UIC is Chicago’s only public research university, and its financial aid works differently from most big publics your student is probably comparing it against. UIC says plainly on its own website that merit-based aid here is limited. The real money at UIC is need-based, and the headline program is UIC Aspire, which covers tuition and fees entirely for Illinois families earning $75,000 or less. If you are an Illinois family under that line, the rest of this page matters far less than one date in March. If you are out of state, the math is a very different conversation, and we walk through it below.
There are two different financial aid deadlines, and missing the first one costs $7,500. The Chancellor’s Fellows award needs your FAFSA in by November 2. UIC Aspire needs it by March 15. Same form, two deadlines, four months apart. File once, in the fall, and you are covered for both.
UIC does not superscore. Scores must come from a single test date. UIC will not combine a student’s best English from one sitting with their best math from another.
Test-optional here really means optional. UIC states there is no advantage in the admission process to submitting scores. But scores still matter for the out-of-state Merit Tuition Award and for GPPA, where the successful-candidate profile is an ACT around 28 or SAT around 1310.
The “President’s Award Program” is not a general high-achiever scholarship. Despite the name, it is limited to Illinois residents who are first-generation, Pell or MAP eligible, or from a county that sends very few students to the University of Illinois.
Aspire covers tuition and fees, not housing. A family can genuinely pay $0 in tuition and still owe roughly $17,800 a year for a dorm room and a meal plan. That surprises people.
SnAP is not for incoming freshmen. UIC’s scholarship portal is for current students only. If you are applying from high school, your admission application is your scholarship application. There is no second step.

A Note on the Out-of-State Number
UIC publishes its in-state tuition and fees directly, but it does not post a single out-of-state total on its cost page. What it does publish is the nonresident differential of $16,700 per year, which is the extra amount an out-of-state student pays on top of the Illinois rate. There is one piece of good news here. Under Illinois law, UIC locks your student’s tuition rate for four years. The rate they enter with is the rate they graduate with. Fees and housing can still move, but the biggest line on the bill does not.

Can an Illinois family really attend UIC for $0 in tuition?
Yes, if your family income and assets together total $75,000 or less and your student is a new first-year or new transfer student eligible for Illinois in-state tuition. The UIC Aspire program covers 100% of tuition and mandatory fees, including program differentials. What it does not cover is housing, food, books, or personal expenses, so budget for those separately.
Does my student have to live on campus to get Aspire?
No, and this is genuinely unusual. Most “free tuition” programs at other schools require on-campus residence, which quietly adds back much of what the program saves you. UIC does not. Your student can live at home or off campus and still get $0 tuition and $0 fees. If they do choose the dorm, Aspire will not pay for it.
Why is UIC’s tuition locked for four years?
Illinois state law requires it. Every entering undergraduate cohort at the University of Illinois system gets a guaranteed tuition schedule for four years. This is worth real money over time, and it is a reason to think carefully before taking a fifth year, since students who go beyond four years should expect to move onto a newer, higher rate.
What does the tuition differential mean on my bill?
Some UIC programs, particularly in engineering, business, nursing, and the health sciences, charge an additional per-year amount on top of base tuition. It varies by major, so two students in the same dorm can owe different tuition. Can an out-of-state student get Illinois in-state tuition at UIC?
Not through a regional reciprocity agreement. UIC does not participate in a broad exchange program. There are two narrow paths that get you to the in-state equivalent: the Lake County, Indiana Tuition Award, and the Tribal Nation Tuition Award. Both cover the full $16,700 differential. Everyone else out of state is looking at the Merit Tuition Award, which is worth $9,494 and closes a little over half the gap.
Why is the average net price so much lower than the sticker total?
Because a large share of UIC students receive need-based aid, including Pell, the Illinois MAP Grant, and Aspire. The average net price reflects what families actually paid after grants and scholarships. A family well above the Aspire income line should expect to pay something much closer to the published total.
What is the Illinois RISE application?
It is the state’s alternative to the FAFSA for students who are not eligible to file a FAFSA, including undocumented students who meet Illinois residency requirements. UIC accepts it in place of the FAFSA for Aspire, the MAP Grant, and the Chancellor’s Fellows award. The deadlines are the same.

