  • Middle 50% SAT: 810-990
  • Average GPA: 3.0

Texas Southern sits on 150 acres in Houston’s Third Ward, about ten minutes from the Texas Medical Center and downtown. It is one of the largest historically Black universities in the country, and it admits roughly nine out of every ten applicants who meet the floor. For a lot of families, that combination is the whole appeal: a real shot at admission, in a major city, at a public price.

The scholarship system is refreshingly simple to understand and surprisingly easy to fumble. TSU publishes a public grid of automatic awards keyed to GPA, class rank, and test scores. If your student clears a band, they are considered for that award off the admission file. No essay, no separate form, no committee.

Here is the part that trips people up. Every one of those awards carries the same footnote: subject to availability of funds at time of offer. There is no scholarship deadline to circle on the calendar. There is only a pot of money that empties. Families who wait until spring of senior year because “there’s no deadline” are competing for whatever is left, and the top tiers go first.

🚨 Easy-to-Miss “Gotchas” at Texas Southern (Read This First)

  • There is no scholarship deadline, and that is the trap. TSU does not publish a merit priority date. Awards come off your admission file while funding lasts. Treat the day the application opens as your deadline, because the students who apply in the fall are drawing from a full account.
  • Test-optional for admission is not test-optional for money. Every automatic tier is built on an SAT or ACT band. A student who submits no scores can still be considered when other admission data supports it, but scores are what lock a tier in. TSU does not superscore.
  • Out-of-state families: one $1,000 competitive scholarship can change everything. Texas law lets a non-resident who wins a competitive university scholarship of at least $1,000 pay in-state tuition. That is a swing of more than $12,000 a year. Most families never hear about it.
  • Getting admitted does not mean you applied for the money. The automatic grid is automatic. The departmental awards, the alumni awards, and TSU’s curated outside-scholarship list all require separate applications on separate pages.
  • Class rank is helpful, not mandatory. If your high school does not rank, TSU says the scholarship committee will evaluate using GPA and test scores instead. Do not assume you are locked out.

💰 Cost of Attendance at Texas Southern University 2026-2027

📅 2027–2028 Planning Note: The costs below reflect the most recently published figures (2026–2027). Universities typically finalize the next year’s rates in the spring, and we’ll update this page once official 2027–2028 numbers are released.

Planning tip: At large public universities, tuition, fees, and housing usually increase modestly each year (often in the 2–5% range). For early budgeting, families may want to plan for roughly $1,000–$1,500 more in-state or $2,000–$3,000 more out-of-state in total direct costs once new rates are published.

Category (2026–2027) In-State Out-of-State
Tuition & Mandatory Fees (2 semesters) $9,174 $21,416
Housing & Meals (typical) $15,064 $15,064
Total (Direct Costs) $24,238 $36,480

Average Federal Net Price: $15,021 — this is what families actually paid after grants and scholarships (no loans), based on the most recent federal data. Your specific cost could be significantly lower or higher depending on your financial aid eligibility and merit scholarships. New to Net Price & SAI? Read our guide.

📌 Regional Tuition & Waiver Options

Texas Competitive Scholarship Waiver. Under Section 54.213 of the Texas Education Code, a non-resident or international student who receives a competitive university scholarship totaling at least $1,000 may pay the tuition and fees required of Texas residents, regardless of how long the student has lived in Texas.

The scholarship must be awarded by a college, department, scholarship committee, or university representative officially recognized by TSU, and the student must have competed for it against other students, including Texas residents.

The waiver is tied to the scholarship. If a student loses eligibility for the underlying award, the waiver ends with it. Families should read the scholarship agreement for the specific terms attached to their award.

💡 The $12,000 Question for Out-of-State Families

The gap between in-state and out-of-state tuition at TSU is $12,242 a year. Texas law provides a way to close it entirely: a non-resident or international student who receives a competitive university scholarship of at least $1,000 becomes eligible to pay resident rates. The award has to be genuinely competitive, meaning your student competed for it against other students including Texans, and it has to come from an officially recognized TSU college, department, or scholarship committee. Read the competitive scholarships section for where those live.

