Merit money runs on GPA, not test scores. UNH recalculates your student’s GPA on a weighted 4.0 scale using only core academic classes, and that number sets the merit tier. A great SAT won’t bump the award, and skipping the test won’t hurt it.
Out-of-state students get the bigger checks. Every merit tier pays non-residents more than New Hampshire residents. The top tier is up to $20,000 a year out-of-state versus up to $11,000 in-state.
The merit offer is final. UNH says it does not negotiate merit awards, so don’t plan on an appeal to move up a tier.

New England Regional Student Program (Tuition Break): Residents of Connecticut, Maine, Massachusetts, Rhode Island, and Vermont who enroll in a UNH major approved for their home state pay a regional tuition rate of $28,532 for 2026-2027 instead of the $37,996 non-resident rate. That's about $9,500 a year less in tuition. Approved majors change every year, so check NEBHE's program search for your state before counting on it. NEBHE notes that Tuition Break status isn't guaranteed to add on top of other discounts, so ask UNH financial aid how the regional rate and a non-resident merit award combine on your student's offer.
New Hampshire Residents: Read This Before You Look at the Total
The in-state numbers above are the sticker price. Starting in fall 2027, the New Hampshire Promise covers the $16,304 tuition line for residents with family income up to $100,000. For a family that qualifies, the bill drops to fees, housing, and food: about $19,500 a year before books and travel. Families above $100,000 still have UNH’s automatic merit (up to $11,000 a year for residents) to work with.

UNH narrows the gap a little by giving non-residents bigger merit awards, but even the top $20,000 award leaves an out-of-state student with roughly $37,400 a year in direct costs.
Is there a discount for students from other New England states?
Yes, if the major qualifies. UNH’s official 2026-2027 cost of attendance ($40,920 in-state, $62,862 out-of-state) adds estimates for books, transportation, and personal expenses. The table above shows what UNH actually bills: tuition, fees, housing, and food.
Does the price stay the same all four years?
No. UNH sets tuition and housing rates every year. Merit scholarships are set dollar amounts, so if tuition goes up, your share goes up a little even when the scholarship renews.

Who qualifies for the New Hampshire Promise?
New Hampshire residents with total family income of $100,000 a year or less, enrolling full-time as first-year students in fall 2027 or later, with at least a 2.7 GPA. Graduates of a New Hampshire community college associate degree program also qualify when they transfer.
Do we have to apply for the Promise?
No separate application. Admitted students who submit the FAFSA are considered automatically. That makes the FAFSA the single most important form a New Hampshire family will file.
Can my student get the Promise and a merit scholarship?
The university system hasn’t said yet. The Granite Guarantee it replaces covered whatever tuition was left after other grants, so expect merit to reduce what the Promise pays rather than stack on top. Ask UNH financial aid whether any merit can go toward fees or housing instead.

UNH’s Hamel Honors & Scholars College opened in 2024, growing out of an honors program that dates back to 1983. Here’s the part most families don’t expect: there’s no separate application. Every applicant is reviewed for Honors automatically, and invitations arrive with the admission decision.

Big picture? UNH plays two very different games depending on your zip code. If you live in New Hampshire and earn $100,000 or less, the New Hampshire Promise changes everything starting in fall 2027: tuition is covered, and your job is to file the FAFSA and plan for the roughly $19,500 in fees, housing, and food. If you’re a New Hampshire family above that line, the play is Early Action by November 15, a strong transcript for the merit grid, and a shot at Hamel, which can push merit to $20,000 a year.
Out-of-state families get the bigger automatic merit checks, but even the top award leaves a real bill, so check whether your student’s major qualifies for the New England regional rate before you fall in love.