Does my student need to fill out anything extra for these?
No. UIC says most of its scholarships use the admission application as the basis for consideration. Incomplete applications are not reviewed for scholarships, though, so make sure transcripts and any supporting documents actually arrived. A submitted application with a missing transcript is an incomplete application.
Are these guaranteed if my student hits the numbers?
No, and this is a real difference from schools like Alabama or Mississippi State. UIC’s awards are automatic in the sense that there is no extra application, but funding is limited and meeting the criteria does not guarantee an award. UIC states this explicitly for the Chancellor’s Fellows. Plan accordingly and do not build a budget around a merit award you have not received in writing.
Why does the Chancellor’s Fellows award list a 3.7 GPA and a 33 ACT?
Those belong to different qualifying paths, not the same one. A student qualifies by ranking first in their graduating class, or by holding a 3.70 unweighted GPA with at least eight honors, AP, or IB courses in core subjects across junior and senior year, or by holding a 3.70 unweighted GPA with a 33 ACT or 1450 SAT. Only one path is needed. There is also an income cap, since this award is funded through the state AIM HIGH program.
My student has a 4.0 and great scores. Why do they not qualify for the President’s Award?
Because it is not a pure academic award. PAP is designed to bring in Illinois students who are low-income, first-generation, or from counties that send very few students to the University of Illinois. Strong academics are necessary but not sufficient. This one catches a lot of high-achieving suburban families off guard.
How much do the out-of-state awards actually save?
The nonresident premium is $16,700 a year. The Merit Tuition Award is $9,494, so it covers a bit more than half of it. The Lake County and Tribal Nation awards cover the full $16,700, which effectively puts those students at the Illinois rate. If your student receives one of these and later becomes eligible for in-state tuition, the award goes away.
Are they renewable?

When will we hear?
UIC starts sending scholarship notifications in December and typically finishes in March. Financial aid notification letters, which show the full picture of grants, loans, and scholarships together, go out in March. If you apply in February, you are being reviewed at the tail end of that window.
UIC does not run a big, essay-and-interview flagship competition the way Alabama runs Academic Elite or Ole Miss runs Stamps. Is there a full-ride competition at UIC?
Not in the traditional sense. The closest thing is the President’s Award Program Honors Scholarship, which covers in-state tuition plus differentials, room, and board for four years. But it is not an open competition. Students are nominated by the Chancellor after admission and then individually reviewed, and eligibility is limited to Illinois residents who meet the PAP access criteria and get into the Honors College. 🧠 Parent Strategy: The One Form, Two Deadlines Trap
This is the single most expensive mistake families make at UIC. Your student files one aid application, the FAFSA or the Illinois RISE alternative. But UIC uses it against two separate deadlines:

The SnAP Timing Trap
UIC SnAP is the campus scholarship portal, and it holds hundreds of departmental and donor awards. It is also closed to incoming first-year students. Only current and continuing UIC students can log in. What this means for you as a parent: your student should not go hunting for SnAP during senior year of high school, but they absolutely should complete the SnAP General Application in August of their freshman year at UIC, and again every single year after that. A new General Application is required annually, and old ones are archived. This is where the second, third, and fourth year money lives, and most students never log in.

Is UIC Aspire competitive?
No. If your student meets the criteria and files the aid application on time, they get it. There is no application, no essay, and no committee. The criteria are: eligible for Illinois in-state tuition, family income and assets totaling $75,000 or less, admitted as a new first-year or new transfer student, seeking a first bachelor’s degree, and enrolled in at least 12 credit hours. That is the whole test.
Does Aspire really pay nothing toward housing?
Correct. It covers 100% of tuition and mandatory fees, including program differentials, and nothing else. Housing, food, books, supplies, lab fees, the U-Pass, and study abroad costs are all on you. On the flip side, UIC does not require Aspire students to live on campus, which many similar programs at other schools do. A student who lives at home can genuinely attend for very close to nothing.
How long does Aspire last?
Up to four years, or eight semesters, for students who start as first-year students. Transfer students get up to two years, or four semesters. Eligibility is re-checked every year against the most recent aid application, so income has to stay under the line. One useful wrinkle: if your student loses eligibility one year, they can use that unused year later if they regain it, up to a four-year maximum.
Can current UIC students get Aspire?
No. It is only for new first-year and new transfer students. Students already enrolled continue on the aid programs they were already receiving. If you have a rising sophomore hoping to pick it up, that is not how the program works.

The Honest Version
UIC states directly that admission to the Honors College does not guarantee a scholarship. There are a limited number of awards, and they go to the strongest applicants in the pool. There is no separate scholarship application to submit and no published GPA or test cutoff to aim at, which means there is no way to game this one. Your student’s leverage is the quality of the supplemental application and applying by the November priority date. That is it.
A Conflict Worth Knowing About
Two official UIC pages describe the Honors scholarship process differently. The Honors College’s own scholarship page says awards are based on the strength of the admissions application, with no additional application required. UIC’s central scholarships office page says awards are based on the admissions application and an interview, which it describes as an additional college requirement. We are not going to pick a winner here. Assume an interview is possible, prepare your student for one, and confirm the current process with the Honors College at (312) 413-2260 before the November deadline.
Honors Membership Unlocks More Than Money
GPPA Medicine, Dentistry, Pharmacy, Law, and Business: all require Honors College membership. If your student wants a guaranteed professional school seat in those fields, Honors is not optional.