FAQ — Cost of Attendance at Texas Southern University

What does Texas Southern actually cost per year?
For 2026 to 2027, TSU publishes tuition and fees of $9,174 in-state and $21,416 out-of-state, with living expenses of $15,064 for on-campus students either way. Adding books, personal expenses, and transportation brings TSU’s published total to $31,920 in-state and $44,162 out-of-state. Only tuition, fees, and housing are billed directly to you. The rest is an estimate of what life costs.

Why is the average net price only about $15,000 when the sticker is $31,920?
Because the average TSU family qualifies for substantial grant aid. More than two-thirds of TSU students receive some form of financial assistance. The net price figure reflects what families actually paid after grants and scholarships, not loans. If your family has strong financial need, your real number will land under the average. If you have no need and no merit, you will pay closer to the published total.

Can an out-of-state student ever pay Texas rates?
Yes, and this is the single most valuable thing on this page for non-Texas families. Section 54.213 of the Texas Education Code allows a competitive scholarship waiver: a non-resident or international student who receives a competitive university scholarship totaling at least $1,000 may pay the fees and charges required of Texas residents, without regard to how long they have lived in the state. The catch is in the word competitive. The scholarship has to come from a recognized TSU college, department, or scholarship committee, and the student has to have competed for it. If your student later loses the scholarship, the waiver goes with it.

What is Tiger Promise and who does it cover?
Tiger Promise is TSU’s tuition guarantee for eligible Texas residents. It covers tuition and mandatory fees for first-time freshmen for up to 8 consecutive semesters, and for new transfer students for up to 4 consecutive semesters. TSU builds the guarantee out of gift aid, meaning it assembles grants and scholarships you already qualify for until tuition and fees are covered. There is no separate Tiger Promise application. You apply, you file the FAFSA with TSU’s code 003642, and Financial Aid packages you.

Does Tiger Promise cover housing and meals?
No, and this is worth saying out loud at the kitchen table. Tiger Promise covers tuition and mandatory fees. Living expenses run $15,064 a year on campus. A family that hears “tuition guarantee” and assumes college is free is going to be surprised in August. Pell, Texas Grant, merit scholarships, work-study, and outside awards are what fill the housing gap.

Are housing and meal costs the same for every student?
No. The $15,064 figure is TSU’s estimate for on-campus living. Actual cost shifts with room type and meal plan. Students living at home in the Houston area, and a meaningful share of TSU students do, will land well below it. That single choice moves the number more than almost any scholarship on this page.

Will tuition go up before my student graduates?
Usually, yes. Texas public universities typically adjust tuition and housing rates modestly year to year. Scholarship amounts, by contrast, are generally set at the award level in your notification letter and stay there as long as you meet renewal terms. That means the real cost of year four is often a little higher than year one even with the same scholarship.

Does TSU require the CSS Profile?
No. FAFSA only. TSU’s school code is 003642. Texas students who are not eligible to file the FAFSA should look at TASFA, the state alternative, through TSU’s financial aid office.

📅 The TSU Timeline (Simple Version)

  • Late summer, senior year: The application opens. This is your real deadline, whether or not it feels like one.
  • Fall: Apply, send transcripts, send scores if you have them. Scholarship funding is at its fullest right now.
  • October onward: File the FAFSA with TSU’s code 003642. Tiger Promise, Pell, and Texas Grant all run through it.
  • Winter and spring: Departmental, alumni, and outside scholarship cycles open. These are separate applications.
  • July 15: The last day to apply for fall admission. By this point, most scholarship money for the year is spoken for.

Parent rule of thumb: at schools with published deadlines, you race the calendar. At TSU, you race other families. Apply in the fall.

Automatic Merit Scholarships — Texas Southern University

These awards are made off your admission file. There is no separate scholarship application, no essay, and no interview. TSU reviews your GPA, class rank, and test scores against a published grid and offers the tier you land in. Every tier carries the same condition: subject to availability of funds at time of offer. That phrase is the whole game.

📐 How TSU Converts Your GPA

Scholarship offers are based on the GPA printed on your high school transcript. If your school reports on a scale other than 4.0, TSU converts it to a 4.0 scale before making an offer, and the registrar publishes a GPA converter tool you can run yourself. Worth doing before you assume which band you are in, because weighted-to-unweighted conversion is exactly where families guess wrong.

If your high school does not rank students, you are not shut out. TSU states that the scholarship committee will determine eligibility from other admission information, meaning GPA and test scores.

