular achievements, and invites students just under 3.5 to apply and explain.

Should my student apply to the Presidential even if the odds feel long?
If they have a 3.8+ GPA, yes. It’s one application for two things: a $28,000 a year scholarship and an Honors College spot.

Can a student join Honors after starting at UToledo?
Yes. Current students need a 3.3 UToledo GPA, at least one completed semester, and no more than 60 credit hours. Email the Honors College for the application link.

What GPA do the internal Honors scholarships require?
It depends on the fund: 3.0 for Larson and Huebner, and 3.3 for Lapp and Hoch. Students also need to be in good standing and on track for the Honors medallion.

⭐ College Specialty

UToledo is a research university with its own medical center on the health science campus, and it’s built for students who already have a career in mind. Its best programs share one thing: they get students into real, often paid, work before graduation. For families watching the bottom line, that matters as much as the scholarship.

Nationally Distinctive Program:
College of Engineering (required co-op): UToledo is one of only eight engineering programs in the country that requires co-ops for its engineering science students. Students complete three paid placements, averaging about $22.64 an hour, and graduate with roughly a year of work experience. The college reports an average starting salary of about $73,400 for the class of 2025. Because co-op programs take longer, the tuition guarantee gets a one-year extension.
  • Pharmacy: Students can start in pre-pharmacy straight out of high school on the way to a six-year Pharm.D. UToledo reports 98% of Pharm.D. graduates placed in jobs within three months, and it offers the country’s only bachelor’s degree in cosmetic science and formulation design.
  • Health Sciences and Nursing: Nursing, respiratory care, speech-language pathology, and exercise science pipelines sit next to UToledo’s medical, physician assistant, physical therapy, and occupational therapy programs. Nursing has a direct-admit track with an early application date.
  • Professional Sales (Business): The Edward H. Schmidt School of Professional Sales is one of the few AACSB-accredited sales majors in the U.S. Every student completes at least one sales internship, and the school reports placement above 90% for sales majors who are actively job hunting.
  • Undergraduate Research: Paid research is open to undergrads in every field, including a program built specifically for students finishing their freshman year.

✅ Wrapping It Up

The University of Toledo rewards the student who has good grades, not the one who tests well. A 3.0 GPA opens the door to automatic merit, a 3.8 opens the door to the Presidential Scholarship, and the renewal bar after that is low enough that families can plan four years out without holding their breath.

Where UToledo really stands out is geography. Michigan families now get Ohio tuition automatically, and families from farther away can cancel most of the out-of-state surcharge with a 3.0 GPA. Add a tuition guarantee that locks in housing and meals, and you get a price that doesn’t creep up every year.

If your student is headed toward engineering, pharmacy, health sciences, or sales, the programs are built to put them in real jobs before graduation, and in engineering those co-ops pay. Get the application in by December 15, fill out Scholarship Manager early, and read every award letter line by line. That’s how UToledo ends up costing a lot less than the sticker says.