Is there money for Honors transfer students?
Yes. The Transfer Merit Tuition Award needs a 3.25 transfer GPA on at least 45 credits. The Phi Theta Kappa Scholarship is a one-time, one-semester tuition waiver for Phi Theta Kappa members with a 3.5 transfer GPA. Both are competitive and both run through SnAP.
UIC is Chicago’s only public research university, and it sits at the top research tier nationally. But the thing that actually distinguishes it from other big urban publics is not a ranking. It is that UIC owns a full set of professional schools, medicine, dentistry, pharmacy, nursing, public health, and law, all on the same campus as the undergraduate colleges. That single fact drives almost everything worth knowing about UIC as an undergraduate destination.
The Program That Sets UIC Apart: Guaranteed Professional Program Admissions (GPPA) lets a high school senior lock in a seat in a UIC graduate or professional program before they have taken a single college class. Medicine, dentistry, pharmacy, law, physical therapy, occupational therapy, public health, education, engineering, business, and urban planning all participate. Students follow a set curriculum and maintain performance criteria, and the seat is theirs. Very few universities can offer this across so many fields, because very few have all the professional schools in one place.
What parents need to know about GPPA before senior year:
The deadline is November 2, applied for through the Common Application and the UIC First Year Supplement, with two letters of recommendation.
Medicine, Dentistry, Pharmacy, Law, and Business require Honors College membership. Other tracks strongly recommend it. Plan on applying to Honors at the same time.
Medicine and Dentistry also require Illinois residency plus U.S. citizenship or permanent residency. Public Health does not require Illinois residency.
There is no minimum to apply, but UIC says the most successful candidates have an ACT around 28 or SAT around 1310 and rank in the top 15% of their class. This is the one place at UIC where testing genuinely helps, even though the university is test-optional for admission.
Medicine, pharmacy, and dentistry are the most competitive tracks, with a limited number of seats each year.
Where UIC Is Strongest
Nursing: the UIC College of Nursing is one of the most established programs in the country and operates across multiple Illinois campuses. Note that the direct BSN is no longer offered as a GPPA track from UIC, though a joint pathway with UIS exists.
Pharmacy: the Retzky College of Pharmacy is a national name, with both a PharmD and an undergraduate Pharmaceutical Sciences degree. High school seniors cannot apply directly to the BS in Pharmaceutical Sciences, but they can pursue the PharmD seat through GPPA.
Public Health: the School of Public Health offers a rare undergraduate public health degree with a guaranteed pathway into the MPH, and it is one of the few GPPA tracks open to out-of-state students.
Engineering and Computer Science: broad offerings, plus two dedicated first-year scholarship pipelines, Greer and WIEP, that most applicants never hear about.
Urban Planning and Public Affairs: a full college devoted to it, which is unusual, and being in Chicago makes the fieldwork real rather than theoretical.
Medicine and Dentistry: both colleges anchor UI Health on campus, which is what makes the GPPA guarantee possible in the first place.
One last thing worth saying to parents comparing UIC against a rural flagship: the campus is in Chicago, on public transit, near a working hospital system. For a student going into health care, that changes what internships and clinical exposure look like starting freshman year.
Use UIC’s own pages below to confirm deadlines, award terms, and costs. Scholarship dates in particular shift year to year, and UIC’s departmental pages sometimes lag behind the central admissions calendar, so treat the Deadlines page as the authority when two pages disagree.
Here is the short version. UIC is not a merit school, and it does not pretend to be. The university says outright that its merit aid is limited. What it has instead is one of the most generous need-based programs of any public university in the country, and a set of professional school guarantees you cannot get almost anywhere else.
If you are an Illinois family with income and assets under $75,000, UIC Aspire means tuition and fees are $0, your student does not have to live on campus to keep it, and the rate is locked for four years. That is a straightforward answer to a question most families spend years agonizing over. Budget for housing and food, file the aid application early, and you are done.
If you are above that line, or out of state, the calculation is harder and more honest work. The Chancellor’s Fellows and President’s Award are narrower than their names suggest. The out-of-state awards close about half the nonresident gap unless your student happens to be from Lake County, Indiana or is tribally enrolled. The real upside for a strong student is the Honors College, where the Kerr and PAP Honors awards live, and GPPA, where a high school senior can lock in a seat in medicine, dentistry, pharmacy, or law.
Whichever bucket you are in, one date decides most of it. November 2. Early Action, scholarship priority, Honors College, Business Scholars, GPPA, and the Chancellor’s Fellows FAFSA all close that day. File the aid application in the fall even though Aspire does not need it until March, because the fall filing is what protects the $7,500 you would otherwise never know you lost.
Your kid did everything right. That does not mean the money follows.