Note: TSU does not superscore the ACT or SAT. Your best single sitting is what counts. Renewal generally requires 15 credits per semester, the GPA stated in your award notification, and good disciplinary standing.

Automatic Merit — FAQs (Texas Southern University)

What are the four freshman scholarship tiers?
Regents at up to $14,000 a year for a 3.75 to 4.0 GPA in the top 5 percent with SAT 1370 and up or ACT 30 to 36. Presidents Transformation at up to $10,000 for a 3.5 to 3.74 GPA in the top 10 percent with SAT 1240 to 1369 or ACT 26 to 29. Tiger Genesis at up to $7,000 for a 3.0 to 3.49 GPA in the top 20 percent with SAT 1050 to 1239 or ACT 19 to 25. Tiger P.A.W. at up to $1,000 for a 2.5 to 2.99 GPA with SAT 900 to 1049 or ACT 17 to 18.

When do I have to apply to get one?
There is no published scholarship deadline. That sounds like good news and it is not. Awards are made on a funds-available basis, so the earlier your completed file is in, the more money is still in the account. The final fall admission deadline is July 15, but by then the top tiers have typically been awarded.

Do I need to submit test scores?
Every tier is defined by a score band, so scores are the cleanest way to lock a tier. TSU also states that students without class rank can still be considered based on other admission information. If your student tests well, send scores. If not, apply anyway and apply early.

Are these renewable?
Yes. TSU renews these awards for up to four consecutive years if you complete 15 credits each semester, maintain the GPA specified in your award notification, and stay in good disciplinary standing. The 15-credit requirement is stricter than the 12 credits that define full-time, so a student who drops to 12 hours can lose the scholarship while still being enrolled full-time. Watch that one.

Can I stack automatic merit with other awards?
Yes, and this is where TSU differs from a lot of big publics. The general university scholarship layers with Honors College awards, departmental scholarships, Pell, Texas Grant, and outside scholarships, up to your cost of attendance. TSU does note that scholarships count as a resource and can require adjustments to need-based aid if the total package runs past your cost of attendance.

What about transfer students?
Two tiers. The Presidents Transfer Scholarship pays up to $10,000 a year for transfers holding a completed associate degree with a 3.5 GPA. The General University Transfer Scholarship pays up to $4,000 a year for transfers with 30 or more hours and a 3.0 GPA. The completed associate degree is the dividing line between them, which is a real argument for finishing the degree before you move.

Is there anything for students already at TSU?
Yes. The Continuing General University Scholarship pays up to $4,000 a year for students with 30 or more earned hours and a 3.0 cumulative GPA. It is awarded through the annual aid packaging cycle, so keep the FAFSA current.

🏆 Flagship Scholarships (Competitive Scholarships)

Let’s be straight about this. Texas Southern does not run a marquee, full-ride, finalist-weekend competition the way some flagship publics do. There is no TSU equivalent of a Stamps or a Morehead-Cain. The largest single award on this campus is the automatic Regents Scholarship at up to $14,000 a year, and you get it without writing a word.
🔑 Why the Competitive Awards Matter Anyway

For out-of-state and international families, the competitive scholarships on this page are worth far more than their face value. Texas law grants a non-resident tuition waiver to any non-resident or international student who receives a competitive university scholarship totaling at least $1,000, awarded by a recognized TSU college, department, or scholarship committee, in a process where the student competed against other students including Texans.

Do that math. A $1,000 departmental award is really worth $1,000 plus $12,242 in avoided non-resident tuition. That is the highest return on a scholarship application anywhere on this page, and it is available to a student who would never be competitive for a national fellowship.

Two cautions. The waiver rides on the scholarship: lose eligibility for the award and the waiver ends with it. And confirm with TSU Financial Aid which specific awards they treat as competitive under the statute before you build a budget on it.

✅ Can You Stack Scholarships at TSU?

Aid Type Stacks with Merit? TSU Parent Translation
General University Scholarship (automatic) One award Your student receives the single tier they qualify for, not several.
Departmental & College Awards Yes These layer on top of the automatic award. For non-residents, one of these can also trigger the tuition waiver.
Honors College Awards Yes, with a caveat Honors packages jointly with Financial Aid. If total aid exceeds demonstrated need, the Honors piece can be the one reduced.
Tiger Promise It is the floor, not a layer Promise is built out of the grants and scholarships you already have. Winning more merit does not add to it; it fills it.
Pell & Texas Grant Yes Federal and state need-based grants combine with merit. FAFSA timing drives all of it.
Outside & ROTC Scholarships Yes, to cost of attendance TSU will adjust need-based pieces first if the total package runs past your cost of attendance.

