Are these guaranteed if my student hits the numbers?

Here is the kitchen-table version. At a lot of schools, the automatic money is modest and the life-changing money sits behind a competitive application with essays, recommendations, and interviews. Tuskegee flips that. The life-changing money, full tuition and the full-package Presidential award, sits right on the published grid. That said, the top of the grid now behaves a little like a competitive program. Distinguished Presidential consideration requires a completed application by December 1, the scholarship application inside the December 1 to January 1 window, and an interview, with invited students attending Scholars Day in mid-February. Funds are limited, so students at the top tiers are effectively competing on timing and completeness even when they clear the numbers. Does Tuskegee have a named competitive scholarship like other schools’ presidential competitions?
The Distinguished Presidential Scholarship is the closest thing, and it lives on the automatic grid rather than behind a separate essay competition. It does add an interview and Scholars Day for invited students, so the top tier has a light competitive layer.
Is Tuskegee a National Merit or Stamps partner school?
No on both. Tuskegee does not sponsor a National Merit package and is not a Stamps partner. National Merit Finalists still bring value to their file, but there is no dedicated award attached to the title here.
What about QuestBridge?

Honors at Tuskegee University
Tuskegee runs an honors program for its strongest students, but here is the honest kitchen-table framing: at Tuskegee, honors is an academic experience, not a scholarship vehicle.
