The first thing most parents notice about UTEP is the acceptance rate, and it usually stops them cold. One hundred percent. Before you read that as a warning sign, understand what it actually means here. UTEP is a Carnegie R1 research university, the top research tier in the country, and it is the only R1 school in the nation that has kept open admission. UTEP is also one of just 21 institutions holding both R1 status and Carnegie’s “Opportunity College and University” designation, and one of only 11 holding three Carnegie classifications at once. The school’s own president has put it plainly: they want to be judged by who they include, not who they exclude.
What that means for your family is simple. Getting in is not the hard part. Getting the money is. And the money at UTEP does not work the way it works at the big automatic-merit schools your student may also be looking at.
One clarification, because “100% acceptance” gets misread. UTEP does publish admission standards. Graduate in the top 25% of a Texas high school class and you are admissible with no test minimum at all. Below that, a sliding scale kicks in: second quarter needs a 920 SAT or 19 ACT, third quarter 970 or 20, fourth quarter 1010 or 21. Students who fit none of those get a holistic review, and students below the college readiness benchmark can still enroll through a provisional program called START. - The admission deadline and the money deadline are months apart. UTEP takes applications year round through ApplyTexas with no application fee and no admissions essay. That relaxed timeline lulls families to sleep. Meanwhile the Excellence Scholarship closes January 31 and the Texas financial aid priority date is January 15. Miss those and you are still admitted, just with nothing attached.
- There is no GPA and test score chart here. UTEP does not publish a grid where a certain ACT score guarantees a certain award. Every freshman academic scholarship runs through one competitive application with essays and a committee review.
- Test scores are not used for the two main merit awards. UTEP states outright that SAT and ACT scores are neither required nor considered for the Excellence Scholarship, which is also the pool the Presidential is drawn from. 📌 Regional Tuition & Waiver Options
The Competitive Scholarship Waiver is the single biggest lever for out-of-state families at UTEP. A non-resident student who is awarded a competitive scholarship of $1,000 or more may qualify for Texas resident tuition rates for every semester the scholarship is active. To count, the student must have competed against Texas residents for the award, and the Office of Scholarships has to verify it.
Run the math for 2026-2027: non-resident tuition and fees are $22,000 and resident tuition and fees are $8,800. That is a $13,200 gap. So a $2,000 UTEP Excellence Scholarship is not worth $2,000 to an out-of-state family. It is worth roughly $15,200 a year once the waiver flips the tuition rate. This is why out-of-state students should apply for the Excellence Scholarship even if the dollar figure looks small next to what other schools advertise.
What about the Academic Common Market? Texas participates in the ACM at the graduate level only, for both in-state and out-of-state students. There is no undergraduate ACM path at UTEP or at any other Texas public university. Undergraduate non-residents should focus on the Competitive Scholarship Waiver instead.
The general planning tip above assumes tuition creeps up every year, which is true almost everywhere. UTEP is an exception worth knowing about. The university states that its tuition cost has been the same since 2021 and will not increase at least through 2027. The cost of attendance allowances above still shift a little year to year because fees, housing, and living estimates get recalculated, but the underlying tuition rate has held flat for five straight years. For a four-year budget, that is meaningful, and it is not something most Texas publics can say.