The honest summary: at TSU your biggest scholarship is likely to be the one you did nothing to earn beyond good grades, and your most valuable scholarship may be a small departmental award that unlocks resident tuition. Chase both.

❓ Flagship / Competitive Scholarship FAQs

Does TSU have a full-ride scholarship?
Not in the way most families mean it. TSU does not advertise a competitive full-ride package. The closest thing to full coverage is Tiger Promise, which guarantees tuition and mandatory fees for eligible Texas residents but does not cover housing or meals. A high-stat Texas resident stacking Regents, Pell, and Texas Grant can get close to a fully funded year, but it is assembled rather than awarded.

When are competitive scholarship deadlines?
They vary by unit, and most run in spring for the following academic year. TSU does not publish one central competitive scholarship deadline. Put a recurring calendar reminder in February and check the departmental page, the JHJ business school packet, and the alumni association site directly.

What are the JHJ business school scholarships?
The Jesse H. Jones School of Business publishes an annual scholarship information packet that includes internal awards such as the Lawal and President’s Leadership Scholarships, typically in the $1,000 to $3,500 per year range. It requires essays, recommendations, and documentation of leadership or service, submitted on the business school’s own internal timeline.

Are the alumni scholarships worth applying for?
Yes, and the applicant pool tends to be small. The TSU National Alumni Association funds a set of named awards through donor giving, including one earmarked for engineering and computer science majors in the College of Science, Engineering and Technology. There is also an emergency scholarship for seniors facing financial hardship close to graduation, which is worth knowing exists before you need it.

Do these count as competitive for the tuition waiver?
Departmental, college, and committee-awarded scholarships are the category the statute describes. But TSU makes the determination, not you. Before an out-of-state family commits, call the Office of Student Financial Assistance and ask directly whether the specific award qualifies your student for the competitive scholarship waiver.

Is TSU a Stamps or QuestBridge partner?
No to both. TSU also does not participate in the National Merit Scholarship program with a dedicated package.

What should my student prepare?
Essays and a clean record of leadership and service, since almost every competitive award at TSU asks for both. Our Essay Toolkit and Brag Sheet Builder are built for exactly this.

🧠 Parent Strategy: TSU’s Two Forgotten Pages

Almost every family that lands on TSU’s scholarship page reads the automatic grid, sees the number their student qualifies for, and closes the tab. Two links in the left-hand menu of that same page are where the rest of the money lives, and hardly anyone clicks them.

  1. University Departmental Scholarships. A short list of separate applications: Student Services, Music, Music Alumni, LSAMP, STEP, SOC for communication majors, and JHJ for business majors. Each has its own criteria and its own deadline.
  2. External Scholarships. TSU curates a list dominated by Thurgood Marshall College Fund and UNCF programs, available specifically because TSU is an HBCU member institution. These are national dollars with a much narrower applicant pool than the open internet.

Parent translation: the automatic award arrives whether or not you do anything. Everything on these two pages requires you to show up. Set a calendar reminder for February of every year your student is enrolled.

💎 Hidden Gem Scholarships

These are the awards that do not show up in a college search tool. Some are TSU programs, some are national fellowships TSU actively helps students win, and one of them is a tuition guarantee that most Texas families have never heard of.

Stacking & Combining
Tiger Promise is a tuition-and-fees backstop — it's built by combining grants and scholarships you already qualify for (Pell, Texas Grant, TSU merit/Honors awards, departmental dollars) until tuition and mandatory fees are covered. You can still bring in outside scholarships, work-study, and limited loans for living costs, but only up to Cost of Attendance. The Promise itself isn't 'stacked' as an extra layer — it's the guarantee that tuition and fees won't go uncovered.

💡
Strategic Detail
Tiger Promise guarantees tuition and mandatory fees for eligible Texas residents. First-time freshmen are covered for up to 8 consecutive semesters or 4 years, including summer and winter sessions. New transfer students are covered for up to 4 consecutive semesters or 2 years. TSU funds the guarantee through gift aid, meaning grants and scholarships rather than loans. Students must maintain continuous full-time enrollment and meet TSU's academic progress benchmarks; TSU does not publish a single GPA figure on the program page, so confirm the current standard with Financial Aid.

🎓 The HBCU Fund Advantage

Because TSU is a member institution, its students have access to scholarship pipelines that simply do not exist for students at most other schools. TSU’s own external scholarship page points families toward Thurgood Marshall College Fund programs including the TMCF Wells Fargo Gap Scholarship, the TMCF Lowe’s Gap Scholarship, and the TMCF Finish Line Scholarship, alongside UNCF programs including the UNCF General Scholarship, the UNCF Health Careers Scholarship, and awards funded by Johnson & Johnson and the MetLife Foundation.

The “gap” and “finish line” awards are worth flagging for parents specifically. They are designed for students who are enrolled and short a few thousand dollars, which is the exact situation that causes students to stop out. Bookmark that page now, not in the semester you need it.

🌍 National Fellowships TSU Actively Coaches

The Thomas F. Freeman Honors College maintains named faculty advisers for several national competitions and will walk a student through the application. This is unusual support and it is free.

  • Gilman International: for Pell-eligible students studying or interning abroad. TSU’s Honors College coordinates applications directly.
  • Fulbright U.S. Student Program: TSU has a designated Fulbright Program Adviser on faculty, with the Honors dean coordinating alongside.
  • McNair Scholars: a federally funded research program for first-generation, low-income, and underrepresented students aiming at a Ph.D., including GRE prep and a summer research institute.
  • Du Bois Scholars Program: a fully funded nine-week summer research internship at Harvard College, open to scholars from select research-focused HBCUs.
  • Strada HBCU Initiative: leadership development and career pathway support with a designated TSU contact.
  • White House HBCU Scholar Recognition Program: TSU typically nominates two students a year through the Office of the President and the Honors College.
  • Goldwater, Truman, Hollings and NOAA EPP, Pickering: the standard national slate for STEM, public service, atmospheric science, and foreign service, all listed with application links on the Honors scholarships page.

❓ Hidden Gems FAQ

Do these stack with my automatic scholarship?
Generally yes, up to your cost of attendance. Departmental and outside awards layer on top of the general university scholarship. The one to understand differently is Tiger Promise, which is not an extra layer but a guarantee assembled from the aid you already have.

What is the Ocean of Soul scholarship?
TSU’s marching band, the Ocean of Soul, awards audition-based scholarships. Selection runs on musical talent and active participation in rehearsals and performances, with auditions typically in late spring and summer. Band awards stack with most institutional aid, though they do not by themselves waive out-of-state tuition. For a student who is already a strong musician, this is real money that has nothing to do with GPA.

What is H-LSAMP?
The Houston Louis Stokes Alliance for Minority Participation is a grant-funded STEM cohort program for chemistry, computer science, math, and physics majors. It combines scholarship dollars with research placement and mentorship, and continued funding depends on staying active in the cohort programming. Award levels move with grant funding year to year.

Some of TSU’s scholarship PDFs look old. Are they still valid?
Several posted application PDFs on the departmental page carry older cover dates. That usually reflects a website that has not been refreshed rather than a program that ended, but do not assume. Email or call the department before you fill out anything with a stale date on it, and ask for the current cycle’s form.

Can continuing TSU students apply for these?
Most of them, yes, and several are aimed squarely at upperclassmen. The Bennie Creswell music award is for juniors and seniors. McNair, Fulbright, and the Du Bois program are for students already well into their degree. The alumni association’s emergency scholarship is specifically for seniors near graduation. These are not one-and-done freshman opportunities.

How will I know if I won?
Awards are posted through the Office of Student Financial Assistance and appear in your student account. Departmental awards frequently require an additional acceptance step or thank-you letter to the donor after notification, so read the award email all the way through.

The Thomas F. Freeman Honors College

Before the money, the name. The Honors College is named for Dr. Thomas Franklin Freeman, who taught at Texas Southern for more than six decades and coached its debate team to national recognition. Among the students he instructed were Dr. Martin Luther King Jr. and Congresswoman Barbara Jordan, and he later advised Denzel Washington in preparation for The Great Debaters. That lineage is not decoration. It is the standard the college holds itself to, and it shows up in the outcomes.