UTEP offers incoming students two tuition structures. The traditional plan locks your rate one academic year at a time and can change annually. The guaranteed plan locks your rate for four consecutive years. Here is the part that catches people: new students are defaulted into the variable plan and have to actively opt in to the guaranteed one.
Given that UTEP has held tuition flat since 2021 and says it will not rise at least through 2027, the guaranteed plan is less urgent here than it would be elsewhere, and it sometimes carries a slightly higher starting rate in exchange for the certainty. FAQ — Cost of Attendance at UTEP
Why is UTEP so much cheaper than other R1 universities?
Two reasons. Texas sets tuition at UT System schools through the Board of Regents, and UTEP has held its rate flat since 2021. On top of that, UTEP has built its identity around low out-of-pocket cost as a matter of mission, not marketing. The federal government once ranked UTEP first in the nation for lowest net price among research universities. You are not trading research quality for the price; you are getting a genuine R1 campus at regional-college pricing.
Can an out-of-state student pay Texas resident tuition at UTEP?
Yes, and this is the most valuable rule on the page. A non-resident awarded a competitive scholarship of $1,000 or more may qualify for resident tuition rates for each semester that scholarship is active. The student has to have competed against Texas residents for the award and the Office of Scholarships has to verify it. Since the 2026-2027 gap between non-resident and resident tuition is about $13,200, that means a $2,000 scholarship is really worth around $15,200 a year. Does UTEP participate in the Academic Common Market?
Only for graduate students. Texas participates in the ACM at the master’s and doctoral level, and that applies statewide, not just at UTEP. There is no undergraduate ACM path at any Texas public university. Books and supplies, transportation, and personal expenses. UTEP does not bill you for these, but it does include allowances for them in your official cost of attendance, which is what caps your total financial aid. In February 2026, UTEP alumnus Miguel “Mike” Loya gave $30 million to the university, the largest gift in its 112-year history, and the College of Engineering was renamed the Miguel A. Loya College of Engineering. The gift funds a scholarship built to compete with anything in the country: tuition, fees, room, board, transportation, and a monthly stipend, plus a bonus of up to $30,000 at graduation for scholars who finish with the highest honors.
The timing matters for you specifically. Applications open in Fall 2026 and the first cohort of about ten scholars enrolls in Fall 2027. UTEP expects 40 to 50 Loya Scholars on campus within four years. The University Honors Program at UTEP
UTEP runs a University Honors Program, not an honors college, and the difference is worth understanding. Rather than one central honors unit with its own dorm and its own scholarship budget, UTEP operates seven college-based honors tracks, one inside each academic college, all coordinated by the central UHP office. Engineering honors looks different from Health Sciences honors, which looks different from Liberal Arts honors, because each college tailors the experience to its own students.
The program has been running for more than forty years and is built around UTEP EDGE, the university’s framework of high-impact practices. To graduate with honors, students complete four of these experiences: undergraduate research, internships, study abroad, community engagement, student leadership, and similar. It is less about extra homework and more about documented experience by the time your student walks across the stage.
- Typical requirement: cumulative GPA of 3.5 or higher
- Timing: you generally need at least four semesters remaining before graduation
- How you get in: varies by college. Some accept applications directly, and at least one, the College of Education, admits by invitation only.

Honors Program Scholarships
At some universities, honors admission is the gateway to the biggest scholarships on campus. That is not how it works at UTEP. The honors-specific money is modest: ten Houston Endowment Scholars at $2,000 a year, plus a separate professional development fund for juniors and seniors. The real money at UTEP lives in the Paydirt Promise, the Excellence and Presidential Scholarships, and the ScholarMine donor pool, and none of those require honors membership.
Join the Honors Program for smaller classes, early registration, faculty relationships, and a documented experience record that helps with graduate school and jobs. Do not join it expecting it to solve the bill.
- Engineering: the Loya Scholarship starting with the Fall 2027 cohort, plus college-level donor awards through ScholarMine.
- Sciences and Health Sciences: NIH-funded BUILD and U-RISE research fellowships and COURI stipends, which pay real money and build a graduate school application at the same time.
- Music: audition-based departmental and marching band awards, with auditions in late February and mid-March.
- Liberal Arts: the Liberal Arts Honors Program runs its own minor and reviews applications twice a year, on November 1 and April 1, alongside UHP membership.

Honors Program — FAQs (UTEP)
Is honors admission automatic if my student has good grades?
No. Each of the seven college programs handles admission its own way, and at least one admits by invitation only. The common baseline is a 3.5 cumulative GPA and enough semesters left to complete the requirements. Contact the UHP office or your college’s honors coordinator directly rather than assuming.
Can an incoming freshman join right away?
It depends on the college. The College of Health Sciences honors program, for example, accepts first-year admitted students including dual enrollment and early college high school students. Others want you to have UTEP credit on the transcript first. Ask before you assume either way.
Are honors courses harder?
They are smaller and more discussion-driven, and they may be experimental, team-taught, or interdisciplinary. Students can also earn honors credit by contracting inside a regular course. The workload difference is usually depth rather than volume.
What is the Houston Endowment Scholarship really worth?
Two thousand dollars per year, renewable for up to four cycles, with a written report each year on how the prior year’s funds were used. Ten scholars per year total. It is a supplement, not a cost-of-attendance award, and reapplication is required annually.
How does a student actually get picked for it?
Be an inducted UHP member first. Then the selection runs one scholar per college, seven seats, plus three at-large competitive picks. Because the per-college seats are the bulk of it, being known to your own college’s honors faculty matters as much as the number on your transcript.
Is there honors housing?
UTEP does not market a dedicated honors residence hall the way a large honors college would. Active honors students do get early registration access, which in practice is one of the more useful benefits for getting the schedule you want.

⭐ College Specialty
UTEP sits right on the U.S.-Mexico border in El Paso, and its whole identity is built around a bet that most universities never made: keep the door open to everyone, and still do top-tier research. It has worked. UTEP carries R1 status, the Carnegie designation for very high research activity, while maintaining open admission. It is the only university in the country doing both.
Miguel A. Loya College of Engineering — renamed in February 2026 after a $30 million gift from a 1977 mechanical engineering graduate who went on to lead one of the world’s largest energy trading firms. The college enrolls more than 5,000 students across seven departments with roughly 290 faculty and staff. Graduates are recruited heavily by national companies, and starting in Fall 2027 the college will carry one of the most comprehensive engineering scholarships in American higher education. If your student wants engineering, this is the reason to look hard at UTEP.
- Health Sciences and Nursing: UTEP runs a School of Pharmacy with a PharmD, a Doctor of Physical Therapy program, and a large nursing pipeline that feeds the entire border region’s hospital system. For a family thinking about healthcare careers, the clinical placement network here is deeper than the school’s national ranking suggests.
- Earth and Environmental Sciences: a long-standing research strength, helped considerably by geology that most universities can only visit. Chihuahuan Desert field work, water resources, and geological sciences all draw federal research dollars.
- Computer Science and Business: both feed directly into El Paso’s growing defense, logistics, and cross-border commerce economy. The Society of Hispanic Professional Engineers chapter and similar organizations are unusually active here, which matters more for internships than people expect.
- Education: a major source of teachers for West Texas and southern New Mexico, with an honors track and departmental awards for students committed to the classroom.

Moving families up. UTEP has been ranked first in Texas for social mobility and has repeatedly landed among the top schools nationally for helping students move from the bottom income bracket to the top. In 2025 the Carnegie Foundation named it an Opportunity College and University, making it one of only 21 institutions in the country holding both that designation and R1 research status, and one of only 11 holding three Carnegie classifications. Nearly half of UTEP undergraduates are the first in their family to attend college.

✅ Wrapping It Up
Here is the honest picture. UTEP is not a school where you chase a test score and cash a guaranteed check. There is no merit chart, and the ACT your student worked so hard on will not be looked at for scholarship purposes at all. What UTEP offers instead is a different kind of deal: a real R1 research university, at a tuition rate that has not moved since 2021, with an open door.
If you live in Texas and your family income is under $100,000, the Paydirt Promise covers your entire tuition and fee bill and you get it by filing a FAFSA. That is the whole application. If you live out of state, one competitive scholarship worth $1,000 or more can flip you to Texas resident rates, which is worth about $13,200 a year on its own and is the single most underused rule on this page. And if your student is headed for engineering, the first Loya Scholars enroll in Fall 2027, which means the very first application cycle is happening right now.
The three dates that matter are October 1, when the FAFSA and the Excellence Scholarship both open, January 15 for Texas financial aid priority, and January 31 for the Excellence deadline. Then, after admission, do not walk past ScholarMine. Three hundred donor funds sit behind one application that most families never fill out.
UTEP will not impress your neighbors with its ranking. It will, statistically speaking, do more to change your student’s earning trajectory than most schools that would. That trade is worth thinking about carefully.