📊 Why Honors Changes the Math at TSU

TSU’s Honors College reports a 70 percent four-year graduation rate and a 95 percent persistence rate. For any family, graduating in four instead of five or six years is worth more than most scholarships on this page, because year five costs full price with no merit award attached. The Honors College is also one of a small handful of HBCUs operating a true undergraduate research journal, The Freeman Research Journal, which matters enormously for students headed to graduate or professional school.

Admission is not automatic. Getting into TSU and getting into Honors are two separate applications with two separate reviews.

  • Eligibility, high school seniors: a 3.5 GPA or higher on a 4.0 scale, or top 10 percent of class. Either one, not both.
  • Eligibility, transfer and continuing students: no more than 60 semester credit hours, and a 3.5 GPA or higher.
  • Letters of support: seniors are encouraged to submit three on school letterhead, ideally from English, math, and science teachers. Transfers submit one from a professor in their major.
  • Deadline pattern: TSU posts early, regular, and late Honors deadlines each cycle. In recent years those have fallen in early December, late March, and the beginning of May, with the transfer and continuing deadline in mid-April. Confirm the current dates on the Honors admissions page, since they shift year to year.

Holistic / Status Based

Stacking & Combining
The Honors College packages jointly with TSU Financial Aid. Honors dollars can layer with General University Scholarships, departmental awards, Pell, Texas Grant, out-of-state waivers, and outside scholarships. One important caveat TSU states plainly: the Honors award counts as part of your total financial aid package, and federal and state rules bar aid in excess of demonstrated need. If the combined package pushes past that line, the Office of Student Financial Assistance may revise it, and the Honors award itself can be the piece that gets reduced.

How to Apply
Two-step process: first, gain admission to TSU. Then submit a separate application to the Thomas F. Freeman Honors College with essays, recommendation letters, and supporting materials. Transfer students and continuing TSU students who can already point to strong academic work plus engagement (research, service, leadership). The amount you receive scales with your classification at the time of admission to Honors.
Data last verified Jun 21, 2026.* GPA/test bands are estimates based on official selectivity and prior cohort profiles. "Who Actually Wins" insights are pulled from external peer-sourced data where students and parents have reported real-world award results. Because colleges can change funding thresholds and deadlines at any time, always verify these details with the institution before finalizing your application strategy.

Award amounts reflect TSU’s published ranges and depend on academic profile, classification at acceptance, and available funds in a given year.

⚠️ Read This Before You Budget on the Honors Award

TSU states this plainly and families miss it constantly: the Honors College scholarship is treated as part of your total financial aid package. Federal and state rules prohibit aid in excess of demonstrated financial need as determined by the FAFSA. If the combined package crosses that line, the Office of Student Financial Assistance will revise it, and the Honors award can be the piece that gets adjusted down.

Practical version: an Honors award is not automatically new money on top of everything else. For a high-need student it may partly replace grant aid rather than add to it. Ask Financial Aid to walk you through the packaged number before you compare offers between schools.

What Honors Actually Gets You Beyond the Check
  • Named fellowship advising: designated faculty advisers for Fulbright, Gilman, and the national scholarship slate, with the dean personally involved.
  • Undergraduate research with a publication outlet: The Freeman Research Journal, plus the Dianne Jemison Pollard Thesis Award for senior thesis work.
  • Accelerated program pathways into graduate and professional study.
  • Study abroad programming run through the college, with Gilman funding coordinated in-house.
  • Financial aid counseling as a stated function of the college, not an afterthought. Honors staff work with Financial Aid to assemble the package.

Honors College — FAQs

Is Honors admission automatic if I have the GPA?
No. You apply separately, and review is explicitly holistic. TSU says that while academic performance matters a great deal, the college also weighs evidence of community service, interest in learning about diversity, and the substance of teacher recommendation letters. A generic recommendation letter is a wasted slot.

How much is the Honors scholarship worth?
For first-time freshmen, TSU publishes a range of $9,000 to $14,000 spread across four years, based on academic performance and available funding. For transfer and new continuing students, the range is $2,000 to $6,000 per year, scaled to classification at the time of acceptance.

What does it take to stay in?
A 3.25 GPA both semester and cumulative, full participation in Honors programming, and appropriate progress on the Honors curriculum requirements. Falling below 3.25 puts both membership and the scholarship at risk.

Do I have to file the FAFSA?
Yes. TSU is explicit that Honors scholarships are awarded after a FAFSA has been completed and submitted with school code 003642. File it as soon as the cycle opens.

Can out-of-state students apply?
Yes, and they should. The Honors scholarships page specifically lists out-of-state waivers among the pieces the college packages alongside Honors dollars, which connects directly to the competitive scholarship waiver discussed earlier on this page.

Do I have to enroll in the fall to keep the award?
Yes. TSU conditions the Honors scholarship on the student first enrolling in the fall semester of the academic year the scholarship covers. A deferred start can cost you the award.

⭐ College Specialty

Texas Southern is one of the largest historically Black universities in the country, and its reputation is built less on rankings than on pipelines. For nearly a century it has been a primary route into the professions for Black students in Texas, particularly in law, pharmacy, and public service. If you want to understand what TSU is actually good at, look at where its graduates end up rather than where the school places on a list.

The location does real work here too. TSU sits in Houston’s Third Ward, a short drive from the Texas Medical Center, the courthouse district, the energy corridor, and the Museum District. Internships that would require relocating from a college town are a bus ride away.

Nationally Known Program:
Thurgood Marshall School of Law — Named for the first Black Supreme Court justice, TMSL has been one of the country’s most significant producers of Black attorneys for decades, with deep placement across the Houston bar, the Texas judiciary, and public service. For undergraduates, the presence of a law school on campus means pre-law advising, courthouse proximity, and a visible path from a bachelor’s degree to a J.D. at the same institution.
  • College of Pharmacy & Health Sciences: One of the historically most important pharmacy programs at an HBCU, and a major reason students choose TSU sight unseen. It anchors a broader health sciences cluster that benefits from sitting minutes from the Texas Medical Center.
  • Barbara Jordan-Mickey Leland School of Public Affairs: Named for two Houston members of Congress, this is where TSU’s criminal justice program actually lives, as the B.S. in Administration of Justice, alongside degrees in Public Affairs and Political Science. The school houses the Barbara Jordan Institute, the Center for Justice Research, the Bullard Center, and a forensic science learning lab. If your student is interested in criminal justice reform, policy, or law enforcement leadership, this is the strongest fit on campus.
  • Jesse H. Jones School of Business: TSU’s business school, and the one academic unit that runs its own published scholarship packet with named internal awards. Finance, accounting, management, and supply chain feed directly into Houston’s corporate base.
  • School of Communication: Journalism, broadcast, and public relations in the fourth-largest media market in the country. The school maintains its own scholarship application separate from university merit.
  • College of Education: A long-standing teacher preparation pipeline into Houston-area school districts, with the Center for Excellence in Urban Education attached.
  • College of Science, Engineering & Technology: Home to the H-LSAMP STEM cohort program and a research portfolio that has included NASA-affiliated and minority health research centers. This is also where the alumni association’s engineering and computer science scholarship is targeted.
  • Ocean of Soul Marching Band: Not an academic program, but genuinely part of TSU’s national identity, and an audition-based scholarship route that has nothing to do with test scores.

✅ Wrapping It Up

Here is the honest picture. Texas Southern is not a school where you win a big scholarship by writing a brilliant essay. It is a school where you get a solid, published, guaranteed award for having decent grades, and then you either do the extra work to layer more on top or you do not. The grid is public. The tiers are clear. Nobody is going to surprise you.

What will surprise you is how the money disappears. There is no scholarship deadline at TSU, and that is precisely why families lose out. Every award says “subject to availability of funds,” which means the calendar that matters is not printed anywhere. A student who applies in September is drawing from a full account. A student who applies in June is drawing from whatever is left. Same grades, different outcome.

For Texas families, Tiger Promise means tuition and fees are covered if you qualify, and your real planning number becomes housing and meals rather than the sticker price. For out-of-state families, the play is different and considerably more interesting: win one competitive scholarship of $1,000 from a recognized TSU department, and Texas law lets you pay resident tuition. That is a $12,000-a-year decision hiding behind a $1,000 application.

And if your student has the profile for it, the Thomas F. Freeman Honors College is where TSU’s value shows up most clearly. Seventy percent graduate in four years, faculty walk students through national fellowship applications, and there is an actual research journal to publish in. That combination is hard to find at this price anywhere.

The move, plainly: apply early, file the FAFSA the week it opens, and click the two scholarship pages nobody clicks.
